BLACK FIRE CONTAINMENT INCREASES TO 80 PERCENT (LAW) JB 9/16/14

FIREFIGHTERS ARE CLOSING IN ON FULL CONTAINMENT OF THE BLACK FIRE BURNING BETWEEN REDWOOD VALLEY AND POTTER VALLEY.

CAL FIRE STATED MONDAY EVENING THAT THE BLACK FIRE IS NOW 80 PERCENT CONTAINED, WITH THE SIZE OF THE FIRE DECREASED SLIGHTLY TO 403 ACRES DUE TO MORE ACCURATE MAPPING. THE FIRE HAS BURNED A TOTAL OF 11 STRUCTURES, SIX OF THEM OUTBUILDINGS, AND HAS RESULTED IN 3 REPORTED INJURIES. THREE CAL FIRE VEHICLES WERE ALSO LOST IN THE BLAZE. FIREFIGHTING RESOURCES HAVE STARTED THE DEMOBILIZATION PROCESS AND ARE BECOMING AVAILABLE TO SUPPORT NEW FIRE INCIDENTS OR RETURN TO THEIR HOME UNITS.

PROSTITUTION ACTIVITY IN UKIAH INVESTIGATED (LAW) JB 9/16/14

THE UKIAH POLICE DEPARTMENT IS INVESTIGATING REPORTED PROSTITUTION ACTIVITY IN UKIAH.

THE UKIAH POLICE DEPARTMENT DETECTIVES HAVE SPENT A CONSIDERABLE AMOUNT OF TIME SINCE THE END OF JULY INVESTIGATING REPORTS OF PROSTITUTION IN THE UKIAH AREA. IN THE FIRST WEEK OF SEPTEMBER, AS A RESULT OF THIS ONGOING INVESTIGATION, UKIAH POLICE DETECTIVES MADE CONTACT WITH AN 18 YEAR OLD FEMALE UKIAH HIGH SCHOOL STUDENT AT A LOCAL MOTEL WHERE SHE HAD AGREED TO MEET A PAYING CLIENT FOR SEX. DETECTIVES ESTABLISHED EVIDENCE THAT SHE WAS ENGAGED IN PROSTITUTION AND HAD BEEN FOR THE LAST 6 MONTHS. THE SUSPECTS NAME IS NOT BEING RELEASED AT THIS TIME TO KEEP THE INVESTIGATION UNCOMPROMISED AS FURTHER ARRESTS ARE ANTICIPATED.

BOS DISCUSS HILL ROAD JAIL EXPANSION PROJECT (GOV/LAW) JB 9/16/14

THE LAKE COUNTY BOARD OF SUPERVISORS ON TUESDAY DISCUSSED THE EXPANSION PROJECT FOR THE HILL ROAD CORRECTIONAL FACILITY.

THE BOARD DISCUSSED AN AGREEMENT BETWEEN THE COUNTY AND NACHT & LEWIS FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR THE PROPOSED EXPANSION PROJECT. THE CURRENT DESIGN, WITH JAIL HOUSING UNITS HAVING DIRECT ACCESS TO THE PUBLIC, HAS RESULTED IN CONTRABAND ENTERING THE FACILITY. THE EXPANSION PROJECT WOULD ELIMINATE THOSE DESIGN ISSUES BY EXTENDING THE FACILITY, CUTTING OFF THE PUBLIC ACCESS. OTHER CHANGES IN THE $2 MILLION PROJECT WOULD INCLUDE A MEDICAL AND MENTAL HEALTH SERVICES UNIT, A WOMENS DORM, AND A NEW ENTRY BUILDING AND ADMINISTRATION CENTER.

SIX CALIFORNIAS INITIATIVE FAILS TO QUALIFY FOR VOTE (PI) JB 9/16/14

THE SIX CALIFORNIAS INITIATIVE HAS FAILED TO QUALIFY FOR INCLUSION ON THE 2016 BALLOT.

SILICON VALLEY VENTURE CAPITALIST TIM DRAPER HAS MISSED A KEY STEP IN HIS PLAN TO BREAK UP CALIFORNIA INTO SIX INDEPENDENT STATES. THE SECRETARY OF STATES OFFICE REPORTED THAT DRAPER FAILED TO GATHER ENOUGH SIGNATURES TO QUALIFY HIS INITIATIVE FOR THE NOVEMBER 2016 BALLOT. COUNTY REGISTRARS DID A RANDOM CHECK OF ABOUT 54,000 OF THE MORE THAN 1.1 MILLION PETITION SIGNATURES THAT DRAPERS CAMPAIGN COLLECTED. BASED ON THAT SAMPLING, OFFICIALS ESTIMATED THAT FEWER THAN 753,000 SIGNATURES WOULD BE VALID, FAR LESS THAN THE 807,615 NEEDED TO QUALIFY.

JURY CONVICTS MAN FOR RAMMING, INJURING OFFICER (LAW) JB 9/16/14

A LAKE COUNTY JURY HANDED DOWN CONVICTIONS ON 5 OF 6 CHARGES AGAINST A MAN WHO RAMMED HIS VEHICLE INTO A POLICE OFFICER LAST YEAR.

54-YEAR-OLD DANIEL ALAN YORK WAS STANDING TRIAL FOR LAST YEARS VEHICULAR ATTACK ON A CLEARLAKE POLICE OFFICER WHEN HE RAMMED HIS VEHICLE INTO THE OFFICER, PINNING HIM AGAINST ANOTHER VEHICLE. THE JURY RETURNED CONVICTIONS ON 5 OF THE 6 CHARGES AGAINST YORK, INCLUDING ASSAULT ON A POLICE OFFICER WITH SPECIAL ALLEGATIONS FOR CAUSING GREAT BODILY INJURY. THE JURY DEADLOCKED ON THE FIRST AND MOST SERIOUS COUNT OF ATTEMPTED MURDER AND THE CHARGE WAS LATER DISMISSED.

SPILLED GRAPES CLOSE HIGHWAY 101 ON WEEKEND (TR/LAW) JB 9/16/14

AN ASTHMA ATTACK CAUSED A TRUCK DRIVER TO LOSE CONTROL OF HIS BIG RIG, SPILLING HIS LOAD OF GRAPES ON HIGHWAY 101 NEAR CLOVERDALE OVER THE WEEKEND.

THE CALIFORNIA HIGHWAY PATROL REPORTED THAT 67 YEAR OLD DOUGLAS KELL OF WILLITS WAS HAULING A FULL LOAD OF GRAPES ON SUNDAY WHEN HE BEGAN COUGHING UNCONTROLLABLY. HIS TRUCK DRIFTED ONTO THE RIGHT SHOULDER AND KELLS CORRECTION SHIFTED THE LOAD, CAUSING BOTH TRAILERS TO OVERTURN. THE ENTIRE LOAD OF 24 BINS OF GRAPES SPILLED ACROSS BOTH SOUTHBOUND LANES, CLOSING THE FREEWAY AND CAUSING A HALF-MILE BACKUP. KELL WAS NOT INJURED IN THE CRASH AND THE FREEWAY WAS REOPENED AFTER ABOUT 30 MINUTES.

ANOTHER MASSIVE WILDFIRE BURNING IN NOR CAL. (LAW) JB 9/16/14

A WILDFIRE THAT BROKE OUT IN FAR NORTHERN CALIFORNIA ON MONDAY HAS BURNED MULTIPLE STRUCTURES AND FORCED THE EVACUATION OF ABOUT 1,500 AREA RESIDENTS.

THE BOLES FIRE IS MOVING FAST WITH WINDS GUSTING UP TO 40 MPH, SPREADING THE FIRE NEAR THE TOWN OF WEED, ABOUT 50 MILES FROM THE CALIFORNIA-OREGON BORDER. THE FIRE HAS DESTROYED OR DAMAGED OVER 100 STRUCTURES AND MANDATORY EVACUATIONS ARE ORDERED FOR THE COMMUNITIES OF WEED, CARRICK, AND LAKE SHASTINA. THE FIRE HAS ALSO PROMPTED THE CLOSURE OF INTERSTATE HIGHWAY 5 AND HIGHWAY 97 IN THE AREA OF WEED. THE BOLES FIRE HAS BURNED 350 ACRES AND STANDS AT ONLY 15 PERCENT CONTAINED.

FORECASTERS PREDICT CHANCE OF RAIN THIS WEEK (EVR) JB 9/16/14

THE NATIONAL WEATHER SERVICE HAS FORECASTED THE POSSIBILITY OF SOME MUCH NEEDED RAIN FOR NORTHERN CALIFORNIA THIS WEEK.

AS LAKE LEVELS CONTINUE TO DROP AND WILDFIRES BURN ACROSS THE STATE, FORECASTERS ARE PREDICTING THE POSSIBILITY OF SEVERAL DAYS OF RAIN LATER THIS WEEK. THE NATIONAL WEATHER SERVICE REPORTED THAT A COOLER LOW PRESSURE SYSTEM MOVING IN MAY BRING IN SHOWERS TO LAKE AND MENDOCINO COUNTIES ON WEDNESDAY AND THURSDAY. BOTH CLEAR LAKE AND LAKE MENDOCINO HAVE REACHED THEIR LOWEST LEVELS IN YEARS, WITH CLEAR LAKE HITTING A LEVEL NOT SEEN SINCE THE 1977 DROUGHT. THE POSSIBILITY OF RAIN IN THE AREA HAS BEEN LISTED AT 40 PERCENT.
