DIVERSION ORDER LIFTED ON UPPER RUSSIAN (EVR/ECN) JB 11/19/14

THE STATE WATER RESOURCES CONTROL BOARD HAVE LIFTED THE NEARLY HALF-YEAR LONG STOPPAGE OF CERTAIN WATER DIVERSIONS ON THE UPPER RUSSIAN RIVER.

A COLLECTIVE SIGH OF RELIEF WAS HEARD AMONG SONOMA AND MENDOCINO COUNTY GRAPE GROWERS AND OTHERS NORTH OF HEALDSBURG WHO UTILIZE THE RIVER FOR CROP IRRIGATION AND OTHER USES. 652 STATE PERMIT HOLDERS WERE NOTIFIED OVER THE WEEKEND THAT THEY MAY ONCE AGAIN PUMP FROM THE RIVER. OF MOST IMPORTANCE, THOSE WITH PERMITS ALLOWING WATER STORAGE DURING THE WINTER CAN BEGIN REFILLING RESERVOIRS IN PREPARATION FOR ANOTHER DRY YEAR IN 2015.

CHESSER MURDER SUSPECT ARRESTED (LAW) JB 11/19/14

A MAN WANTED IN CONNECTION WITH THE MURDER OF KAYLA CHESSER HAS BEEN ARRESTED BY AUTHORITIES.

THE MENDOCINO COUNTY SHERIFFS OFFICE CONFIRMED THAT A FELONY ARREST WARRANT WAS ISSUED ON MONDAY FOR 44-YEAR-OLD TERRENCE JAMES MARSHALL. MARSHALL HAD FLED THE HOME WHERE 25-YEAR-OLD KAYLA CHESSER HAD BEEN FOUND DEAD ON NOVEMBER 1. MARSHALL THEN DROVE HIS TRUCK OFF A CLIFF ON HIGHWAY 162, SUSTAINING SIGNIFICANT INJURIES. A FORENSIC AUTOPSY OF KAYLA CHESSER SHOWED THAT SHE DIED FROM STRANGULATION AND SIGNS OF SEXUAL ASSAULT WERE ALSO NOTED ON HER BODY. MARSHALL WAS ARRESTED YESTERDAY AS HE WAS DISCHARGED FROM THE HOSPITAL ON CHARGES OF MURDER, RAPE, AND SODOMY AND IS SET TO BE BOOKED INTO THE MENDOCINO COUNTY JAIL ON A NO BAIL STATUS.

WILLITS ARSON SUSPECT PLEADS NOT GUILTY (LAW) JB 11/19/14

THE SUSPECT IN WILLITS ARSON CASE INVOLVING JOHNS PLACE HAS ENTERED NOT GUILTY PLEAS IN THE CASE.

31 YEAR OLD LACIE MARIE ROSS WAS ARRAIGNED YESTERDAY MORNING IN MENDOCINO COUNTY SUPERIOR COURT FOR HER INVOLVEMENT IN THE ARSON OF JOHNS PLACE IN WILLITS. ROSS ENTERED NOT GUILTY PLEAS TO THE CHARGES OF ATTEMPTED MURDER AND AGGRAVATED ASSAULT. SHE IS CURRENTLY BEING HELD IN THE MENDOCINO COUNTY JAIL ON $125,000 BAIL. PUBLIC DEFENDER LINDA THOMPSON WAS APPOINTED AS ROSS LEGAL COUNCIL AND A PRELIMINARY HEARING IS SCHEDULED FOR 1:30 PM ON DECEMBER 3 IN SUPERIOR COURT.

UKIAH COUNCIL TO VOTE ON PALACE HOTEL AGAIN (GOV) JB 11/19/18

THE UKIAH CITY COUNCIL IS SCHEDULED TO VOTE, ONCE AGAIN, ON THE FATE OF THE PALACE HOTEL.

THE UKIAH DAILY JOURNAL REPORTED THAT DURING WHAT WILL BE AT LEAST TWO OF ITS MEMBERS LAST FULL MEETINGS AS COUNCILMEMBERS, THE UKIAH CITY COUNCIL TONIGHT WILL AGAIN VOTE ON WHETHER THE OWNER OF THE PALACE HOTEL CAN KEEP WORKING ON THE BUILDING WITHOUT INTERVENTION. ACCORDING TO THE STAFF REPORT FOR TONIGHTS MEETING, THE ONLY TASK THAT HAS BEEN COMPLETED ON A LIST OF SEVERAL GIVEN TO THE HOTEL OWNER IS HAVING THE WORK PLAN APPROVED. THE CITY PLANNING DIRECTOR SAID WHILE HIS STAFF HAS NOT SEEN PROOF OF A CONTRACT WITH THE CONTRACTOR, THE COMPANY SAYS IT HAS BEEN HIRED AND PLANS TO BEGIN WORK NEXT MONTH, NOT STARTING UNTIL THEY ARE SURE THEY WILL BE PAID.

BROADBAND OUTAGE COST $215,000 IN ECONOMIC LOSS (BB) JB 11/19/14

THE BROADBAND COMMUNICATION OUTAGE ON THE MENDOCINO COAST IN AUGUST WAS RESPONSIBLE FOR OVER $215,000 IN ECONOMIC LOSSES.

THE UKIAH DAILY JOURNAL REPORTED THAT THE BROADBAND ALLIANCE OF MENDOCINO COUNTY HAS RELEASED ITS FINDINGS FROM AN ONLINE SURVEY GAUGING THE IMPACT ON MENDOCINO COUNTY FROM THE AUGUST INCIDENT THAT LEFT MUCH OF THE COAST WITHOUT PHONE AND INTERNET SERVICE ALMOST TWO DAYS. SURVEY RESPONSES ESTIMATE ECONOMIC LOSSES FROM THE OUTAGE TO BE $215,622, ALTHOUGH ACTUAL LOSSES ARE ESTIMATED TO BE IN THE MILLIONS. 95 PERCENT OF THOSE TAKING THE SURVEY SAY THEY WERE AFFECTED BY THE OUTAGE, INCLUDING NOT BEING ABLE TO ACCESS 911 SERVICES AND ROUTINE SERVICES LIKE OBTAINING CASH FROM ATMS AND BANKS.

ANIMAL CONTROL SEEKS OWNER OF INJURED HORSE (PI) JB 11/19/14

AUTHORITIES IN LAKE COUNTY ARE SEEING THE OWNER OF AN INJURED HORSE FOUND NEAR LAKE PILLSBURY.

LAKE COUNTY ANIMAL CARE & CONTROL IS ASKING FOR THE PUBLICS HELP IN IDENTIFYING A WOUNDED MARE THAT WAS APPARENTLY DUMPED IN THE AREA OF LAKE PILLSBURY OVER THE WEEKEND. THE HORSE IS SUFFERING FROM SWELLING ON ITS RIGHT REAR LEG DUE TO AN OLD INJURY AND AUTHORITIES SUSPECT THE INJURY TO BE THE REASON THE HORSE WAS ABANDONED BY ITS OWNER. A GREEN TRAILER WAS SEEN ENTERING AND THEN LEAVING THE AREA AND THE HORSE WAS FOUND A SHORT TIME LATER. ANYONE WITH INFORMATION ON THE MARE IS ASKED TO CALL THE LCACC AT 263-0278.

THURSDAY DRILL WILL FOCUS ON EBOLA (PI) JB 11/19/14

THE MENDOCINO COUNTY HEALTH AND HUMAN SERVICES AGENCY WILL PARTICIPATE IN A STATE-WIDE MEDICAL HEALTH EXERCISE FOCUSED ON EBOLA TOMORROW.

THE NOVEMBER 20 LIVE EXERCISE WILL DRILL LOCAL HOSPITALS, CLINICS AND SKILLED NURSING FACILITIES ON HOW TO HANDLE A SUSPECTED EBOLA PATIENT WHO ARRIVES AT THEIR DOOR. IT WILL NOT ONLY EXERCISE THEIR INTERNAL PROCEDURES FOR SUCH AN EVENT, BUT IT WILL GIVE THE OPPORTUNITY TO PRACTICE THE ESTABLISHED COMMUNICATIONS PLAN BETWEEN THEIR FACILITY AND THE PUBLIC HEALTH DEPARTMENT OPERATIONS CENTER THAT OPENS WHEN THERE IS A MEDICAL EMERGENCY OR DISASTER DECLARED BY THE PUBLIC HEALTH OFFICER. PARTICIPATION FROM MANY COUNTY HEALTH FACILITIES WILL OCCUR COUNTYWIDE DURING THE DRILL.

CHP SECURES GRANT TO PROMOTE SEAT BELT SAFETY (LAW) JB 11/19/14

THE CALIFORNIA HIGHWAY PATROL HAS SECURED A GRANT FOR A PROGRAM TO PROMOTE SEAT BELT SAFETY.

IN AN EFFORT TO SAVE LIVES AND HELP ENCOURAGE VEHICLE OCCUPANT SAFETY, THE CALIFORNIA HIGHWAY PATROL IS IMPLEMENTING A YEARLONG CAMPAIGN TO ENCOURAGE SEAT BELT AND CHILD SEAT USAGE. THE CHPS GOAL WITH THE PROGRAM IS TO REDUCE THE NUMBER OF UNRESTRAINED PASSENGERS, OF ALL AGES, KILLED OR INJURED IN TRAFFIC COLLISIONS THROUGHOUT CALIFORNIA BY HOSTING EDUCATIONAL SEMINARS, CLASSES AND CHILD SAFETY SEAT INSPECTIONS. FUNDING FOR THE PROGRAM WAS PROVIDED BY A GRANT FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY THROUGH THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.
