HAZMAT TEAM RESPONDS TO UKIAH COURTHOUSE (LAW) JB 12/4/14

A HAZMAT TEAM RESPONDED TO A SITUATION AT THE UKIAH COURTHOUSE ON TUESDAY.

THE DIRECTOR OF THE REDWOOD EMPIRE HAZARDOUS INCIDENT TEAM WAS CONTACTED BY THE PUBLIC WORKS DEPARTMENT TO RESPOND TO A HAZARDOUS SITUATION TUESDAY MORNING. ROOFING SEALANT, RECENTLY APPLIED TO THE ROOF OF THE COURTHOUSE, BEGAN TO WASH OFF IN THE RAIN AND THE MILKY WHITE SUBSTANCE WAS HEADING FOR THE STORM DRAINS. THE REHIT TEAM, ASSISTED BY THE UKIAH VALLEY FIRE AUTHORITY, WERE ABLE TO DAM UP THE WATER BEFORE IT REACHED THE STORM DRAINS AND A HAZMAT-CERTIFIED VACUUM TRUCK WAS ABLE TO REMOVE ALL THE TAINTED WATER. IT IS UNCLEAR WHY THE ROOFING SEALANT WASHED OFF AND THE SITUATION IS UNDER INVESTIGATION.

COVERED CALIFORNIA PLANS MISLED CUSTOMERS (ECN) JB 12/4/14

AN INVESTIGATION INTO HEALTH INSURERS FOUND THAT COVERED CALIFORNIA PLANS MISLED THEIR CONSUMERS.

TWO MAJOR HEALTH INSURERS SELLING POLICIES ON THE COVERED CALIFORNIA INSURANCE EXCHANGE VIOLATED STATE LAW OVER THE LAST YEAR WHEN THEY LISTED NAMES OF DOCTORS IN ONLINE DIRECTORIES WHO WERE NOT PART OF THE NETWORKS. RESULTS OF A 5 MONTH LONG INVESTIGATION INTO THE PRACTICES OF BLUE SHIELD OF CALIFORNIA AND ANTHEM BLUE CROSS OF CALIFORNIA FOUND SEVERAL DISCREPANCIES. 18 PERCENT OF THE PHYSICIANS LISTED BY BLUE SHIELD AND 12.5 PERCENT LISTED BY ANTHEM WERE NOT AT THE LOCATION LISTED IN PROVIDER DIRECTORIES AND, OF THOSE, MANY WERE NOT WILLING TO ACCEPT COVERED CALIFORNIA INSURANCE PLANS. BOTH COMPANIES ADMIT PROBLEMS WITH THE DIRECTORIES AND SAID THEY HAVE TAKEN STEPS TO REMEDY THE SITUATIONS.

BERRYESSA SNOW MOUNTAIN REGION TO BE PROTECTED (EVR) JB 12/4/14

CONGRESSMAN MIKE THOMPSON ANNOUNCED TUESDAY THAT ALL FIVE COUNTIES WITHIN THE BERRYESSA SNOW MOUNTAIN REGION HAVE ENDORSED PERMANENT PROTECTION FOR THE AREA.

THE MENDOCINO COUNTY BOARD OF SUPERVISORS UNANIMOUSLY VOTED TO ENDORSE PERMANENT PROTECTION OF THE AREA ON TUESDAY AND LAKE, NAPA, SOLANO AND YOLO COUNTIES HAVE ALL PREVIOUSLY VOTED IN SUPPORT OF THE SAME. UNDER THIS DESIGNATION THE REGION WOULD BE PERMANENTLY PROTECTED, ENSURING CONTINUED RECREATIONAL OPPORTUNITIES WHILE SAFEGUARDING THE REGIONS NATURAL BEAUTY, WILDLIFE, RARE PLANTS AND WATERS, WHICH INCLUDE IMPORTANT SOURCES OF DRINKING WATER AND IRRIGATION FOR NEARBY COMMUNITIES. THE LEGISLATION WOULD DESIGNATE THE 350,000-ACRE BERRYESSA SNOW MOUNTAIN REGION AS A NATIONAL CONSERVATION AREA.

WILLITS RAINFALL LIFTS BUILDING MORATORIUM (GOV/EVR) JB 12/4/14

THE RECENT RAINFALL LEVELS IN WILLITS HAVE ALLOWED THE REMOVAL OF A BUILDING MORATORIUM IN THE CITY.

THE WILLITS NEWS REPORTED THAT FROM OCTOBER 1 THROUGH NOVEMBER 30, THE WILLITS AREA RECEIVED 10.76 INCHES OF RAIN COMPARED WITH THE AVERAGE OF 10.43 INCHES. ON NOVEMBER 26, THE STATE WATER RESOURCES CONTROL BOARD LIFTED THE BUILDING MORATORIUM FOR THE CITY IT HAD IMPOSED IN OCTOBER. THE CITY ADVISED THE WATER BOARD IT HAD ADEQUATE WATER IN STORAGE AS OF NOVEMBER 1 TO PROVIDE WATER FOR ITS CUSTOMERS, EVEN WITHOUT RAINS UNTIL JULY 15, 2015 WHEN THE EMERGENCY WATER SUPPLY WOULD BE AVAILABLE FOR SERVICE. ON NOVEMBER 12, THE CITY HAD 715 ACRE FEET OF WATER IN STORAGE AS COMPARED TO 481 ACRE FEET IN NOVEMBER, 2013.

UKIAH MEN ARRESTED IN ROBBERY (LAW) JB 12/4/14

TWO UKIAH MEN WERE ARRESTED LAST WEEK FOR ALLEGEDLY ROBBING A MAN IN HIS HOME.

OFFICERS WERE CALLED TO A RESIDENCE ON BETTY STREET WHEN IT WAS REPORTED THAT A ROBBERY HAD JUST OCCURRED. THE 24 YEAR OLD VICTIM TOLD OFFICERS THAT ONE OF THE SUSPECTS, 18 YEAR OLD DMITRI CURLEY-HOLMAN HAD BEEN STAYING AT THE RESIDENCE AND CAME TO THE HOUSE THAT NIGHT TO RETRIEVE HIS BELONGINGS. AT THAT TIME THE SECOND SUSPECT, 18 YEAR OLD JARED FOLEY, BECAME INTERESTED IN PRESCRIPTION MEDICATIONS THE VICTIM HAD AND THE TWO BEGAN TO FIGHT, WITH FOLEY REPORTEDLY KEEPING THE VICTIM FROM USING THE PHONE TO CALL POLICE. OFFICERS LOCATED BOTH FOLEY AND HOLMAN SEVERAL DAYS LATER AND BOTH MEN WERE ARRESTED ON MULTIPLE CHARGES.

STATE LIMITS LOCAL CROP CONTROL (GOV/EVR) JB 12/4/14

AN ASSEMBLY BILL SIGNED BY GOVERNOR BROWN HAS GIVEN THE STATE THE POWER TO LIMIT LOCAL CONTROL OF GMO CROPS.

THE RECORD BEE REPORTED THAT, AFTER FOUR FAILED ATTEMPTS TO REGULATE GENETICALLY ENGINEERED CROPS LOCALLY, LAKE COUNTY MAY HAVE MISSED THE BOAT. LEGISLATION THAT REMOVES A COUNTY OR CITYS AUTHORITY TO REGULATE ITS PLANTS, CROPS OR SEEDS WITHOUT STATE APPROVAL QUIETLY SLIPPED THROUGH THE STATE ASSEMBLY IN LATE AUGUST. AB2470 EXPLICITLY TRANSFERS THE REGULATION AUTHORITY TO THE CALIFORNIA DEPARTMENT OF FOOD AND AGRICULTURE. THE BILL WAS ORIGINALLY WRITTEN TO HELP CONTROL INVASIVE SPECIES IN THE STATE BUT THE BILL HAS CAUSED QUITE A STIR AS THE CLAUSE THAT CHANGED THE HANDS OF REGULATORY AUTHORITY WAS SLIPPED IN LATE..

WEATHER SERVICE ISSUES FLOOD ADVISORY (EVR/PI) JB 12/4/14

THE NATIONAL WEATHER SERVICE IN SACRAMENTO HAS ISSUED AN URBAN AND SMALL STREAM FLOOD ADVISORY FOR SEVERAL AREAS IN NORTHERN CALIFORNIA.

WITH THE RECENT HEAVY RAINS AND CURRENT FORECASTS, THE WEATHER SERVICE ISSUED THE ADVISORY FOR AREAS INCLUDING WESTERN COLUSA, GLENN, NORTHERN LAKE, WESTERN SHASTA, AND TEHAMA COUNTIES. MOTORISTS ARE REMINDED NOT TO DRIVE VEHICLES INTO AREAS WHERE THE WATER COVERS THE ROADWAY AS THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS SAFELY. RESIDENTS CAN PROTECT THEIR HOMES AND PROPERTY FROM ANY FLOODING WITH THE USE OF SANDBAGS.

LANDSLIDE CONCERNS CLOSE EAST HILL ROAD (EVR) JB 12/4/14

AS A RESULT OF THE RECENT RAINS AND CONCERNS ABOUT GROUND MOVEMENT, COUNTY OFFICIALS HAVE DECIDED TO CLOSE A PORTION OF EAST HILL ROAD NEAR LAKESIDE HEIGHTS.

THE LAKE COUNTY NEWS REPORTED THAT RENEWED CONCERNS OF LANDSLIDE ACTIVITY PROMPTED THE RECENT ROAD CLOSURE IN THE AREA. BEGINNING IN MARCH 2013, A LANDSLIDE DEVELOPED AT LAKESIDE HEIGHTS, DESTROYING SEVERAL HOMES FROM LARGE HOLES AND CRACKS THAT DEVELOPED IN THE GROUND. IN AN EFFORT TO KEEP THE SLIDE AREA DRY AND STABLE, THE COUNTY AND HOMEOWNERS PAID FOR AND INSTALLED PLASTIC OVER A 5 ACRE AREA OF THE SLIDE. EARLY THIS YEAR THE PLASTIC WAS DAMAGED AND IT WAS NOT REPLACED DUE TO THE HIGH COST. ONCE THE RAINFALL IS PAST, THE SITUATION WILL BE RE-EVALUATED AS TO THE REOPENING OF EAST HILL ROAD.
