PT ARENA SUSPECT DIES AFTER BEING TASED (LAW) JB 11/28/14

A POINT ARENA ROBBERY SUSPECT DIED AFTER BEING TASED BY A CHP OFFICER.

THE CALIFORNIA HIGHWAY PATROL WAS CONTACTED BY THE MENDOCINO COUNTY SHERIFFS OFFICE ON WEDNESDAY TO RESPOND TO THE REPORT OF A ROBBERY IN POINT ARENA. A CHP OFFICER LOCATED THE SUSPECT, 39 YEAR OLD DANIEL CEDAR SAULSBURY, WHO HAD ALLEGEDLY STOLEN A DIAPER BAG AND THROWN ROCKS AT A MALE VICTIM. SAULSBURY ACTIVELY RESISTED ARREST AND, AFTER A FOOT CHASE, THE CHP OFFICER AND ASSISTING DEPUTIES HAD TO TASE THE SUSPECT. SHORTLY AFTER BEING APPREHENDED SAULSBURY SHOWED SIGNS OF MEDICAL DISTRESS AND MEDICAL PERSONNEL ON SCENE RENDERED AID. SAULSBURY WAS SUBSEQUENTLY PRONOUNCED DEAD AFTER LIFE-SAVING EFFORTS WERE UNSUCCESSFUL. THE INCIDENT IS NOW BEING INVESTIGATED BY THE MENDOCINO COUNTY D.A.S OFFICE.

FORT BRAGG WOMAN HIT BY CAR (LAW) JB 11/28/14

A FORT BRAGG WOMAN WAS INJURED AFTER REPORTEDLY STEPPING INTO TRAFFIC ON THE COAST HIGHWAY.

OFFICERS RESPONDED TO THE INTERSECTION OF HIGHWAYS 1 AND 20 WHEN IT WAS REPORTED THAT A WOMAN HAD STEPPED OFF THE MEDIAN AND INTO TRAFFIC. WHEN OFFICERS ARRIVED, THEY FOUND THE 49 YEAR OLD WOMAN, IDENTIFIED AS HEATHER DEWOLF, LYING IN THE NORTHBOUND LANE OF HIGHWAY 1, JUST SOUTH OF THE 20 INTERSECTION. DUE TO DEWOLFS ALLEGED LEVEL OF INTOXICATION, OFFICERS COULD NOT OBTAIN A STATEMENT FROM HER, BUT WITNESSES STATED THAT THE WOMAN STEPPED OFF THE CONCRETE MEDIAN INTO THE PATH OF A TOYOTA PRIUS DRIVEN BY JAMES STAVELY OF FORT BRAGG. DEWOLF WAS TRANSPORTED TO THE HOSPITAL WITH MINOR INJURIES.

REACH TO DELAY WILLITS START-UP OF OPERATIONS (LAW) JB 11/28/14

THE START UP OF OPERATIONS BY REACH AIR MEDICAL SERVICES IN WILLITS HAS BEEN DELAYED.

REACH AIR MEDICAL SERVICES HAS VOLUNTARILY SUSPENDED THEIR PLANS TO CONDUCT LIMITED, DAYTIME-ONLY AIR MEDICAL SERVICE OPERATIONS FROM THE WILLITS MUNICIPAL AIRPORT WHILE THE ENVIRONMENTAL REVIEW PROCESS IN BEING COMPLETED FOR THEIR NEW AIR AMBULANCE BASE AT THE AIRPORT. THE DECISION IS A RESULT OF A THREAT OF LEGAL ACTION AGAINST THE CITY OF WILLITS IF ANY AIR MEDICAL SERVICE OPERATIONS WERE TO START PRIOR TO COMPLETION OF A FULL ENVIRONMENTAL REVIEW. REACH HAD PLANNED TO USE THE AIRPORTS EXISTING FACILITIES WHILE THE CITY COMPLETED AN INITIAL STUDY OF THE ENVIRONMENTAL EFFECTS OF THE PROJECT.

FORECASTERS PREDICT BIGGEST STORM SINCE 2012 (EVR) JB 11/28/14

WEATHER FORECASTERS ARE PREDICTING THE NORTH BAY WILL EXPERIENCE ONE OF THE BIGGEST STORMS SINCE 2012.

A SERIES OF STORMS IS EXPECTED TO HIT THE NORTH BAY STARTING FRIDAY NIGHT, BRINGING WITH IT THE POTENTIAL FOR MORE THAN A FEW INCHES OF RAIN. AS MUCH AS 5-7 INCHES COULD FALL IN SANTA ROSA BY THE TIME THE LAST STORM PASSES THROUGH LATE NEXT WEEK. RAIN IS PREDICTED EVERY DAY NEXT WEEK FOR THE UKIAH AREA. IF THE FORECASTS ARE ACCURATE, THIS WOULD BE ONE OF THE BIGGEST STORMS TO HIT THE NORTH BAY OVER THE PAST COUPLE DROUGHT-STRICKEN YEARS.

UKIAH TO LOSE POWER POLES ON PERKINS STREET (GOV/PI) JB 11/28/14

THE UKIAH CITY COUNCIL RECENTLY APPROVED MOVING FORWARD WITH A PLAN TO MOVE UTILITY LINES ON PERKINS STREET UNDERGROUND AND OUT OF SIGHT.

THE UKIAH DAILY JOURNAL REPORTED THAT ACCORDING TO THE ELECTRIC UTILITY, THE PROJECT WILL INVOLVE MOVING THE ELECTRIC, PHONE AND CABLE LINES OFF OVERHEAD POLES AND INTO UNDERGROUND VAULTS. SINCE THE PROJECT IS A SHARED BENEFIT FOR ALL THE UTILITIES, THEY WILL SHARE THE COSTS AS WELL. THE $495.000 COST FOR THE PROJECT WILL BE SPLIT, WITH THE ELECTRIC UTILITY PAYING JUST OVER $190,000 OF THAT, WITH AT&T AND COMCAST PAYING THE REST. FUNDS FOR THE CITYS PORTION OF THE PROJECT HAVE ALREADY BEEN INCLUDED IN THE 2014/2015 BUDGET.

PRICE OF UKIAH COSTCO ROADWORK EIR RAISES AGAIN (GOV) JB 11/28/14

THE COST OF COMPLETING THE ENVIRONMENTAL IMPACT REPORT FOR THE PLANNED COSTCO IN UKIAH HAS GONE UP AGAIN.

THE UKIAH CITY COUNCIL APPROVED PAYMENT OF AN ADDITIONAL $16,000 TO COMPLETE THE ENVIRONMENTAL IMPACT REPORT FOR THE ROADWAY IMPROVEMENTS REQUIRED AT HIGHWAY 101 AND TALMAGE ROAD FOR THE PROPOSED COSTCO STORE. THIS LATEST PRICE INCREASE HAS NEARLY DOUBLED THE FIGURE OF THE ORIGINAL REPORT, FROM $48,331 TO $95,525. THE EXTRA FUNDING IS TO PAY FOR AN ENERGY STUDY, TRAFFIC STUDY, AIR QUALITY AND NOISE RESPONSES AND PROJECT MANAGEMENT.

COUNTY APPROVES GRANT TO SHERIFFS OFFICE (GOV/LAW) JB 11/28/14

A GRANT APPLICATION REQUEST FROM THE LAKE COUNTY SHERIFFS OFFICE HAS BEEN APPROVED BY THE LAKE COUNTY BOARD OF SUPERVISORS.

THE SHERIFFS OFFICE IS APPLYING FOR THE $220,000 ANNUAL GRANT IN CONJUNCTION WITH SEVERAL OTHER DEPARTMENTS, INCLUDING THE DISTRICT ATTORNEYS OFFICE AND THE PROBATION DEPARTMENT. THE PURPOSES OF THE GRANT ARE TO PROVIDE FUNDING FOR CRIME PREVENTION AND EDUCATION, LAW ENFORCEMENT AND PROSECUTION AND THE COSTS ASSOCIATED WITH COURTS AND DEFENSE. THE NEW GRANT WOULD REPLACE THE CURRENT ANTI-DRUG GRANT, WHICH PROVIDES FUNDING TO BOTH THE SHERIFFS AND DISTRICT ATTORNEYS OFFICES.

CAL FIRE ENDS 2014 FIRE SEASON IN LAKE COUNTY (LAW) JB 11/28/14

CAL FIRE HAS ANNOUNCED THE END OF THE 2014 FIRE SEASON FOR LAKE COUNTY.

FOLLOWING THE END OF THE 2014 FIRE SEASON IN MENDOCINO COUNTY LAST WEEK, CAL FIRES SONOMA-LAKE-NAPA UNIT HAS ANNOUNCED IT WILL TRANSITION OUT OF THE CURRENT FIRE SEASON. ON DECEMBER 1. THE FIRE SEASON WILL OFFICIALLY END IN SONOMA, LAKE, NAPA, COLUSA AND SOLANO COUNTIES. AS DROUGHT CONDITIONS STILL CONTINUE TO HAVE A HOLD ON CALIFORNIA, CAL FIRE IS MAINTAINING STAFFING LEVELS THAT MEETS THE CURRENT THREAT, AS WELL AS STRATEGICALLY MOVING RESOURCES TO AREAS THAT REMAIN AT A HIGHER THREAT LEVEL. WITH THE TRANSITION ON DECEMBER 1, BURN PERMITS FOR THE STATE RESPONSIBILITY AREA ARE NOT REQUIRED UNTIL MAY 1, 2015.
