STATE OF JEFFERSON PRESENTED IN LAKE COUNTY (GOV) JB 12/8/14

THE LAKE COUNTY BOARD OF SUPERVISORS HEARD A DETAILED PRESENTATION ABOUT THE SECESSIONIST STATE OF JEFFERSON.

THE PROPOSAL TO CREATE THE 51ST STATE TOOK UP TWO HOURS OF DISCUSSION TIME AND THE BOARDS MEETING LAST TUESDAY. PROPONENTS OF THE SPLIT CITED A LACK OF GOVERNMENTAL REPRESENTATION FOR RURAL COUNTIES ON THE STATE LEVEL, NOTING THAT LOS ANGELES, SACRAMENTO AND SAN FRANCISCO ENJOY A MAJORITY IN THE STATE LEGISLATURES. OPPONENTS OF THE PLAN POINTED OUT SEVERAL PERCEIVED FLAWS, INCLUDING THAT JEFFERSON WOULD HAVE NO EAST-WEST INTERSTATE HIGHWAYS OR RAILROADS AND WOULD BE THE ONLY COASTAL STATE WITH NO DEEP-WATER PORT.

INMATE DEATH IN OCTOBER RESULT OF HANGING (LAW) JB 12/8/14

MENDOCINO COUNTY OFFICIALS HAVE DETERMINED THE CAUSE OF DEATH OF AN INMATE IN OCTOBER WAS THE RESULT OF HANGING.

AFTER A THOROUGH INVESTIGATION AND AUTOPSY, THE MENDOCINO COUNTY SHERIFFS OFFICE SAID THURSDAY THAT 36 YEAR OLD SHANE MURPHY DIED IN CUSTODY AS A RESULT OF SUICIDE BY HANGING WITH A MESH LAUNDRY BAG. THE CLEONE MAN, WHO HAD BEEN ARRESTED IN FORT BRAGG, WAS FOUND IN HIS CELL UNRESPONSIVE BY HIS CELL MATES. AN OFFICIAL AT THE JAIL STATED THAT THE LAUNDRY BAG IS STANDARD ISSUE TO ALL COUNTY INMATES AND THIS CASE ISNT UNIQUE IN THAT A LAUNDRY BAG WAS USED TO COMMIT SUICIDE.

LAKE COUNTY BOS DISCUSS WASTE DISPOSAL (GOV) JB 12/8/14

THE LAKE COUNTY BOARD OF SUPERVISORS DISCUSSED THE EXTENSION OF CONTRACTS WITH TWO WASTE DISPOSAL COMPANIES LAST WEEK.

AT TUESDAYS MEETING, THE BOARD OF SUPERVISORS REVIEWED THE CONTRACTS WITH FRANCHISE HAULERS SOUTH LAKE REFUSE AND LAKE COUNTY WASTE SOLUTIONS WHOSE CONTRACTS EXPIRE WITH THE COUNTY ON APRIL OF 2018. THE BOARD LOOKED AT RENEWING THE CONTRACTS FOR 20 YEARS, WITH AN OPTION FOR TWO ADDITIONAL FIVE-YEAR EXTENSIONS POSSIBLE. THE CONTRACT WOULD INCLUDE HOUSEHOLD HAZARDOUS WASTE COLLECTION, REPLACING THE USE OF MENDOCINOS HAZMOBILE. THE BOARD POSTPONED TAKING ANY ACTION AND WILL DISCUSS THE CONTRACTS AGAIN AT TOMORROWS MEETING.

NORTH COAST STREAM FLOWS ABOVE NORMAL (EVR) JB 12/8/14

THE RECENT FLURRY OF STORMS HAS STREAM FLOWS IN THE NORTH COAST RUNNING ABOVE NORMAL.

THE NATIONAL CLIMATE PREDICTION CENTER IS CONTINUING TO FORECAST THE LIKELIHOOD OF ABOVE AVERAGE RAINFALL FOR DECEMBER ALL ALONG THE NORTH COAST, WITH AVERAGE RAINFALL PREDICTED FOR THE FIRST TWO MONTHS OF 2015. THE MIDDLE FORK OF THE EEL RIVER PEAKED ON DECEMBER 3 WITH FLOWS MEASURED AT 6,000 CUBIC FEET PER SECOND COMPARED TO THE 8 YEAR NORMAL FOR THIS TIME OF 700 CUBIC FEET PER SECOND. THE RIVER HEIGHT OF THE LOWER EEL AT SCOTIA WAS MEASURED AT 20 FEET WITH THE 30,000 CUBIC FEET PER SECOND FLOW NEARLY 10 TIMES THE NORMAL FOR THIS TIME OF YEAR.

ARMED ROBBERY AT THE WILLITS CHEVRON STATION (LAW) JB 12/8/14

AN ARMED ROBBERY AT A WILLITS GAS STATION LEADS TO THE ARREST OF A WILLITS MAN OVER THE WEEKEND.

WILLITS POLICE OFFICERS RESPONDED TO THE CHEVRON GAS STATION AROUND 11:45 SATURDAY EVENING TO THE REPORT OF AN ARMED ROBBERY THAT HAD JUST OCCURRED. OFFICERS DISCOVERED THAT A MALE SUSPECT HAD ENTERED THE GAS STATION BRANDISHING WHAT APPEARED TO BE A SAWED OFF SHOTGUN AND DEMANDED CASH. ONCE THE CLERK COMPLIED, THE SUSPECT FLED THE LOCATION ON FOOT TOWARDS SOUTH MAIN STREET. OFFICERS IDENTIFIED THE SUSPECT AS TORREN ANDREW HEBEL AND HE WAS TAKEN INTO CUSTODY WITHOUT INCIDENT WITH OFFICERS LOCATING THE FIREARM.

ABALONE POACHER ON MENDO COAST SENT TO PRISON (LAW) JB 12/8/14

A SACRAMENTO MAN WAS SENTENCED FRIDAY TO STATE PRISON FOR POACHING ABALONE ON THE MENDOCINO COAST.

THE MENDOCINO COUNTY DEPUTY DISTRICT ATTORNEY CONFIRMED THAT 41-YEAR-OLD DUNG VAN NGUYEN WAS SENTENCED TO 32 MONTHS IN STATE PRISON AND TAKEN INTO CUSTODY. PRISON IS A RARE PUNISHMENT FOR THE CRIME BECAUSE POACHING ALONE IS A MISDEMEANOR. FELONY CHARGES ARE DIFFICULT TO GET IN POACHING CASES, AS IT REQUIRES CONVICTIONS EITHER FOR FILING FALSE DOCUMENTS, AS IN NGUYENS CASE, OR CONSPIRACY TO TAKE ABALONE FOR COMMERCIAL PURPOSES. 313 ABALONE POACHING CASES WERE FILED IN MENDOCINO COUNTY LAST YEAR.

INVESTIGATION UNDER WAY IN LAKEPORT STORAGE FIRE (LAW) JB 12/8/14

THE LAKE COUNTY ARSON TASK FORCE IS LEADING THE INVESTIGATION INTO A FRIDAY MORNING FIRE THAT DESTROYED DOZENS OF UNITS AT A LAKEPORT MINI STORAGE FACILITY.

THE LAKE COUNTY NEWS REPORTED THAT RESOURCES FROM SEVERAL LOCAL FIRE AGENCIES WERE ON THE SCENE OF THE INCIDENT, WHICH OCCURRED AT M&M MINI STORAGE ON LAKESHORE BOULEVARD, FOR MOST OF THE DAY. THE FACILITYS OWNER STATED THAT THREE-QUARTERS OF HIS 82 STORAGE UNITS AND THEIR CONTENTS WERE DESTROYED BY THE FIRE, INCLUDING BOATS, CLASSIC CARS, TOOLS AND ANTIQUES. THE ODD TIME OF DAY, BEFORE 5 AM, WHEN PEOPLE ARENT NORMALLY COMING AND GOING FROM THE FACILITY, HAS RAISED QUESTIONS ABOUT THE FIRES POTENTIAL CAUSE.

CALTRANS TO USE HERBICIDES (TR/EVR) JB 12/8/14

CAL TRANS HAS ANNOUNCED A PLAN TO USE HERBICIDES AS PART OF A MITIGATION EFFORT AGAINST INVASIVE SPECIES.

ACCORDING TO NEW INFORMATION RELEASED IN NOVEMBER, CALTRANS PLANS TO USE HERBICIDES ON ABOUT 67 ACRES OF ITS PROPERTY OVER THE NEXT THREE YEARS IN LITTLE LAKE VALLEY. THE PLAN IS STILL CONSIDERED A DRAFT AS THE FULL EXTENT OF HERBICIDE USE, INCLUDING THE ACTIVE INGREDIENTS AND METHODS OF APPLICATION AWAIT THE ACTUAL ISSUANCE OF MITIGATION CONTRACTS DURING 2015 AND 2016. CALTRANS STATES THE NEED TO USE HERBICIDES IS TO AVOID DELAYS DUE TO THE TIME IT TAKES TO MANUALLY ELIMINATE THE PLANTS. IT REMAINS UNCLEAR WHETHER THIS FUTURE PLAN CAN OR WILL EXPAND THE USE OF HERBICIDES TO OTHER MITIGATION AREAS
