SECOND HOME INVASION ROBBERY IN REDWOOD VALLEY (LAW) JB 9/9/14

A REDWOOD VALLEY MAN WAS BEATEN DURING A HOME INVASION ROBBERY OVER THE WEEKEND.

MENDOCINO COUNTY SHERIFFS DEPUTIES WERE DISPATCHED TO A HOME ON EAST ROAD EARLY SUNDAY MORNING TO THE REPORT OF A HOME INVASION ROBBERY. THE MALE VICTIM TOLD OFFICERS THAT 4 OR 5 MEN, ONE ARMED WITH A HANDGUN, CONFRONTED HIM IN HIS HOME. HE WAS BEATEN AND HIS HOME RANSACKED FOR AN HOUR AS THE SUSPECTS INTERROGATED HIM AT GUNPOINT AND DEMANDED CASH AND MARIJUANA. SEVERAL FIREARMS AND 3 MARIJUANA PLANTS WERE TAKEN IN THE ROBBERY AND THE SUSPECTS LEFT IN AN UNKNOWN VEHICLE. THIS IS THE SECOND HOME INVASION ROBBERY IN REDWOOD VALLEY IN THE PAST MONTH.

RULING GOOD NEWS FOR CALTRANS BYPASS WORK (TR) JB 9/9/14

CALTRANS HAS RECEIVED SOME GOOD NEWS REGARDING THEIR ABILITY TO CONTINUE WORK ON THE WILLITS BYPASS PROJECT.

A MENDOCINO COUNTY JUDGE ON MONDAY DENIED ENVIRONMENTALISTS REQUEST TO EXTEND A COURT ORDER PREVENTING THE EXCAVATION OF DIRT SLATED FOR USE ON THE WILLITS BYPASS. ITS GOOD NEWS FOR CALTRANS BUT IT MAY NOT SAVE THE AGENCY A YEARLONG, MULTIMILLION-DOLLAR DELAY THAT WAS ANTICIPATED WHEN THE INITIAL, TEMPORARY RESTRAINING ORDER WAS ISSUED ON AUGUST 20. SOIL PLANNED FOR USE IN THE BUILDING OF THREE BRIDGES NEXT YEAR NEEDS TO SETTLE FOR ABOUT SIX MONTHS BEFORE CONSTRUCTION COULD BEGIN AND THE WINTER RAINS WOULD INHIBIT THAT SOIL SETTLEMENT.

TEMPORARY RESTRAINING ORDER RULING NOT A DEFEAT (LAW) JB 9/9/14

PLAINTIFFS IN THE MEASURE N ENFORCEMENT CASE SEE THE DENIAL OF A TEMPORARY RESTRAINING ORDER AS JUST A SETBACK.

THE RECORD BEE REPORTED THAT THE TEMPORARY RESTRAINING ORDER SOUGHT BY PLAINTIFFS WHO ALLEGE THEIR FOURTH AND FOURTEENTH AMENDMENT RIGHTS WERE VIOLATED BY LAKE COUNTY AUTHORITIES WAS DENIED BY A FEDERAL COURT ON THURSDAY. HOWEVER, WITH THE CHANCE TO AMEND THEIR CASE IN AN APPEAL FOR A PRELIMINARY INJUNCTION, THE PLAINTIFFS ARGUE THE RULING IS A SETBACK AND NOT A DEFEAT. THE PLAINTIFFS ATTORNEY STATED THAT BECAUSE THE COURT HAS CLEARED OUT WHAT IT BELIEVES IS THE WEAKNESSES IN THE ARGUMENT, THE PLAINTIFFS WILL BE ABLE TO MAKE A MUCH STRONGER CASE FOR THE PRELIMINARY INJUNCTION.

LAKE COUNTY GETS 3-D CRIME SCENE SCANNER (LAW) JB 9/9/14

CRIME SCENE INVESTIGATION IN LAKE COUNTY HAS TAKEN A LEAP INTO THE HIGH TECH FUTURE.

THE LAKE COUNTY BOARD OF SUPERVISORS UNANIMOUSLY APPROVED A REQUEST FROM THE DISTRICT ATTORNEYS OFFICE TO PURCHASE A FARO TECHNOLOGIES 3-D LASER SCANNING SYSTEM AFTER OBSERVING A DEMONSTRATION OF THE SYSTEM AT WORK. WITH THE NEW SYSTEM, A VIDEO OF A CRIME SCENE CAN BE USED TO PROVIDE RE-ENACTMENTS OF THE CRIME, ALLOWING INVESTIGATORS TO AND JURORS TO SEE THE CRIME FROM THE VIEWPOINT OF EACH WITNESS IN A CASE. INVESTIGATORS CAN USE THE TECHNOLOGY TO INSTANTLY ANALYZE PHYSICAL EVIDENCE AND WITNESS ACCOUNTS AT THE SCENE.

TALMAGE MAN BUSTED WITH TRUCKLOAD OF POT (LAW) JB 9/9/14

A TRAFFIC STOP IN WILLITS FOR USING A CELL PHONE WHILE DRIVING LEADS TO THE ARREST OF THE DRIVER ON DRUG CHARGES.

A MENDOCINO COUNTY SHERIFFS DEPUTY WITNESSED 22 YEAR OLD AGUSTIN LUIS MARTINEZ OF TALMAGE DRIVING THROUGH WILLITS TALKING ON HIS CELL PHONE AND SPEEDING. THE DEPUTY STOPPED MARTINEZ AND, AS HE APPROACHED HIS TRUCK HE COULD SMELL MARIJUANA. A SEARCH OF THE TRUCK DISCOVERED 21 POTTED AND BUDDING MARIJUANA PLANTS STANDING 7-8 FEET TALL. MARTINEZ TOLD THE DEPUTY THAT HE HAD BEEN HIRED TO MOVE THE PLANTS. HE WAS ARRESTED ON SEVERAL CHARGES AND BOOKED INTO THE MENDOCINO COUNTY JAIL.

VEHICLE PURSUIT IN FT BRAGG ENDS WITH TWO ARRESTS (LAW) JB 9/9/14

A VEHICLE PURSUIT IN FT BRAGG LAST WEEK ENDS WITH DRIVER BEING ARRESTED FOR CHILD ENDANGERMENT.

MENDOCINO COUNTY SHERIFFS DEPUTIES ATTEMPTED TO CONDUCT A TRAFFIC ENFORCEMENT STOP OF A SILVER DODGE PICKUP, NEAR THE INTERSECTION OF HIGHWAY 20 BABCOCK LANE ON FRIDAY. THE DRIVER OF THE TRUCK FAILED TO STOP AND ABRUPTLY TURNED ONTO BOATYARD DRIVE AND ACCELERATED IN AN ATTEMPT TO ELUDE THE DEPUTY. AFTER TURNING ONTO A FRONTAGE ROAD, THE VEHICLE STOPPED IN THE MIDDLE OF THE ROAD AND 20-YEAR-OLD RICHARD OLSTAD FLED ON FOOT, LEAVING TO ADULT FEMALES AND A MINOR CHILD IN THE VEHICLE. OLSTAD WAS LOCATED 20 MINUTES LATER AND ARRESTED FOR MULTIPLE CHARGES INCLUDING CHILD ENDANGERMENT.

LAKE COUNTY BOS TO LOOK FOR MUSSEL FUNDS (GOV/EVR) JB 9/914

THE LAKE COUNTY BOARD OF SUPERVISORS WILL CONSIDER POTENTIAL APPLICATIONS FOR STATE INVASIVE MUSSEL PREVENTION FUNDS.

THE BOARD OF SUPERVISORS WILL MEET THIS MORNING TO DISCUSS PROJECT APPLICATIONS TO THE STATE FOR FUNDING THROUGH THE STATE DEPARTMENT OF BOATING AND WATERWAYS QUAGGA AND ZEBRA MUSSEL INFESTATION PREVENTION FEE. A BILL PASSED IN 2012 CREATED A SPECIAL FUND IN THE DEPARTMENT OF BOATING AND WATERWAYS TO PROVIDE GRANTS TO LOCAL AGENCIES FOR THE CREATION OF INVASIVE MUSSEL PREVENTION PROGRAMS. CITY STAFF HAS ADVISED THE BOARD THAT THE STATE WILL BE SOLICITING GRANT APPLICATIONS IN THE NEAR FUTURE.

THREE MORE BOAT RAMPS CLOSE ON CLEAR LAKE (EVR) JB 9/9/14

THE HISTORICALLY LOW WATER LEVELS IN CLEAR LAKE HAVE FORCED THE CLOSURE OF THREE MORE PUBLIC BOAT RAMPS.

THE WATER LEVEL IN CLEAR LAKE, NOW THE LOWEST REPORTED IN 37 YEARS, HAS LEFT COUNTY OFFICIALS WITH NO CHOICE BUT TO CLOSE MULTIPLE COUNTY PARK BOAT RAMPS. THE BOAT RAMPS AT KEELING PARK IN NICE, LUCERNE HARBOR IN LUCERNE, AND LAKESIDE PARK IN KELSEYVILLE ARE ALL NOW CLOSED DUE TO THE HAZARDOUS CONDITIONS TO BOATS. THE CLEARLAKE OAKS BOAT RAMP IS STILL OPEN, BUT MAY ONLY BE SO FOR ANOTHER MONTH AS THE WATER LEVEL CONTINUES TO DROP.
