WILLITS WOMANS DEATH CALLED SUSPICIOUS (LAW) JB 11/4/14

THE DEATH OF A WILLITS WOMAN OVER THE WEEKEND IS BEING CALLED SUSPICIOUS BY LAW ENFORCEMENT OFFICIALS.

THE WILLITS NEWS REPORTED THAT MENDOCINO COUNTY SHERIFFS DEPUTIES ARE TREATING THE SATURDAY MORNING DEATH OF 25 YEAR OLD KAYLA CHESSER AS A SUSPICIOUS DEATH. SHERIFFS DETECTIVES HAVE BEEN INVESTIGATING THIS CASE AROUND THE CLOCK SINCE MEDICS WERE CALLED TO A BROOKTRAILS RESIDENCE AT 6 AM SATURDAY FOR CHESSER, WHO WAS PRONOUNCED DEAD AT THE SCENE. SEVERAL HOURS LATER, CHP RESPONDED TO A HIGH SPEED CRASH OF A PICKUP TRUCK ON HIGHWAY 162 THAT WAS TRAVELING AT 100 MPH BEFORE PLUNGING DOWN A CLIFF INTO THE EEL RIVER. IT HAS BEEN CONFIRMED THAT THE DRIVER OF THE TRUCK, WHO SURVIVED THE CRASH, WAS WITH KAYLA CHESSER AT THE TIME OF HER DEATH. THE INVESTIGATION IS UNDER WAY AND NO ARRESTS HAVE BEEN MADE.

CALFIRE LIFTS BURN BAN, LAKE COUNTY BAN REMAINS (LAW) JB 11/4/14

CAL FIRE HAS LIFTED THE BURN BAN IN SEVERAL NORTH BAY COUNTIES.

THE SONOMA-LAKE-NAPA UNIT OF CAL FIRE STATED THAT IT HAS LIFTED THE BURN BAN EFFECTIVE THIS WEEK, HOWEVER THE LEAD AIR QUALITY OFFICIAL IN LAKE COUNTY STATED THAT THE BAN FOR LAKE COUNTY REMAINS IN PLACE. WHILE THE BAN HAS BEEN LIFTED IN THE STATE RESPONSIBILITY AREAS IN SONOMA, NAPA, YOLO, SOLANO, AND COLUSA COUNTIES, CAL FIRE ACKNOWLEDGED THAT THE BAN IS STILL IN EFFECT IN LAKE COUNTY AND RESIDENTS ARE PROHIBITED FROM BURNING UNTIL THE CONCLUSION OF THE 2014 DECLARED FIRE SEASON. DESPITE THE COOLER, WETTER WEATHER, CAL FIRE STRESSES EXTRA CAUTION GIVEN THE CURRENT DROUGHT CONDITIONS.

COUNTERFEIT $100 BILLS PASSING TESTS (LAW) JB 11/4/14

A NEW COUNTERFEIT $100 BILL HAS BEEN DISCOVERED MAKING ITS APPEARANCE IN LAKE AND MENDOCINO COUNTY.

A SIGNIFICANT JUMP IN THE NUMBER OF COUNTERFEIT BILLS RECEIVED WAS REPORTED BY THE KONOCTI VISTA CASINO LAST THURSDAY. THE BOGUS $100 BILLS ARE VERY SOPHISTICATED, PASSING BOTH PEN TESTS AND CASH SCANNERS BUT THE COLOR OF THE BILL CAN BE SMUDGED IF WIPED WITH AN ALCOHOL WIPE SHEET. OFFICIALS ADVISE PEOPLE TO LOOK OUT FOR BILLS WITH A 2006 DATE AND SERIAL LETTERS EB. WHILE THE BILLS DO HAVE THE CORRECT STRIPE, THE WATERMARK OF BENJAMIN FRANKLIN LOOKS YOUNGER THAN ON REAL BILLS.

LAKEPORT CITY COUNCIL CONSIDERS PACE PROGRAM (GOV) JB 11/4/14

A PROGRAM TO ASSIST PROPERTY OWNERS WITH MAKING EFFICIENT ENERGY AND WATER UPGRADES IS BEING CONSIDERED BY THE LAKEPORT CITY COUNCIL.

THE COUNCIL WILL CONSIDER AUTHORIZING THE CALIFORNIA ENTERPRISE DEVELOPMENT AUTHORITY TO OFFER ITS PACE, OR PROPERTY ASSESSED CLEAN ENERGY PROGRAM TO THE CITY. THE PROGRAM, THROUGH FIGTREE ENERGY FINANCING, ALLOWS HOMEOWNERS TO INSTALL ENERGY AND WATER EFFICIENCY UPGRADES TO THEIR HOMES PAID FOR INITIALLY THROUGH BOND SALES. THE BONDS ARE SECURED TO THE HOMEOWNERS PROPERTY AND ARE PAID BACK THROUGH A VOLUNTARY CONTRACTUAL ASSESSMENT TOGETHER WITH THEIR PROPERTY TAXES.

OIL COMPANIES SPEND MILLIONS FOR FRACKING (EVR/ECN) JB 11/4/14

THREE COUNTIES IN CALIFORNIA WILL DECIDE TODAY WHETHER OR NOT TO ALLOW THE CONTROVERSIAL PRACTICE OF FRACKING FOR OIL.

MENDOCINO COUNTY, ALONG WITH SAN BENITO AND SANTA BARBARA COUNTIES, WILL MAKE THEIR CHOICE TODAY WHETHER OR NOT TO ALLOW LARGE OIL COMPANIES TO UTILIZE FRACKING METHODS TO EXTRACT OIL WITHIN THEIR COUNTYS BORDERS. SEVERAL MAJOR OIL COMPANIES, INCLUDING CHEVRON, HAVE SPENT $7.7 MILLION TO DEFEAT ANTI-FRACKING CAMPAIGNS AND GOVERNOR BROWN HAS ALLOWED FRACKING TO CONTINUE WHILE CREATING NEW REGULATIONS AND LAUNCHING A STUDY OF ITS POTENTIAL DANGERS. THE PROPOSED BAN IN MENDOCINO COUNTY STATES THAT UNCONVENTIONAL FOSSIL FUEL EXTRACTION THREATENS CIVIL AND HUMAN RIGHTS OF THE COUNTYS RESIDENTS.

MEASURE N PLAINTIFFS SEEK MONETARY DAMAGES (LAW) JB 1/4/14

THE NINE PLAINTIFFS IN THE CURRENT FEDERAL MEASURE N CASE HAVE FILED FOR MONETARY DAMAGES AGAINST THE DEFENDANTS IN THE CASE.

THE RECORD BEE REPORTED THAT AFTER A SAN FRANCISCO FEDERAL COURT GRANTED A PRELIMINARY INJUNCTION AGAINST LAKE COUNTY OFFICIALS FROM MAKING ALLEGED WARRANTLESS RAIDS ON MEDICAL MARIJUANA PATIENTS PROPERTY, THE NINE PLAINTIFFS IN THE CASE HAVE FILED TORT CLAIMS TOTALING $621,000 IN MONETARY DAMAGES. THE CLAIMANTS SEEK MONETARY DAMAGES RANGING FROM $59,000 TO $125,000 TO COMPENSATE THEM FOR THEIR PROPERTY THAT WAS REPORTEDLY DESTROYED UNLAWFULLY, AS WELL AS PUNITIVE DAMAGES INTENDED TO DETER THE DEFENDANTS FROM ENGAGING IN SIMILAR CONDUCT. THE DATE FOR A COURT HEARING TO CONSIDER SUCH DAMAGES HAS NOT BEEN SET YET.

LITTLE RIVER AIRPORT STUDIED FOR REPAIRS (GOV/TR) JB 11/4/14

A CONSULTING CONTRACT TO STUDY THE LITTLE RIVER AIRPORT FOR NEEDED REPAIRS HAS BEEN APPROVED BY THE MENDOCINO COUNTY BOARD OF SUPERVISORS.

AT ITS MEETING LAST MONTH, THE BOARD OF SUPERVISORS AWARDED THE $92,150 CONTRACT TO MEAD AND HUNT OF SANTA ROSA FOR THE DESIGN AND PLANNING OF REPAIRS TO THE TAXIWAYS AND SOUTH APRON AT THE LITTLE RIVER AIRPORT. BIDS WILL BE SENT OUT FOR AIRPORT CONSTRUCTION CONTRACTORS IN THE SPRING, IF MONEY IS AVAILABLE. THE BOARD OF SUPERVISORS WILL ALSO SEEK GRANT MONEY FROM THE FEDERAL AVIATION ADMINISTRATION TO FUND THE PLANNED REPAIRS. IT IS POSSIBLE THAT WORK COULD BEGIN NEXT YEAR, BUT IT IS MORE LIKELY TO COMMENCE IN 2016.

MENDOCINO COUNTY VOTERS WHO HAVE MAILED IN THEIR BALLOTS CAN CHECK AND SEE IF THEY HAVE BEEN RECEIVED AND COUNTED.

ACCORDING TO THE COUNTY CLERK-RECORDER, VOTERS IN MENDOCINO COUNTY CAN CHECK ON THE STATUS OF THEIR MAIL-IN BALLOTS BY VISITING THE COUNTY WEBSITE AT WWW.CO.MENDOCINO.CA.US, CHOOSING DEPTS, ASSESSOR-COUNTY CLERK, ELECTIONS, AND GO TO VOTE BY MAIL (ABSENTEE) STATUS.
