LOCAL ENVIRONMENTAL GROUPS SUE MENDO COUNTY OVER BYPASS FILL PERMIT (TR/EVR) JH 04/30/14

THE WILLITS ENVIRONMENTAL CENTER AND KEEP THE CODE HAVE FILED A LAWSUIT AGAINST THE COUNTY OF MENDOCINO, CHALLENGING THE COUNTYS APPROVAL OF A USE PERMIT FOR EXCAVATION OF NEAR 900,000 CUBIC YARDS OF SOIL WITHOUT ADEQUATE REVIEW OR MITIGATION.

THE EXCAVATED MATERIAL WILL BE USED TO FILL WETLANDS AT THE SITE OF THE HIGHWAY 101 BYPASS AROUND WILLITS. ACCORDING TO A REPRESENTATIVE FROM ONE OF THE GROUPS BEHIND THE SUIT, THE MENDOCINO COUNTY BOARD OF SUPERVISORS VIOLATED COUNTY LAWS BY WAIVING REVIEWS, PROCESS AND MITIGATION REQUIREMENTS FOR THE IMPACTS OF LEVELING 21 ACRES OF HILLSIDE AT THE MENDOCINO FOREST PRODUCTS PROPERTY NORTH OF WILLITS. THE PLAINTIFFS ALSO ALLEGE OTHER SIGNIFICANT POTENTIAL IMPACTS INCLUDING TO SPOTTED OWL HABITAT, THREATS TO AQUATIC SPECIES AND TO AESTHETICS THAT COULD RESULT FROM THE PROPOSED EXCAVATION.

CLEAR LAKE AT LOWEST LEVEL IN MORE THAN 30 YEARS (EVR)

CLEAR LAKE IS AT ITS LOWEST LEVEL FOR THIS DATE IN MORE THAN 30 YEARS, AND MANY RESIDENTS ARE WONDERING WHY WATER IS STILL BEING RELEASED FROM THE DAM.

THE RECORD BEE REPORTS, THE LAKE IS AT 2.32 FEET ON THE RUMSEY SCALE, AND 5.3 CUBIC FEET OF WATER PER SECOND, OR JUST OVER 140,000 GALLONS PER HOUR, IS BEING RELEASED INTO CACHE CREEK. THE RELEASE IS NECESSARY, AND REQUIRED BY LAW, TO PROTECT THE FISH HABITATS OF CACHE CREEK. MANY RESIDENTS HAVE EXPRESSED CONCERN THAT THE WATER IS BEING USED BY YOLO COUNTY FOR IRRIGATION, HOWEVER, ACCORDING TO OFFICIALS, IT IS NOT.

UKIAHS HOMELESS SHELTER TO CLOSE (PI) JH 04/30/14

UKIAHS HOMELESS SHELTER WILL CLOSE ITS DOORS ON JUNE 30TH, AFTER A UNANIMOUS VOTE OF THE FORD STREET PROJECT AND UKIAH COMMUNITY CENTER UNIFIED BOARD OF DIRECTORS TUESDAY.

THE UKIAH DAILY JOURNAL REPORTS, THE BOARD VOTED TO CLOSE THE FACILITY TO STOP THE $9,000 LOSS THAT THE NON-PROFIT SUFFERS EACH MONTH. THE DECISION TO CLOSE THE BUDDY ELLER CENTER IN ITS CURRENT STATE, WAS CLOSELY FOLLOWED BY ANOTHER UNANIMOUS VOTE TO SET UP A COMMITTEE TASKED WITH PLANNING TO MOVE TO EXPAND THE NON-PROFITS DRUG AND ALCOHOL ADDICTION PROGRAM. THE PLAN IS TO RENOVATE THE BUILDING AND MOVE THE DRUG AND ALCOHOL CLIENTS OUT OF THE SMALLER DORM AND INTO THE LARGER FACILITY AS THE PROGRAM IS IN DEMAND. THE BOARD ALSO APPROVED A RECOMMENDATION THAT A NEWLY DESIGNED SHELTER SPACE, TENTATIVELY EXPECTED TO OPEN IN NOVEMBER, BE AVAILABLE ONLY TO THOSE WHO PASS DRUG AND ALCOHOL TESTING.

CONTROLLED BURN GETS OUT OF HAND (LAW) JH 04/30/14

A CONTROLLED BURN NEAR KELSEYVILLE, GOT OUT OF HAND SPREADING TO A NEIGHBORS PROPERTY AND DESTROYING AT LEAST ONE STRUCTURE.

THE LAKE COUNTY NEWS REPORTS, FIREFIGHTERS RESPONDED TO THE FIRE JUST AFTER 2 PM ON COLE CREEK ROAD OFF OF BOTTLE ROCK ROAD. COUNTY SUPERVISOR ROB BROWN CONFIRMED THE FIRE BEGAN ON HIS PROPERTY, WHERE HE HAD HIRED A PROFESSIONAL TO CONDUCT A CONTROL BURN THAT JUMPED A GULLY ONTO THE NEIGHBORS PROPERTY FOLLOWING A SHIFT IN THE WIND. ACCORDING TO OFFICIALS, LAW ENFORCEMENT HAD BEEN CALLED TO THE SCENE TWICE TO DEAL WITH THE IRATE NEIGHBOR WHOSE GARAGE BURNED. SUPERVISOR BROWN SAID HE HAD INSURANCE AND INTENDED TO PAY TO REBUILD THE DESTROYED BUILDING.

UC COOPERATIVE EXTENSION CELEBRATES 100 YEARS (GOV)

LONG BEFORE PEOPLE BEGAN VIRTUAL FARMING IN FARMVILLE, REAL FARMERS WERE RAISING CROPS AND LIVESTOCK IN CALIFORNIA WITH THE HELP OF THE UC COOPERATIVE EXTENSION, WHICH IS CELEBRATING ITS CENTENNIAL THIS YEAR.

IT WAS ON MAY 8TH, 1914, THAT PRESIDENT WOODROW WILSON SIGNED INTO LAW THE SMITH-LEVER ACT, WHICH CREATED COOPERATIVE EXTENSION TO HELP FARMERS, HOMEMAKERS AND YOUTH APPLY THE LATEST UNIVERSITY RESEARCH TO IMPROVE THEIR LIVES. AS THE UNIVERSITY OF CALIFORNIA CELEBRATES THE 100TH YEAR OF AGRICULTURAL EXTENSION WORK IN CALIFORNIA, HERE IN MENDOCINO COUNTY, WE ARE CELEBRATING 96 YEARS WITH THE PROGRAM. YOU MAY BE FAMILIAR WITH COOPERATIVE EXTENSION IN MENDOCINO COUNTY AS A LOCAL 4-H CLUB OR AS MASTER GARDENERS, OR FARM ADVISORS. THE PROGRAM STARTED IN MENDOCINO COUNTY IN 1918.

SONOMA DA: NO DECISION YET IN ANDY LOPEZ CASE (LAW) JH 04/30/14

THE SONOMA COUNTY DISTRICT ATTORNEYS OFFICE ANNOUNCED THIS WEEK THAT THEY ARE STILL INVESTIGATING THE SHOOTING DEATH OF 13 YEAR OLD ANDY LOPEZ BY A SONOMA COUNTY SHERIFFS OFFICER LAST OCTOBER.

COUNTY PROTOCOL CALLS FOR THE DAS OFFICE TO ISSUE A WRITTEN SUMMARY OF ANY OFFICER INVOLVED SHOOTING WITHIN 90 DAYS, A DEADLINE THAT HAS NOW PASSED. THE SONOMA DA HAS SAID THAT THE PROTOCOL IS A GUIDELINE, NOT A LEGAL REQUIREMENT. SHE GAVE NO TIMELINE FOR WHEN THE REPORT WILL BE AVAILABLE. SOME ACTIVISTS HAVE ACCUSED THE DA OF PUTTING OFF THE DECISION UNTIL AFTER THE JUNE 3RD ELECTION, AS THE DA IS SEEKING A SECOND TERM IN OFFICE. HOWEVER, THE DAS OFFICE HAS STATED THAT ELECTION POLITICS PLAY ABSOLUTELY NO ROLE IN THE OFFICES INVESTIGATION.

CLIMATE CREDIT COMING FOR PG&E CUSTOMERS (PI/EVR) JH 04/30/14

PG&E ELECTRICITY CUSTOMERS WILL SEE A SLIGHTLY LOWER BILL THIS MONTH, THANKS TO THE CALIFORNIA CLIMATE CREDIT.

THE CREDIT WAS DESIGNED TO CUSHION ELECTRIC RATEPAYERS AGAINST RATE INCREASES CAUSED BY THE STATES CLIMATE CHANGE LAW. RESIDENTIAL CUSTOMERS WHO GET THEIR ELECTRICITY FROM PG&E WILL GET A $29.82 CREDIT ON THEIR APRIL BILL, REGARDLESS OF HOW MUCH POWER THEY USE. A SECOND CREDIT WILL BE ISSUED IN OCTOBER BILLING. THESE CLIMATE CREDITS ARE EXPECTED TWICE A YEAR THROUGH 2020. SMALL BUSINESS OWNERS WILL GET CREDITS MONTHLY, ALTHOUGH THE AMOUNT WILL VARY WITH USE. THE CREDIT COMES FROM PAYMENTS BY POWER PLANTS AND INDUSTRIES THAT ARE REQUIRED TO REDUCE THE GREENHOUSE GAS EMISSIONS.

ROAD WORK TODAY (TR) JH 04/30/14

THERE ARE SEVERAL ROAD WORK PROJECTS CAUSING TRAFFIC DELAYS AROUND LAKE AND MENDOCINO COUNTIES CURRENTLY.

UTILITY REPAIRS WILL BE PERFORMED TODAY ON HIGHWAY 175 FROM SANTA ROSA AVENUE TO THE DRY CREEK BRIDGE. WORKING HOURS ARE FROM 8 AM TO 4 PM TODAY. ONE-WAY TRAFFIC CONTROL WILL BE IN EFFECT WITH 5-MINUTE DELAYS ANTICIPATED.

DEFENDANTS PLEAD GUILTY TO ENVIRONMENTAL CHARGES IN HONEY OIL LAB EXPLOSION (LAW) JH 04/29/14

TWO DEFENDANTS PLEAD GUILTY TO ENVIRONMENTAL CHARGES AFTER THEIR HONEY OIL LAD EXPLODED IN AN APARTMENT COMPLEX.

24 YEAR OLD MATHEW RICHARD AND 22 YEAR OLD DYLAN NEVAREZ PLEADED GUILTY TO STORAGE, HANDLING OR DISPOSING OF HAZARDOUS WASTE CAUSING UNREASONABLE RISK OF FIRE OR EXPLOSION, AND UNLAWFUL DISPOSAL OF HAZARDOUS WASTE, BOTH OF WHICH ARE FELONIES. THE CHARGES STEM FROM AN INCIDENT ON APRIL 7TH WHEN THE DEFENDANTS WERE ATTEMPTING TO TURN MARIJUANA INTO CONCENTRATED CANNABIS USING A BUTANE HONEY OIL METHOD AT AN APARTMENT ON OLYMPIC DRIVE IN CLEARLAKE. THE LAB CAUSED A FIRE PUTTING AT RISK THE LIVES OF FOUR CHILDREN THAT WERE IN THE APARTMENT. SENTENCING IS SCHEDULED FOR JUNE 16TH, AND COULD SEE BOTH DEFENDANTS IN PRISON FOR UP TO THREE YEARS.

CLEARLAKE POLICE SAVE MAN DURING SUICIDE ATTEMPT (LAW)

CLEARLAKE POLICE ARE CREDITED WITH SAVING A MANS LIFE MONDAY AFTERNOON, WHEN THEY RESPONDED TO A WELFARE CHECK AND STOPPED A MAN FROM HANGING HIMSELF.

AFTER A CONCERNED FAMILY MEMBER RECEIVED A TEXT FROM THE UNIDENTIFIED 39-YEAR-OLD MALE, THEY CALLED POLICE WHO RESPONDED TO A RESIDENCE ON ALVITA AVENUE. OFFICERS HEARD NOISE AND POSSIBLE CHOKING COMING FROM A SHED ON THE PROPERTY, AND WHEN THE DOOR WAS FOUND TO BE LOCKED, THEY FORCED ENTRY TO FIND THE RESIDENT HANGING FROM A ROPE. OFFICERS CUT THE ROPE, AND THE MAN WAS TRANSPORTED TO ST HELENA HOSPITAL CLEAR LAKE FOR A MEDICAL AND MENTAL HEALTH EVALUATION. THE POLICE WOULD LIKE TO ENCOURAGE EVERYONE TO CALL THE SUICIDE PREVENTION LIFELINE IF NEEDED, AT 1-800-273-TALK (8255).

WORK SET TO BEGIN ON WILLITS BYPASS (TR) JH 04/29/14

WILLITS RESIDENTS MAY EXPERIENCE TRAVEL DELAYS AS THE WILLITS BYPASS CONSTRUCTION ACTIVITIES RAMP UP FOR THE SEASON.

TEMPORARY PILES WERE DELIVERED TO SITE EARLIER THIS MONTH, WITH WORK BEGINNING TO CONSTRUCT THE SOUTHERN HALF OF THE VIADUCT AND EIGHT BRIDGES SOUTH OF THE VIADUCT WHICH INCLUDES THE SIX BRIDGES THAT HELP FORM THE SOUTHERN INTERCHANGE. SOME DELAYS ARE EXPECTED ON CENTER VALLEY ROAD AS PILE DRIVING BEGINS. NEXT WEEK, THE RESTRIPING OF MAIN STREET IS EXPECTED TO BEGIN, WITH ALL WORK DONE AT NIGHT. ALSO BEGINNING NEXT WEEK, SOIL WILL BE EXCAVATED ON THE SOUTH END ON THE PROJECT AND HAULED TO THE NORTH INTERCHANGE. THE WORK IS IN COMPLIANCE WITH THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE AND THE REGIONAL WATER QUALITY CONTROL BOARD. BOTH AGENCIES AGREED THAT THE INTENT OF PREVIOUS LETTERS TO CAL TRANS PROHIBITING FILL DIRT FROM BEING BROUGHT INTO THE PROJECT UNTIL THE MITIGATION PLAN IS APPROVED DOES NOT PROHIBIT SOIL BEING MOVED FROM ONE LOCATION INSIDE THE PROJECT TO ANOTHER. THE SOIL WILL BE TRANSPORTED AT NIGHT ALONG HIGHWAY 101 THROUGH WILLITS TO AVOID TRAFFIC IMPACTS.

UKIAHS HOMELESS SHELTER MAY CLOSE (PI) JH 04/29/14

UKIAH MAY LOSE ITS HOMELESS SHELTER THIS SUMMER AS ITS OVERSEERS CONSIDER AT A MEETING TODAY HOW TO STOP BLEEDING MONEY AND BETTER HELP THOSE WHO NEED HOUSING, FOOD, MENTAL HEALTH SERVICES AND SUBSTANCE ABUSE COUNSELING.

THE DAILY JOURNAL REPORTS, THE EXECUTIVE DIRECTOR OF THE FORD STREET PROJECT AND UKIAH COMMUNITY CENTER WILL RECOMMEND TO THE BOARD OF DIRECTORS TODAY THE IDEA OF SHUTTING DOWN THE BUDDY ELLER CENTER, WHICH SHE SAYS HAS BECOME TOO COSTLY TO RUN AS IT IS. THE PRIMARY REASON TO SHUT DOWN THE SHELTER WOULD BE TO STOP THE MONTHLY BUDGET LOSS OF $9,000. EVEN WITH GENEROUS DONATIONS, OVER $90,000 THIS FISCAL YEAR, THE SHELTER WILL END THE FISCAL YEAR WITH A $62,500 BUDGET SHORTFALL. OFFICIALS ARE RECOMMENDING THE SHELTER CLOSE ON JULY 31, AND THAT THE NON-PROFIT BEGIN WORK TO REDESIGN A MORE AFFORDABLE SOLUTION THAT IS MORE IN LINE WITH THE MISSION OF HELPING CLIENTS ACHIEVE SELF-SUFFICIENCY.

SEARCH WARRANT LEADS TO THREE ARRESTS AND A LARGE AMOUNT OF MARIJUANA (LAW) JH 04/29/14

SERVICE OF A SEARCH WARRANT LED TO THE ARREST OF THREE AND SEIZURE OF A LARGE AMOUNT OF MARIJUANA AND HONEY OIL.

LAKE COUNTY AUTHORITIES SERVED THE WARRANT AT A RESIDENCE ON CADDO COURT IN KELSEYVILLE LAST FRIDAY. DETECTIVES DETAINED 24-YEAR-OLD PAIGE LEANN POLLEY OF KELSEYVILLE, 27 YEAR OLD JOHN JOSEPH DARNELL OF KELSEYVILLE, AND 27 YEAR OLD CHARLES WILLIAM KNIPP OF CHICO. A SEARCH OF THE RESIDENCE REVEALED TWO HONEY OIL LABS AND A GREEN HOUSE. DETECTIVES SEIZED 216 MARIJUANA PLANTS, 301 POUNDS OF PROCESSED POT, AND 21 OUNCES OF HONEY OIL. ALL THREE SUSPECTS WERE BOOKED INTO LAKE COUNTY JAIL ON MULTIPLE CHARGES.

A STATEWIDE AMBER ALERT WAS ISSUED SUNDAY EVENING FOR A THREE YEAR OLD WHO WAS ABDUCTED FROM HURON, NEAR FRESNO.

THE THREE YEAR OLD ABDUCTED IS TANYA RUIZ, A HISPANIC FEMALE, THREE FEET TALL, 33 POUNDS, WITH BROWN HAIR AND BROWN EYES. SHE WAS LAST SEEN WEARING A BROWN SHIRT WITH FLOWERS, BLUE JEAN SHORTS AND WHITE SANDALS. THE SUSPECT IS A HISPANIC MALE, BELIEVED TO BE APPROXIMATELY 30 YEARS OLD. LITTLE IS KNOWN ABOUT THE SUSPECT, OTHER THAN THE FACT THAT HE HAS LONG HAIR, AND WAS WEARING A RED SHIRT AND HAT. IF SEEN, PLEASE CALL 911 IMMEDIATELY.

A TRAFFIC STOP FRIDAY AFTERNOON IN WILLITS RESULTS IN THE RECOVERY OF A STOLEN VEHICLE.

WILLITS POLICE RECEIVED A REPORT OF A VEHICLE BEING DRIVEN ERRATICALLY, AND RESPONDED TO SOUTH MAIN STREET WHERE OFFICERS LOCATED THE VEHICLE BEING DRIVEN BY 25-YEAR-OLD ERIANA DAVIS. AFTER SPEAKING WITH DAVIS, OFFICERS DETERMINED THAT SHE HAD BEEN RELEASED FROM MENDOCINO COUNTY JAIL EARLIER THAT DAY. DAVIS STOLE A CAR AFTER NOTICING KEYS LEFT INSIDE THE PARKED VEHICLE AS SHE WAS WALKING HOME FROM JAIL. DAVIS WAS BOOKED BACK INTO MENDOCINO COUNTY JAIL.

UKIAH CITY COUNCIL TO DISCUSS EXPIRING SALES TAX MEASURE THIS WEEK (GOV) JH 04/28/14

THE UKIAH CITY COUNCIL WILL MEET THIS WEEK TO DISCUSS A SALES TAX MEASURE THAT IS SET TO EXPIRE NEXT YEAR.

MEASURE S, WHICH WON VOTER APPROVAL IN 2005, HAS PROVIDED THE CITY WITH OVER $2 MILLION EACH YEAR FOR PUBLIC SAFETY. THE TAX MEASURE IS SET TO EXPIRE NEXT FALL. ACCORDING TO A STAFF REPORT, A PRESENTATION OF MEASURE WILL BE PROVIDED AT WEDNESDAYS MEETING AT 6 PM AT THE UKIAH VALLEY CONFERENCE CENTER ON SOUTH SCHOOL STREET.

A TRAFFIC STOP IN WILLITS FRIDAY NIGHT RESULTED IN ONE ARREST AND THE RECOVERY OF A LARGE AMOUNT OF MARIJUANA.

POLICE PULLED OVER A VEHICLE DRIVEN BY 35-YEAR-OLD HOPE MOTA OF LIVERMORE, AT AROUND 11 PM FOR A MOVING VIOLATION. OFFICERS NOTICED THE ODOR OF MARIJUANA EMITTING FROM THE VEHICLE. A SEARCH REVEALED 40 POUNDS OF POT AND OVER AN OUNCE OF METHAMPHETAMINE. MOTA WAS BOOKED INTO MENDOCINO COUNTY JAIL ON MULTIPLE CHARGES.

A GROUP OF LAKE COUNTY CITIZENS HAVE JOINED TOGETHER TO FORM A COMMITTEE TO SUPPORT THE PASSAGE OF THE MEASURE N MARIJUANA CULTIVATION ORDINANCE WHICH WILL GO BEFORE VOTERS ON JUNE 3RD.

THE LAKE COUNTY NEWS REPORTS, THE MEASURE IS A COUNTY ORDINANCE TO GOVERN THE CULTIVATION OF MEDICAL MARIJUANA THAT THE BOARD OF SUPERVISORS PASSED UNANIMOUSLY LAST DECEMBER. THE WARRANT WAS SERVED ON APRIL 23RD AT A RESIDENCE ON CERRITO DRIVE IN CLEARLAKE OAKS. NO ONE WAS AT THE RESIDENCE DURING THE SEARCH, WHERE AUTHORITIES FOUND THREE GREENHOUSES WITH NEAR 300 MARIJUANA PLANTS, AND AN INDOOR GROW ROOM WITH CLOSE TO 1,600 MORE POT PLANTS. ALSO LOCATED WAS OVER $3,000 IN CASH, A 9MM SEMI AUTOMATIC PISTOL, AND A LOADED .22 CALIBER REVOLVER. THE SUSPECT, 52 YEAR OLD JANE COOK, WAS LOCATED LATER IN THE DAY, AND BOOKED INTO LAKE COUNTY JAIL ON MULTIPLE CHARGES.

A PHILO MAN WAS KILLED DURING A SINGLE VEHICLE ROLLOVER ACCIDENT ON HIGHWAY 128 THURSDAY.

25-YEAR-OLD FRANCISCO JAVIER PEREZ-FERNANDEZ OF BOONVILLE WAS DRIVING WESTBOUND ON THE HIGHWAY WHEN, FOR UNKNOWN REASONS, HE MADE AN UNSAFE TURNING MOVEMENT CAUSING THE VEHICLE TO VEER OFF THE ROAD, HIT AN EMBANKMENT AND OVERTURN. DURING THE CRASH, THE PASSENGER, 49 YEAR OLD JORGE CERVANTES OF PHILO, WAS EJECTED FROM THE VEHICLE, WHICH ULTIMATELY CAME TO REST ON TOP OF HIM CAUSING FATAL INJURIES. PEREZ-FERNANDEZ WAS ARRESTED FOR GROSS VEHICULAR MANSLAUGHTER AND DRIVING UNDER THE INFLUENCE.

POLICE RESPONDED TO A NORTH ORCHARD AVENUE ADDRESS THE EVENING OF APRIL 20TH. WITNESSES REPORTED SEEING 25-YEAR-OLD REINA ALMA RAMIREZ DRIVING HER VEHICLE INTO THE APARTMENTS PARKING LOT AT A HIGH RATE OF SPEED. WHEN CONFRONTED, A RESIDENT NOTICED RAMIREZ APPEARED TO BE INTOXICATED AND HAD HER CHILD WITH HER. RAMIREZ BECAME CONFRONTATIONAL AND OTHER RESIDENTS BECAME INVOLVED. THE CHILD WAS EVENTUALLY TAKEN TO A SAFE LOCATION AND RAMIREZ PARKED THE CAR AND LEFT THE AREA ON FOOT. SONOMA COUNTY LAW ENFORCEMENT IS LOOKING FOR A MAN WHO ROBBED A NORTHERN SANTA ROSA BANK THURSDAY.

JUST BEFORE 12:30 YESTERDAY, A MAN WALKED INTO THE EXCHANGE BANK IN LARKFIELD, DEMANDED MONEY, AND THEN FLED ON FOOT WITH AN UNDISCLOSED AMOUNT OF CASH. AUTHORITIES SEARCHED THE AREA WITH NO RESULTS, AND HAVE RELEASED A PHOTO OF THE SUSPECT TAKEN FROM BANK SURVEILLANCE EQUIPMENT. THE SUSPECT IS DESCRIBED AS A WHITE MALE IN HIS 20S, BETWEEN 5-FOOT-8 AND 5-FOOT-11 INCHES TALL, WITH A BROWN PATCH OF HAIR UNDER HIS BOTTOM LIP. SEVERAL GUN SHOTS WERE REPORTED AT A RESIDENCE IN LUCERNE TUESDAY NIGHT.

AUTHORITIES RECEIVED THE REPORT JUST AFTER 10:40 PM, THAT SEVERAL SHOTS WERE FIRED AT A 12TH AVENUE RESIDENCE. THE VICTIM, 51 YEAR OLD CHRISTOPHER MICHAEL WRAY OF LUCERNE, WAS TAKEN TO SUTTER LAKESIDE HOSPITAL, WHERE HE DIED. A WITNESS SAID AFTER HEARING THE GUN SHOT, HE NOTICED WHAT APPEARED TO BE A WHITE MALE ADULT WITH SHORT HAIR, APPROXIMATELY 40 TO 50 YEARS OLD, WEARING A BLACK JACKET AND DARK JEANS RUNNING FROM THE SCENE. THE WITNESS TOLD DEPUTIES THAT THE SUSPECT APPEARED TO BE HOLDING A GUN AS HE RAN SOUTH TOWARDS TOWER MART. CLEARLAKE POLICE SEEK PUBLIC ASSISTANCE IN IDENTIFYING MURDER SUSPECT (LAW) JH 04/24/14

A TRAFFIC STOP FRIDAY AFTERNOON LED TO THREE ARRESTS AND THE LARGEST AMOUNT OF METHAMPHETAMINE EVER SEIZED IN LAKE COUNTY IN A SINGLE BUST.

A LAKE COUNTY SHERIFFS DEPUTY SAW A VEHICLE BEING DRIVEN ERRATICALLY AND HOLDING UP TRAFFIC ON HIGHWAY 29 NEAR BUTTS CANYON ROAD. AFTER PULLING THE VEHICLE OVER, THE DRIVER, 24-YEAR-OLD ROSA ELVIA CARRILLO-SALAS OF SANTA ROSA, TOLD THE DEPUTY SHE DID NOT HAVE A LICENSE, NOR DID EITHER OF HER TWO PASSENGERS, 24 YEAR OLD ARTEMIO RIVERA SANDOVAL AND 22 YEAR OLD PEDRO INFANTE-CAMERENA, BOTH OF SANTA ROSA. ALL THREE WERE DETAINED AND A K-9 OFFICER ALERTED ON THE VEHICLE. A SEARCH REVEALED OVER 7 POUNDS OF METHAMPHETAMINE, AND ALL THREE SUSPECTS WERE BOOKED INTO LAKE COUNTY JAIL ON MULTIPLE CHARGES.

ASSAULT IN ALEX THOMAS PLAZA (LAW) JH 04/22/14

POLICE RESPONDED TO A REPORT OF ASSAULT IN THE ALEX THOMAS PLAZA IN UKIAH ON SATURDAY.

OFFICERS LOCATED A 54-YEAR-OLD MALE VICTIM UNCONSCIOUS AND LYING ON HIS BACK AND WAS BLEEDING FROM THE MOUTH, NOSE AND EAR. ACCORDING TO WITNESSES, THE VICTIM WAS PASSED OUT ON THE GRASS BEFORE GETTING UP AND STUMBLING AROUND THE PLAZA. THE VICTIM THEN BEGAN TO SPEAK TO 28-YEAR-OLD ANTHONY EUGENE GONZALES, WHEN FOR UNKNOWN REASON GONZALES PUNCHED THE VICTIM IN THE HEAD. THE VICTIM FELL BACKWARDS POSSIBLY STRIKING HIS HEAD ON THE CONCRETE. GONZALES WAS THEN SEEN HITTING THE UNCONSCIOUS MAN A SECOND TIME. UPON LEARNING THAT AUTHORITIES HAD BEEN CALLED, GONZALES FLED, AND WAS LATER LOCATED AND ARRESTED AT THE BUDDY ELLER SHELTER ON BRUSH STREET. GONZALES ADMITTED TO PUNCHING THE VICTIM AND WAS BOOKED INTO MENDOCINO COUNTY JAIL.

EARTHQUAKES SHAKE UP COBB AREA (EVR) JH 04/22/14

TWO MODERATE SIZED EARTHQUAKES SHOOK UP THE COBB AREA EARLY THIS MORNING.

ACCORDING TO THE US GEOLOGICAL SURVEY, TWO QUAKES WERE JUST SECONDS APART, BOTH OCCURRING JUST 6 MILES WEST OF COBB AT 3:47 AM THIS MORNING. THE FIRST QUAKE WAS AT A DEPTH OF 1.5 MILES AND REGISTERED A 3.2 MAGNITUDE. THE SECOND QUAKE WAS AT A DEPTH OF 1.4 MILES, AND ALSO REGISTERED A 3.2 MAGNITUDE. THE QUAKES FOLLOWED A 2.9 MAGNITUDE TEMBLOR JUST ONE MINUTE BEFORE, AND A 2.8 MAGNITUDE IN THE SAME AREA THE AFTERNOON BEFORE. SHAKE REPORTS CAME IN FROM AROUND THE REGION, BUT NO DAMAGE WAS REPORTED.

THE HUMBOLDT COUNTY SHERIFF IS LOOKING FOR A MAN WANTED FOR HOMICIDE, AUTO THEFT AND ARSON IN SOUTHERN HUMBOLDT COUNTY.

33-YEAR-OLD BENJAMIN JASPER CARTER IS BELIEVED TO HAVE FATALLY SHOT 36 YEAR OLD ZACKERY JACOB CHAPMAN BEFORE LIGHTING HIS TRAILER ON FIRE TO CONCEAL THE HOMICIDE. 41-YEAR-OLD MELINDA ELAINE CARTER IS UN CUSTODY AS AN ACCESSORY TO THE CRIMES. A WILLITS MAN KILLED HIMSELF AFTER KIDNAPPING AND ATTEMPTING TO SEXUALLY ASSAULT HIS EX-GIRLFRIEND ON FRIDAY.

27-YEAR-OLD DAMEON ZIEGLER PULLED A SHOTGUN ON THE 28 YEAR OLD FEMALE AT A BUSINESS IN WILLITS AND FORCED HER TO GIVE HIM A RIDE TO THE LITTLE DARBY RECREATION AREA. ONCE THERE, ZIEGLER FORCED HER TO WALK DOWN A TRAIL WHILE TELLING HER HE WAS GOING TO SEXUALLY ASSAULT HER THEN KILL HER AND HIMSELF. HOWEVER, THE VICTIM WAS ABLE TO ESCAPE DURING A STRUGGLE AS ZIEGLER WAS TRYING TO UNDRESS HER. SHE NOTIFIED AUTHORITIES WHO ARRIVED AND BEGAN SEARCHING FOR ZIEGLER. A POLICE K-9 OFFICER LOCATED ZIEGLER, AND WHEN HE WAS ORDERED TO SURRENDER, HE TURNED HIS SHOTGUN ON HIMSELF AND FIRED ONE SHOT. ZIEGLER WAS PRONOUNCED DEAD AT THE SCENE.

MAN DRIVES OFF ROAD, LANDS IN VICHY SPRINGS CREEK (LAW)

A MAN DROVE HIS SUV OFF OF VICHY SPRINGS ROAD SATURDAY, CRASHING DOWN 40 FOOT EMBANKMENT INTO CREEK.

THE UNIDENTIFIED DRIVER WAS HEADED EAST ON VICHY SPRINGS ROAD, WHEN HE FAILED TO NEGOTIATE A CURVE IN THE ROAD AND DROVE THROUGH A FENCE, CRASHING DOWN A NEARLY VERTICAL 40 FOOT DROP TO VICHY SPRINGS CREEK. THE DRIVER WAS TAKEN TO UKIAH VALLEY MEDICAL CENTER, AND THE ACCIDENT IS UNDER INVESTIGATION.

DRIVER IN FATAL HIGHWAY 101 CRASH MAY HAVE BEEN TUNING RADIO(LAW) JH 04/21/14

ACCORDING TO NEWLY RELEASED INFORMATION FROM AUTHORITIES, THE DRIVER IN A FATAL HIGHWAY 101 CRASH LAST WEEK, MAY HAVE BEEN TUNING THE RADIO AT THE TIME OF THE COLLISION.

22 YEAR OLD EMMANUEL BARAJAS OF SANTA ROSA WAS DRIVING NORTHBOUND, SOUTH OF BURKE HILL ROAD, WHEN HE LOST CONTROL OF THE VEHICLE AND CROSSED OVER THE CENTER MEDIAN AND INTO THE SOUTHBOUND LANES WHERE HE COLLIDED WITH ANOTHER VEHICLE. THE COLLISION RESULTED IN THE DEATH OF THE DRIVER, 26 YEAR OLD JONATHAN ARROYO OF VAIL ARIZONA, AND HIS THREE YEAR OLD DAUGHTER. ARROYOS WIFE, 27-YEAR-OLD KRISTIN AND THEIR 1 YEAR OLD DAUGHTER SUFFERED MINOR TO MODERATE INJURIES. THE COLLISION IS STILL UNDER INVESTIGATION, AND IT HAS NOT BEEN DETERMINED YET WHETHER DRUGS OR ALCOHOL PLAYED A ROLE IN THE ACCIDENT.

THE NORTH COAST REGIONAL WATER QUALITY CONTROL BOARD HAS APPROVED A SETTLEMENT AGREEMENT WITH A MENDOCINO COUNTY PROPERTY OWNER OVER SEDIMENT DISCHARGES INTO THE EEL RIVER AND OUTLET CREEK.

PROPERTY OWNER JOUNG MIN YI, ALSO KNOWN AS SCOTT YI, HAS BEEN FINED OVER $56,000 FOR THE SEDIMENT DISCHARGES FROM ILLEGAL CONSTRUCTION ACTIVITIES ON HIS HIGHWAY 101 PROPERTY JUST NORTH OF WILLITS. IN ADDITION TO THE FINANCIAL PENALTY, THE WATER BOARD ISSUED A CLEANUP AND ABATEMENT ORDER REQUIRING THE RESTORATION AND MONITORING OF THE SITE TO TREAT SUBSTANTIAL VIOLATIONS OF THE WATER CODE.

THE REDWOOD VALLEY COUNTY WATER DISTRICT VOTED LAST WEEK TO SHUT OFF THE VALVES THAT SUPPLY IRRIGATION WATER TO THE VALLEYS FARMERS.

THE WATER DISTRICT CURRENTLY SERVES APPROXIMATELY 5,000 RESIDENTS, WHO ARE CURRENTLY LIMITED TO 50 GALLONS A DAY PER PERSON. IN AN EFFORT TO MAINTAIN THE WATER SUPPLY FOR THE RESIDENTIAL USERS, THE DISTRICT VOTED THURSDAY NIGHT TO CUT AGRICULTURAL WATER SUPPLIES TO MORE THAN 2,000 ACRES OF VINEYARDS AND OTHER CROPS, LEAVING NEARLY 200 FARMERS WITHOUT THEIR PRIMARY SOURCE OF WATER.
