FOUR INJURED IN HIGHWAY 20 HEAD-ON COLLISION (LAW) JH 09/18/13

FOUR PEOPLE WERE HOSPITALIZED WITH MAJOR INJURIES AFTER A HEAD-ON CRASH ON HIGHWAY 20 MONDAY MORNING.

THE COLLISION OCCURRED AROUND 8:25 AM NEAR MARINA DRIVE, WHEN A CAL TRANS TRUCK, DRIVEN BY 39 YEAR OLD JOHN FRANK OF UKIAH, WAS PREPARING TO PULL OVER TO RETRIEVE A DEAD DEER FROM THE ROADWAY. 51-YEAR-OLD CHERYL JOHNSON OF UKIAH HIT THE CAL TRANS TRUCK HEAD-ON THROWING DEBRIS ACROSS THE ROADWAY. FRANK AND HIS PASSENGER, 33-YEAR-OLD RUSSELL MAIDRAND OF WILLITS WERE TAKEN TO UKIAH VALLEY MEDICAL CENTER WITH MAJOR INJURIES. JOHNSON AND HER PASSENGER , 66-YEAR-OLD LINDA ASELTINE OF UKIAH ALSO SUFFERED MAJOR INJURIES, WITH JOHNSON FLOWN TO THE UNIVERSITY OF CALIFORNIA DAVIS MEDICAL CENTER, AND ASELTINE TAKEN TO UKIAH VALLEY MEDICAL CENTER. THE COLLISION CAUSED TRAFFIC PROBLEMS FOR MORE THAN EIGHT HOURS AND IS STILL UNDER INVESTIGATION.

CITY OF UKIAH HAS 45 DAYS TO RESPOND TO SANITATION DISTRICT CLAIMS THE CITY OWES IT NEARLY $16 MILLION (GOV/ECN) JH 09/18/13

THE CITY OF UKIAH HAS 45 DAYS TO RESPOND TO THE CLAIM THAT THE UKIAH SANITATION DISTRICT IS OWED NEARLY $16 MILLION FOR VIOLATING A FINANCIAL AGREEMENT FOR THE PAST 44 YEARS.

ACCORDING TO A CLAIM FILED WITH THE CITY CLERK ON SEPTEMBER 9TH, THE CITY COMMITTED A MATERIAL BREACH OF THE PARTICIPATION AGREEMENT BETWEEN THE TWO AGENCIES AND BREACHED ITS FISCAL DUTY TO THE DISTRICT. THE CITY OWNS AND OPERATES THE UKIAH WASTE WATER TREATMENT PLANT, BUT SHARES OPERATING COSTS WITH THE SANITATION DISTRICT, AS WELL AS SHARING THE 1995 UPGRADE COST OF $75 MILLION. ACCORDING TO THE DISTRICT, THE CITY, WHO HAS THE SOLE RESPONSIBILITY OF PAYING THE BILLS AND CALCULATING THE CITY-DISTRICT RATIO, HAS OVERCHARGED THE DISTRICT SINCE DECEMBER 1966. THE DISTRICT ALSO CLAIMS THE CITY CHARGED IT FOR 65 PERCENT OF THE PLANT UPGRADE RATHER THAN ON A BASIS OF THE ACTUAL PROPORTION OF NEW CONNECTIONS IN THE CITY AND DISTRICT. AS A RESULT OF THE CITYS BREACH OF CONTRACT, THE DISTRICT HAS BEEN DAMAGED TO THE APPROXIMATE AMOUNT OF $15.991 MILLION. ACCORDING TO THE CITY ATTORNEY, THE CITY HAS 45 DAYS TO GRANT OR DENY THE CLAIM, IN WHOLE OR IN PART. IF THE CITY REJECTS THE CLAIM, THE DISTRICT WILL LIKELY FILE A LAWSUIT.

THE MENDOCINO COUNTY ASSESSOR-CLERK RECORDER ANNOUNCED THE NEED FOR ELECTION VOLUNTEERS.

ACCORDING TO THE COUNTY CLERK, THERE IS A DESPERATE NEED OF POLLING PLACE INSPECTORS AND CLERKS FOR MANY POLLING LOCATIONS AROUND THE COUNTY FOR THE CONSOLIDATED DISTRICT ELECTION THAT WILL BE HELD NOVEMBER 5TH. THE COUNTY OFFERS A SMALL STIPEND TO WORK FOR THE DAY. CALL THE ELECTORS OFFICE FOR MORE INFORMATION AT 463-4371.

LAKESIDE HEIGHTS EMERGENCY: LIFTED (PI) JH 09/18/13

THE LAKE COUNTY BOARD OF SUPERVISORS VOTED TO TERMINATE THE EMERGENCY DECLARATION FOR THE LAKESIDE HEIGHTS SUBDIVISION, FIVE MONTHS AFTER THEY DECLARED THE EMERGENCY IN RESPONSE TO A LANDSLIDE THAT DAMAGED NUMEROUS HOMES IN THE LAKEPORT NEIGHBORHOOD.

COUNTY OFFICIALS ALSO DISCUSSED OPTIONS FOR STABILIZING THE SLIDE AREA FOR WINTER, AFTER THE PUBLIC WORKS DIRECTOR TOLD THE BOARD THAT IF THINGS ARE NOT DONE BEFORE THE IMPENDING WINTER RAIN, THE HILLSIDE IS GOING TO END UP ON HILL ROAD. HE THEN OFFERED PLASTIC SHEETING IF THE ASSOCIATION WAS ABLE TO GET VOLUNTEERS TO TARP THE AREA. THE PROPERTY OWNERS, HOWEVER, WANT THE COUNTY TO DO THE WORK, AS THEY BELIEVE THE COUNTY-MANAGED PUBLIC WATER SYSTEM IS TO BLAME FOR SATURATING THE HILLSIDE. THEY FILED A CLAIM WITH THE COUNTY OVER THE ISSUE, BUT THOSE CLAIMS HAVE BEEN REJECTED BY THE COUNTYS THIRD PARTY ADMINISTRATOR. ACCORDING TO AN ATTORNEY FOR THE PROPERTY OWNERS, THEY ARE NOW PREPARING TO FILE A LAWSUIT AGAINST THE COUNTY.

ERIC LUCAN ANNOUNCES SENATE RUN (GOV) JH 09/18/13

NOVATO MAYOR ERIC LUCAN ANNOUNCED YESTERDAY THAT HE IS RUNNING FOR THE STATE SENATE TO THE NORTH COAST DISTRICT THAT INCLUDES MENDOCINO COUNTY.

LUCAN HAS PLEDGED TO BUILD ON HIS SUCCESS AS A LOCAL LEADER, COMMITMENT TO COMMUNITY SERVICE AND BACKGROUND IN BUSINESS TO PROVIDE STRONG REPRESENTATION FOR THE NORTH BAY AND THE NORTH COAST. LUCAN IS ENTERING THE RACE FOR SENATE DISTRICT 2, A SEAT CURRENTLY FILLED BY NOREEN EVENS WHO ANNOUNCED SHE WOULD NOT RUN FOR RE-ELECTION. DISTRICT TWO STRETCHES ALONG THE CALIFORNIA COAST FROM THE GOLDEN GATE BRIDGE TO THE OREGON BORDER.

LAKEPORT CITY COUNCIL VOTES TO PUT SENIOR RENT CONTROL INITIATIVE ON 2014 BALLOT (GOV) JH 09/18/13

THE LAKEPORT CITY COUNCIL VOTED LAST NIGHT TO PUT A SENIOR MOBILE HOME PARK RENT CONTROL INITIATIVE ON THE 2014 BALLOT AND LET THE VOTERS DECIDE.

THE VOTE WAS GREETED WITH CHEERS FROM THE SAVE OUR SENIORS GROUP WHICH REPORTED IT HAS JUST COMPLETED COLLECTING SIGNATURES FOR A SIMILAR BALLOT MEASURE IN THE COUNTY JURISDICTION. CITY MOBILE HOME PARK OWNERS HAVE ALREADY INDICATED THAT THEY WILL LIKELY SUE IF THE INITIATIVE IS ADOPTED. HOWEVER, COUNCIL MEMBERS POINTED OUT THAT THE CITY WILL LIKELY FACE LITIGATION IF THEY DONT PUT THE INITIATIVE BEFORE VOTES.

THERE ARE NUMEROUS ROAD WORK PROJECTS CAUSING TRAFFIC DELAYS AROUND LAKE AND MENDOCINO COUNTIES CURRENTLY.

CAL TRANS WILL PERFORM PAVEMENT REPAIRS ON HIGHWAY 1 FROM OCEAN VIEW DRIVE TO ROAD 8058 TODAY. WORK WILL BE DONE BETWEEN 7 AM AND 5 PM, WITH ONE WAY TRAFFIC CONTROL IN EFFECT AND 10 MINUTE DELAYS ANTICIPATED.

POLICE URGE COMMUNITY TO BE ON THE LOOKOUT FOR COUNTERFEIT MONEY (LAW) JH 09/17/13

THE CLEARLAKE POLICE DEPARTMENT IS URGING BUSINESSES AND THE COMMUNITY TO BE AWARE THAT THERE HAS BEEN A GROWING NUMBER OF COUNTERFEIT BILLS BEING PASSED TO LOCAL BUSINESSES.

ACCORDING TO CLEARLAKE POLICE, THE INSTANCES OF COUNTERFEIT BILLS BEING PASSED WITHIN THE CITY OF CLEARLAKE HAS INCREASED RECENTLY WITH THE COUNTERFEIT BILLS BEING IN THE FORM OF $10, $20 AND $100 BILLS. SOME ARE POORLY MADE, BUT POLICE SAID MANY ARE VERY SOPHISTICATED AND DIFFICULT TO DETECT. SHOULD ANYONE COME IN CONTACT WITH SUSPECTED COUNTERFEIT BILLS, THEY SHOULD BE TAKEN TO A BANK FOR VERIFICATION.

HEAD-ON CRASH ON HIGHWAY 20 INJURES TWO (LAW) JH 09/17/13

A HEAD-ON CRASH ON HIGHWAY 20 NEAR MARINA DRIVE SENT TWO PEOPLE TO THE HOSPITAL AND TEMPORARILY CLOSED THE HIGHWAY.

THE CRASH OCCURRED AROUND 8:30 AM AND INVOLVED A CAL TRANS TRUCK AND A SEDAN. ONE VICTIM WAS FLOWN TO AN OUR OF THE AREA TRAUMA CENTER AND THE OTHER WAS TAKEN TO A LOCAL HOSPITAL. THE ACCIDENT CLOSED HIGHWAY 20 FOR ABOUT AN HOUR BEFORE ONE-WAY TRAFFIC CONTROL WAS ALLOWED. TRAFFIC WAS STILL MOVING SLOWLY AT ABOUT 10:30 AM, BUT WAS FLOWING SMOOTHLY AGAIN BY NOON. THE COLLISION REMAINS UNDER INVESTIGATION.

THE LAKEPORT CITY COUNCIL WILL RECEIVE A REPORT ON THE SENIOR RENT CONTROL INITIATIVE THAT RECEIVED ENOUGH SIGNATURES TO BE PLACED ON THE NOVEMBER 2014 BALLOT.

THE INITIATIVE, IF PASSED, WOULD DEFINE SENIOR PARKS AS THOSE WHERE AT LEAST 80 PERCENT OF THE HOMES HAVE AT LEAST ONE PERSON AGE 65 OR OLDER. IT WOULD ALSO ROLL BACK RENT RATES TO THOSE IN PLACE ON JANUARY 1, 2012, AND REQUIRE THAT RENT INCREASES BE TIED TO RISES IN SOCIAL SECURITY BENEFITS. A SIGNATURE GATHERING EFFORT FOR A SIMILAR INITIATIVE IN THE COUNTY JURISDICTION IS CURRENTLY UNDER WAY. THE MENDOCINO COUNTY AUDITOR-CONTROLLER MEREDITH FORD IS QUESTIONING WHETHER DISTRICT ATTORNEY DAVID EYSTERS PLANS FOR $315,000 OF ASSET FORFEITURE MONEY ARE LEGAL.

ACCORDING TO FORD, THE PAPERWORK EYSTER SUPPLIED TO HER OFFICE SHOWED THAT HE WANTED TO USE ASSET FORFEITURE MONEY TO PAY FOR BASICALLY ALL OF HIS OFFICES EXPENSES. A FIRE THAT BROKE OUT SUNDAY EVENING IN CLEARLAKE PARK FORCED DOZENS OF RESIDENTS FROM THEIR HOMES.

THE FIRE, FIRST REPORTED AROUND 5 PM ON LAKESHORE DRIVE, BURNED IN GRASS AND BRUSH ON THE STEEP HILLSIDES, COMING CLOSE TO NUMEROUS HOMES. ACCORDING TO FIRE OFFICIALS, 20 TO 25 HOMES ON SAN JOAQUIN AVENUE WERE EVACUATED FOR SEVERAL HOURS. BY 11 PM, THE FIRE WAS FULLY CONTAINED AND RESIDENTS WERE ALLOWED TO RETURN TO THEIR HOMES. THANKS TO A GREAT JOB BY FIREFIGHTERS, NO STRUCTURES WERE LOST DURING THE BLAZE. CAUSE OF THE FIRE IS UNDER INVESTIGATION.

PEDESTRIAN ACCIDENTALLY RUN DOWN BY PICK-UP (LAW) JH 09/16/13

A WOMAN WAS HIT BY A TRUCK THURSDAY NIGHT AS SHE WALKED ACROSS SOUTH STATE STREET IN UKIAH.

A 22-YEAR-OLD UNIDENTIFIED CLEARLAKE WOMAN WAS CROSSING IN THE CROSSWALK AT THE CORNER OF CHERRY AND SOUTH STATE STREET WHEN A TRUCK, DRIVEN BY AN UNIDENTIFIED 27 YEAR OLD UPPER LAKE MAN HEADED SOUTHBOUND HIT HER. THE VICTIM WAS FOUND IN THE ROADWAY ABOUT 40 FEET FROM THE CROSSWALK WITH MODERATE INJURIES, AND WAS FLOWN TO SANTA ROSA MEMORIAL HOSPITAL. ACCORDING TO AUTHORITIES, THE DRIVER REPORTEDLY DID NOT SEE THE WOMAN AND WAS NOT DRIVING UNDER THE INFLUENCE.

INMATE FOUND DEAD IN CELL AT MENDOCINO COUNTY JAIL (LAW)

AN INMATE WAS FOUND DEAD IN HIS CELL IN THE MENDOCINO COUNTY JAIL ON FRIDAY.

DEPUTIES FOUND 65 YEAR OLD SCOTT JOSEPH SMITH UNCONSCIOUS AND NOT BREATHING JUST BEFORE 8 AM. JAIL MEDICAL STAFF ARRIVED A SHORT TIME LATER AND DETERMINED THAT SMITH WAS DECEASED. SMITH WAS HOUSED WITH THREE OTHER OCCUPANTS OF THE CELL. HE HAD BEEN HOUSED AT THE FACILITY SINCE FEBRUARY 14 OF THIS YEAR, AND WAS FACING CHARGES OF FAILURE TO APPEAR AND ASSAULT ON A PEACE OFFICER. CAUSE OF DEATH IS UNDER INVESTIGATION.

THE CITY OF UKIAH AND THE UKIAH VALLEY FIRE DISTRICT MET THIS WEEK TO DISCUSS A PROPOSAL FOR THE DISTRICT TO PROVIDE ALL OF THE FIRE SERVICES FOR THE UKIAH VALLEY.

ACCORDING TO THE FIRE CHIEF, BOTH THE UKIAH VALLEY FIRE DISTRICT AND THE UKIAH FIRE DEPARTMENT, WHICH ARE WORKING TOGETHER AS A COMBINED DEPARTMENT, HAVE ALREADY BEEN PROVIDING THIS SERVICE. IT IS NOW TIME TO WORK OUT THE FINANCIAL SIDE OF THINGS. THE TOTAL BUDGET FOR THE UVFD TO COVER THE ENTIRE VALLEY WOULD BE $3.2 MILLION. $2.5 MILLION COVERS THE COST OF PERSONNEL AND $683,000 TO COVER OPERATING EXPENSES AND MAINTENANCE. THE FIRE CHIEF IS PROPOSING THAT THE UVFD PAY $1.1 MILLION AND THE CITY PAY $2.1 MILLION. HOWEVER, EVEN THOUGH THE CITY HAS $2.46 MILLION BUDGETED FOR FIRE ADMINISTRATION, THEY HAVE ONLY OFFERED THE DISTRICT $1.6 MILLION, AS THE REMAINDER IS NEEDED FOR OTHER EXPENSES RELATED TO THE FIRE DEPARTMENT, LIKE DISPATCH SERVICES BUILDING RENTS AND INSURANCE.

THREE PEOPLE WERE HOSPITALIZED AND A CLEARLAKE MAN ARRESTED AFTER AN EARLY MORNING CRASH NEAR THE NICE LUCERNE CUTOFF.

26 YEAR OLD DUSTIN MARSHALL WAS DRIVING WHEN THE VEHICLE LEFT THE ROADWAY AT ABOUT 3:25 AM AND COLLIDED WITH AN EMBANKMENT. MARSHALL WAS TAKEN TO SUTTER LAKESIDE HOSPITAL WITH POSSIBLE LOWER BACK INJURIES. TWO OF HIS THREE PASSENGERS, 22 YEAR OLD ALICIA REYNOSO AND 22 YEAR OLD BRIDGETT MOSONYI, BOTH OF CLEARLAKE, WERE FLOWN TO TWO DIFFERENT TRAUMA CENTERS WITH MAJOR INJURIES. THE THIRD PASSENGER, JAMES TORREY OF CLEARLAKE SUFFERED ONLY MODERATE INJURIES. MARSHALL WAS ARRESTED ON SUSPICION OF DRIVING UNDER THE INFLUENCE.

A MODERATE SIZED EARTHQUAKE SHOOK THE LUCERNE AREA YESTERDAY AFTERNOON.

ACCORDING TO A REPORT FROM THE US GEOLOGICAL SURVEY, THE QUAKE OCCURRED AT 12:2 PM JUST 11 MILES NORTH EAST OF LUCERNE AT A DEPTH OF 7.9 MILES. THE TEMBLOR REGISTERED A 3.1 MAGNITUDE. NO DAMAGE WAS REPORTED.

THE BLAZE WAS REPORTED AROUND 8:26 PM ON HIGHWAY 1 NORTH OF TOWN. ONE UNIDENTIFIED RESIDENT WAS SENT TO THE HOSPITAL FOR TREATMENT FROM SMOKE INHALATION. CAUSE OF THE FIRE IS UNDER INVESTIGATION.

THE MENDOCINO COUNTY SUPERIOR COURT HAS RELEASED ITS BUDGET FOR THE FISCAL YEAR 2013/2014, INDICATING THAT $7 MILLION DOLLARS WILL BE SPENT ON COUNTYWIDE COURT OPERATIONS.

25 YEAR OLD AIMEE CHRISTINE HUBBARD AND ANOTHER DRIVER HIT BICYCLIST 59 YEAR OLD LLOYD LEE KNIGHT ON A FOGGY STRETCH OF HIGHWAY IN JANUARY. HUBBARD, WHO TOLD AUTHORITIES THAT SHE DIDNT INITIALLY REALIZE THAT SHE HIT A PERSON, TURNED HERSELF INTO POLICE ABOUT 90 MINUTES AFTER THE INCIDENT. HUBBARD WAS CHARGED WITH HIT AND RUN CAUSING INJURY, BUT WAS RELEASED AS THE CASE WAS STILL UNDER INVESTIGATION. SHE WAS ARRESTED MONDAY AND CHARGED WITH HIT AND RUN RESULTING IN DEATH.

MILLER WAS THE PASSENGER IN THE VEHICLE DRIVEN BY CHRISTOPHER SKAGGS WHEN THEY FLED AUTHORITIES AND SHOT AT A SHERIFF DEPUTYS CAR DISABLING IT. MILLERS ATTORNEY, MADE THE MOTION TO REMOVE THE STRIKES, THAT INCLUDE ONE FOR A 2007 ROBBERY IN SONOMA COUNTY, AND ANOTHER FOR MAKING THREATS IN MENDOCINO COUNTY THE SAME YEAR. DEPUTIES RESPONDING FOUND THE CARTS WERE COMING FROM THE TESTA VINEYARDS PARKING LOT, WHERE THEY FOUND SEVERAL PEOPLE WHO APPEARED TO HAVE BEEN DRINKING. WHILE THERE, THE DEPUTY WAS CONFRONTED BY 48-YEAR-OLD CLYDE MARTINSON, WHO WAS BELLIGERENT, INTOXICATED, AND DEMANDED THAT THE DEPUTY LEAVE THE LOCATION, BEFORE THROWING A BEER CAN AT THE DEPUTY AND SHOVING HIM. MARTINSON WAS EVENTUALLY WRESTLED TO THE GROUND BY SOME OF THE CROWD AND RESTRAINED. MORE LAW ENFORCEMENT PERSONNEL ARRIVED, AND THEN JAMES THOMPSON APPROACHED OFFICERS IN A BELLIGERENT MANNER AND WAS ARRESTED AND PLACED INTO A PATROL UNIT. THEN, WHILE MARTINSON WAS BEING ARRESTED FOR BATTERY ON A PEACE OFFICER, SOMEONE FREED THOMPSON FROM THE PATROL UNIT AND HE FLED THE SCENE, ONLY TO TURN HIMSELF IN LATER THAT MORNING. CHARLENE TESTA WAS IDENTIFIED AS THE PERSON WHO FREED THOMPSON, AND THE DA IS REVIEWING THE CASE FOR POSSIBLE CHARGES AGAINST TESTA. THE OFFICER FOUND 42 YEAR OLD JASON SHANE WHITE IN THE REAR OF THE VEHICLE, AND RAN THE PLATES. AFTER FINDING OUT THAT THE VAN WAS STOLEN OUT OF PHOENIX, A SEARCH REVEALED MARIJUANA AND SUSPECTED LSD. A WARRANTS CHECK REVEALED THAT WHITE HAD TWO OUTSTANDING WARRANTS FOR ARMED ROBBERY IN FLORIDA. WHITE WAS BOOKED INTO LAKE COUNTY JAIL ON A NO BAIL HOLD.

A GROUP OF COUNTY EMPLOYEES HELD A RALLY AND PROTEST TUESDAY AFTERNOON OUTSIDE THE MENDOCINO COUNTY ADMINISTRATION CENTER OVER CONTINUING WAGE CUTS.

THE PROTEST WAS ORGANIZED BY SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 1021 AND MEND MENDOCINO COUNTY, A GROUP RECENTLY FORMED BY THE UNION. THE UNION, WHICH REPRESENTS ABOUT 75% OF THE COUNTYS WORK FORCE, HAS MET SEVERAL TIMES WITH THE COUNTY IN RECENT MONTHS TO NEGOTIATE A NEW LABOR CONTRACT, AS THE CURRENT ONE EXPIRED IN JULY. FOUR SUSPECTS, INCLUDING THE ALLEGED SHOOTER IN A SUNDAY HOMICIDE IN CLEARLAKE, APPEARED IN COURT TUESDAY AFTERNOON.

CLEARLAKE RESIDENTS 24 YEAR OLD JOSHUA BEAVERS, 48 YEAR OLD ORLANDO ESQUIVEL SR, 50 YEAR OLD ANGEL ESQUIVEL, AND 26 YEAR OLD BRENDEN ALICEA ARE ALL FACING CHARGES RELATED TO THE SHOOTING THAT LEFT 29 YEAR OLD DAVID FERRELL DEAD AND TWO OTHERS WOUNDED. ALL FOUR SUSPECTS WERE LOCATED AT A RESIDENCE ON 21ST AVENUE. POLICE ALSO LOCATED THE HANDGUN THEY BELIEVE WAS USED IN THE SHOOTING, AS WELL AS A SHOTGUN WITH A PISTOL GRIP THAT WAS INVOLVED IN THE INCIDENT, BUT NOT FIRED, IN SOME BUSHES IN THE AREA OF 16TH AND BOYLES AVENUES. POLICE BELIEVE THE SHOOTING FOLLOWED A FIGHT THAT TOOK PLACE EARLIER ON SUNDAY BETWEEN ONE OF THE SUSPECTS AND ONE OF THE SHOOTING VICTIMS. BEAVERS BAIL WAS SET AT $2.9 MILLION, AND THE OTHER THREE AT $250,000. THEY ARE ALL DUE BACK IN COURT ON SEPTEMBER 17TH.

THE LAKE COUNTY BOARD OF SUPERVISORS UNANIMOUSLY APPROVED THE BUDGET FOR THE FISCAL YEAR 2013/2014 IN A MEETING YESTERDAY.

THE UKIAH PLANNING COMMISSION WILL HOLD A PUBLIC HEARING TODAY REGARDING A PROPOSED SUPPORT BUILDING FOR THE UKIAH VALLEY MEDICAL CENTER.

THE CITY OF UKIAH IS STILL DISCUSSING TO PROCESS OF CAPPING THE FORMER LANDFILL ON VICHY SPRINGS ROAD, AS REQUIRED BY STATE LAW.

THE LANDFILL NEEDS TO BE CAPPED, IN PART TO PREVENT GROUNDWATER CONTAMINATION, ALTHOUGH, SO FAR NON HAS OCCURRED. THE CITY HAS NEARLY $9 MILLION SET ASIDE FOR THE PROJECT. ACCORDING TO CITY OFFICIALS, THE FIRST $5 TO $6 MILLION IS TO CAP THE LANDFILL, AND THE REST IS REQUIRED BY THE STATE TO BE AVAILABLE FOR CORRECTIVE MEASURES THAT ARE COMMON AFTER CAPPING A LANDFILL. THE CITY IS TENTATIVELY PLANNING TO PHYSICALLY DO THE WORK NEXT SPRING.

THE MENDOCINO COUNTY SHERIFF-CORONERS OFFICE HAS CONFIRMED THE IDENTITY OF THE BODY FOUND SUNDAY DOWN A CLIFF NORTH OF WESTPORT.

THE BODY IS THAT OF 70 YEAR OLD PATRICK GUZMAN, WHO WAS REPORTED MISSING ON SEPTEMBER 3RD, AFTER HIS VEHICLE WAS FOUND UNOCCUPIED THE DAY BEFORE IN A PULLOUT ALONG HIGHWAY 1 IN WESTPORT, WITH THE ENGINE RUNNING. THE BODY WAS FOUND AFTER A REPORTER SAW A HANDGUN ABOUT 50 FEET DOWN AN EMBANKMENT BELOW THE ROADWAY, WHILE SEARCHING THE AREA WITH A TELEPHOTO LENS. AUTHORITIES WERE NOTIFIED AND THE BODY WAS LOCATED IN A ROCKY AREA NOT VISIBLE FROM THE ROAD OR PULLOUT ABOVE. THE GUN WAS REGISTERED TO GUZMAN. A CONSTRUCTION PROJECT WILL RESULT IN A ONE-DAY CANCELLATION OF BUS SERVICE ON PART OF A LAKE TRANSIT BUS ROUTE IN LAKEPORT.

LAKE TRANSITS ROUTE 8, WHICH RUNS ALONG LAKESHORE DRIVE BETWEEN PARK WAY AND MARGOT LANE WILL BE CANCELLED TODAY, DUE TO A PAVING PROJECT. THE BUS WILL DETOUR AFTER LEAVING LAKESIDE HEALTH CENTER, BEFORE RETURNING TO THE USUAL ROUTE AND SCHEDULE SOUTH OF THE INTERSECTION OF LAKESHORE AT PARK WAY. AN UPPER LAKE MAN WAS ARRESTED FOR BREAKING OUT A LARGE WINDOW AT LAKEPORT FURNITURE EARLY SATURDAY MORNING.

POLICE RESPONDED TO THE REPORT OF AN ALARM TRIGGERED BY A GLASS BREAK AT THE FURNITURE STORE. WHILE EN ROUTE, OFFICERS NOTICED 22 YEAR OLD LANCE EDWARD McCLOUD ONLY A FEW BLOCKS FROM THE STORE AND HE HAD BLOOD ON HIS ARM AND CLOTHING, AS WELL AS A SMALL PIECE OF GLASS ON HIS SHIRT. ACCORDING TO POLICE, McCLOUD WAS ALSO INTOXICATED. AUTHORITIES QUESTIONED McCLOUD, WHO ADMITTED TO HITTING THE WINDOW AND BREAKING IT BECAUSE HE WAS ANGRY. McCLOUD WAS BOOKED INTO LAKE COUNTY JAIL.

LAKE COUNTY MAN AND TEEN ARRESTED IN CROSSBOW MURDER CASE (LAW) JH 09/10/13

A PAIR OF YOUNG TRANSIENTS WERE ARRESTED MONDAY, AFTER ALLEGEDLY SHOOTING TWO MEN WITH A CROSSBOW, KILLING ONE.

20 YEAR OLD PHOENIX TRITON KING, FORMERLY OF CLEARLAKE, AND A 16 YEAR OLD GIRL, WHOSE NAME WAS NOT RELEASED DUE TO HER AGE, ARE ACCUSED OF SHOOTING A 44 YEAR OLD TRANSIENT IN THE FACE WITH THE CROSSBOW, KILLING HIM, AND WOUNDING ANOTHER MAN WHO THEY SHOT WITH THREE ARROWS. KING AND THE GIRL ALLEGEDLY SHOT THE TWO HOMELESS MEN NEAR EUREKA SUNDAY, BECAUSE THEY BELIEVED THE MEN HAD STOLEN FROM THEIR TRANSIENT CAMP.

LAKEPORT MAN SENTENCED FOR ATTEMPTED ROBBERY (LAW)

A LAKEPORT MAN WAS SENTENCED YESTERDAY, FOR HIS ATTEMPTED ROBBERY OF PREMIER FLOORING EARLIER THIS YEAR.

69-YEAR-OLD LONNY TETER PLEADED GUILTY TO ATTEMPTED ROBBERY AND ASSAULT WITH A FIREARM, AND ADMITTED THAT HE PERSONALLY USED A HANDGUN IN THE COMMISSION OF THE ATTEMPTED ROBBERY. ACCORDING TO AUTHORITIES, TETER ADMIT TO POLICE THAT HE TRIED TO ROB THE STORE BECAUSE HE WAS VERY DEPRESSED, DUE IN PART TO AN IMPENDING DIVORCE, AND WAS HOPING FOR SUICIDE BY COP, OR TO BE SHOT AT THE SCENE. TETER WAS SENTENCED TO SERVE SIX YEARS IN PRISON.

TWO ARRESTED IN FATAL SHOOTING IN CLEARLAKE (LAW) JH 09/09/13

TWO SUSPECTS HAVE BEEN ARRESTED FOR A SUNDAY AFTERNOON FATAL SHOOTING IN CLEARLAKE.

THE SHOOTING OCCURRED ON 19TH STREET AT ABOUT 12:50 PM LEAVING ONE PERSON DEAD, AND TWO OTHERS INJURED. AUTHORITIES LOCATED THE SUSPECTS VEHICLE SHORTLY BEFORE 3 PM ON 21ST AVENUE WHERE THEY DETAINED SEVEN PEOPLE. TWO OF THEM, 24 YEAR OLD JOSHUA BEAVERS AND 48-YEAR-OLD ORLANDO ESQUIVEL WERE ARRESTED IN CONNECTION WITH THE HOMICIDE. AUTHORITIES HAVE YET TO CONFORM THE IDENTITY OF A DECEASED MAN FOUND AT THE BOTTOM OF A CLIFF NORTH OF WESTPORT SUNDAY AFTERNOON.

THE BODY WAS FOUND IN A LOCATION NEAR WHERE THE RUNNING VEHICLE OF 70 YEAR OLD PATRICK GUZMAN OF FORT BRAGG WAS FOUND LAST WEEK. THE BODY WAS FOUND AFTER A REPORTER SAW A LARGE CALIBER HANDGUN ABOUT FIFTY FEET DOWN THE STEEP EMBANKMENT BELOW THE ROADWAY WHILE SEARCHING THE AREA WITH A TELEPHOTO LENS. AUTHORITIES HIKED DOWN THE EMBANKMENT AND LOCATED THE BODY IN A ROCKY AREA NOT VISIBLE FROM THE ROADWAY ABOVE. THE IDENTITY OF THE BODY AND CAUSE OF DEATH HAVE NOT BEEN RELEASED, PENDING A CORONERS INVESTIGATION.

UKIAH MAN DIES IN POTTER VALLEY CRASH (LAW) JH 09/09/13

A UKIAH MAN DIED SATURDAY MORNING WHEN HIS TRUCK OVERTURNED IN POTTER VALLEY.

ACCORDING TO CHP, THE UNIDENTIFIED 20 YEAR OLD UKIAH MAN WAS DRIVING SOUTH ON POTTER VALLEY ROAD WHEN FOR UNKNOWN REASONS THE PICKUP TRUCK BEGAN TO GO OFF THE WEST EDGE OF THE ROAD, WHEN THE DRIVER OVER CORRECTED AND THE TRUCK CROSSED BOTH LANES AND WENT OFF THE EAST SIDE OF THE ROAD AND DOWN AN EMBANKMENT AND OVERTURNED. AS THE TRUCK OVERTURNED, THE CAB DETACHED FROM THE CHASSIS AND THE DRIVER WAS PARTIALLY EJECTED, SUSTAINING FATAL INJURIES. THE PASSENGER, 21 YEAR OLD GLENN McKINLEY OF UKIAH SUSTAINED MINOR INJURIES.

WILLITS BYPASS UPDATE: EAST HILL ROAD REOPENS EARLIER THAN EXPECTED (TR/PI) JH 09/09/13

CAL TRANS CONTRACTORS HAVE COMPLETED THE GRADING OPERATIONS THAT REQUIRED EAST HILL ROAD TO BE CLOSED FOR THE LAST SEVERAL WEEKS.

THE ROAD OPENING IS ABOUT 40 DAYS EARLIER THAN THE ORIGINAL ENCROACHMENT PERMIT HAD REQUESTED. THE CONTRACTORS BEGAN HAULING FILL DIRT FROM THE SOUTH END OF THE BYPASS TO THE NORTH END LAST WEEK. THE TRANSPORT OF THE FILL IS BEING DONE AT NIGHT TO BE COMPLIANT WITH THE BYPASS ENVIRONMENTAL IMPACT REPORT PROVISION LIMITING TRUCK TRAFFIC WITHIN THE INCORPORATED WILLITS CITY LIMITS.

WOMAN ARRESTED FOR DUI AFTER CRASH INJURES PASSENGER (LAW)

A WOMAN WAS ARRESTED EARLY SUNDAY MORNING ON SUSPICION OF DRIVING UNDER THE INFLUENCE AFTER ROLLING HER VEHICLE IN GUALALA.

ACCORDING TO CHP, NICOLE GARCIA WAS DRIVING SOUTH ON OLD STAGE ROAD AT ABOUT 5:40 AM WHEN THE RIGHT WHEELS OF THE CAR LEFT THE ROADWAY AND SHE LOST CONTROL, ROLLING THE VEHICLE. GARCIA SUSTAINED MINOR INJURIES, AND HE PASSENGER, A 29 YEAR OLD UNIDENTIFIED POINT ARENA WOMAN, WAS FLOWN TO SANTA ROSA MEMORIAL HOSPITAL WITH MAJOR INJURIES.

WILLITS BYPASS PROTESTERS LOCK THEMSELVES TO DUMP TRUCKS (LAW) JH 09/09/13

TWO PROTESTERS OF THE HIGHWAY 101 BYPASS AROUND WILLITS CAUSED A TRAFFIC JAM THURSDAY AFTER LOCKING THEMSELVES TO A TRUCK.

AS CAL TRANS WAS HAULING FILL DIRT TO THE BYPASS WORK SITE, THREE ACTIVISTS HELD UP A LARGE BANNER IN THE CROSSWALK AT THE MAIN STREET INTERSECTION. WHILE THE TRUCKS STOPPED, TWO PROTESTERS QUICKLY GOT UNDER ONE OF THE TRUCKS AND LOCKED THEMSELVES TO THE FRAME. A LINE OF 20 OR SO FILL TRUCKS BACKED UP ON HIGHWAY 101 UNTIL THE WILLITS POLICE ARRIVED AND REROUTED TRAFFIC. AFTER BLOCKING TRAFFIC FOR TWO HOURS, THE PROTESTERS AGREED TO UNLOCK THEMSELVES, AND WERE CITED AND RELEASED BY CHP OFFICERS.
