PG&E OFFICIALS SAY THAT CURRENTLY, THERE IS NO WAY TO OPT OUT OF THE PROGRAM AND HAVE STATED PREVIOUSLY THAT THEY WOULD NOT HONOR MORATORIUMS IMPOSED BY LOCAL GOVERNMENTS UNLESS INSTRUCTED TO DO SO BY THE PUBLIC UTILITIES COMMISSION.
