A 9 YEAR OLD AUTISTIC GIRL WHO IS UNABLE TO SPEAK DISAPPEARED FROM HER HOME IN CLEARLAKE SUNDAY AFTERNOON.

AUTHORITIES ARE SEARCHING FOR MIKAELA LYNCH, WHO WAS LAST SEEN IN THE YARD OF HER FAMILIES HOME ON HARBOR LANE AROUND 1:30 YESTERDAY. BECAUSE THE CHILD IS AUTISTIC AND CANNOT SPEAK, SHE IS CONSIDERED AT RISK. AUTHORITIES CONTINUE TO SEARCH FOR MIKAELA USING HELICOPTERS, DOGS AND EVERY OTHER AVAILABLE RESOURCE. BECAUSE THE FAMILYS YARD GOES RIGHT UP TO THE LAKES EDGE, MARINE UNITS FROM THE SHERIFFS DEPARTMENT ARE ALSO ASSISTING IN THE SEARCH. MIKAELA IS DESCRIBED AS 4 FEET TALL, WEIGHING 70 POUNDS, WITH BROWN HAIR AND BLUE EYES. ANYONE WITH INFORMATION ON HER WHEREABOUTS IS ASKED TO CONTACT THE CLEARLAKE POLICE DEPARTMENT AT 994-8251.

POSSIBLE KIDNAPPING REPORTED IN UKIAH JH 05/13/13

THE UKIAH POLICE DEPARTMENT IS INVESTIGATING A REPORTED POTENTIAL KIDNAPPING NEAR POMOLITA MIDDLE SCHOOL THURSDAY AFTERNOON.

A FEMALE STUDENT REPORTED TO SCHOOL OFFICIALS THAT SHE HAD BEEN APPROACHED BY A STRANGE MAN DRIVING A BLACK TOYOTA PRIUS, WHILE SHE WAS WAITING FOR A RIDE HOME NEAR THE SCHOOLS TRACK AND FIELD AROUND 5 PM. ACCORDING TO THE STUDENT, THE MAN ASKED IF SHE WANTED A RIDE, AND SHE SAID NO. HE DROVE AWAY, BUT THEN CAME BACK AND ASKED HER AGAIN. THIS TIME , THE MAN REPORTEDLY GOT OUT OF THE VEHICLE AND APPROACHED THE GIRL. SHE YELLED, TELLING THE MAN THAT HE WAS SCARING HER AND TO GO AWAY, AND HE DID. THE SUSPECT IS DESCRIBED AS A HISPANIC MALE ADULT WITH A TATTOO ON HIS UPPER LEFT ARM. HE WAS WEARING A DC BASEBALL CAP, BLACK SHIRT AND CUTOFF BLUE JEANS. HE WAS DRIVING A BLACK TOYOTA PRIUS WITH NO LICENSE PLATE, DARK WINDOWS AND A DENT ON THE PASSENGER SIDE.. ANYONE WITH INFORMATION ABOUT THIS INCIDENT IS ASKED TO CONTACT THE UKIAH POLICE DEPARTMENT AT 463-6262.

CITY OF UKIAH APPROVES 80 FOOT CELL TOWER JH 05/13/13

THE UKIAH PLANNING COMMISSION APPROVED PLANS FOR AN 80 FOOT CELL TOWER ON HASTINGS ROAD THAT IS DISGUISED AS A TREE.

VERIZON WIRELESS FIRST APPROACHED THE CITY LAST OCTOBER FOR A PERMIT TO BUILD THE TOWER AT THE ELKS LODGE. THE COMMISSION APPROVED THE TOWER, BUT WITH SEVERAL CONDITIONS, INCLUDING NO LIGHT BECON ON TOP, AND THAT THE TOWER LOOK LIKE A REDWOOD TREE TO BLEND BETTER WITH THE SURROUNDINGS. LAST WEEK, VERIZON PROVED IT COULD MEET ALL THE CONDITIONS, AND WAS GIVEN FINAL APPROVAL BY THE COUNCIL.

ROAD WORK TODAY IN UKIAH MAY CAUSE MINOR DELAYS.

WATER MAIN WORK WILL OCCUR ON WEST PERKINS FROM NORTH BARNES STREET TO THOMPSON STREET FROM 7 AM TO 4 PM. THE CITY ASKS THAT YOU USE AN ALTERNATE ROUTE DURING WORKING HOURS.

MENDOCINO COUNTY SEEKS GRAND JURY APPLICANTS JH 05/13/13

MENDOCINO COUNTY SEEKS GRAND JURY APPLICANTS.

THE 19 MEMBERS OF THE GRAND JURY SERVE FOR ONE YEAR AND ARE EMPOWERED TO INVESTIGATE THE OPERATIONS OF COUNTY, CITY AND DISTRICT GOVERNMENTS AND TO PROVIDE CIVIL OVERSIGHT OF LOCAL GOVERNMENT DEPARTMENTS AND AGENCIES, AND RESPOND TO CITIZEN COMPLAINTS. ALL QUALIFIED CITIZENS INTERESTED IN SERVING ON THE 2013/2014 MENDOCINO COUNTY GRAND JURY ARE INVITED TO SUBMIT APPLICATIONS TO THE SUPERIOR COURT FOR CONSIDERATION. APPLICATION DEADLINE HAS BEEN EXTENDED TO THIS FRIDAY, MAY 17TH. THE NEW GRAND JURY WILL BE SWORN IN ON JUNE 28TH.

GRAND JURY TELLS COUNTY TO STOP AD-HOC COMMITTEES JH 05/13/13

THE MENDOCINO COUNTY GRAND JURY URGED THE BOARD OF SUPERVISORS IN A RECENT REPORT TO END ITS TENDENCY OVER THE PAST TWO YEARS TO ASSIGN IMPORTANT ISSUES TO AD-HOC COMMITTEES, RATHER THAN USING A MORE PUBLIC ACCESSIBLE STANDING COMMITTEE.

THE REPORT MAKES SEVERAL FINDINGS AND RECOMMENDATIONS, AND CLAIMS THAT AD-HOC COMMITTEES CIRCUMVENT CALIFORNIAS BROWN ACT, WHICH IS DESIGNED TO ENSURE THAT THE PUBLICS BUSINESS IS CONDUCTED IN PUBLIC. THE REPORT NOTES THAT WHILE STANDING COMMITTEES ARE REQUIRED UNDER THE BROWN ACT TO NOTIFY THE PUBLIC OF THEIR MEETINGS, POST AGENDAS AND KEEP MINUTES, AD-HOCS ARE NOT SUBJECT TO THE ACT, MEANING, THE PUBLIC IS NOT NOTIFIED AND THINGS LIKE DOCUMENTATION TEND TO BE MINIMIZED OR ELIMINATED.
