FLOOD WARNING CONTINUES FOR NAVARRO RIVER (PI) JB 12/12/14

THE FLOOD WARNING IS STILL IN EFFECT ON THE NAVARRO RIVER FOLLOWING THE RECENT STORM.

AS OF 7:15PM THURSDAY, THE NAVARRO RIVER STAGE WAS MEASURED AT 28.9 FEET. FLOOD STAGE FOR THE NAVARRO RIVER IS 23 FEET. THE WATER WILL FLOW OVER THE BANKS APPROXIMATELY 1 MILE FROM HIGHWAY 128 AND BEGIN TO FLOOD PROPERTY IN THE AREA, INCLUDING SEVERAL HOMES, IF THE WATER HITS THE 30-FOOT MARK. DRIVERS IN ALL AREAS ARE REMINDED NOT TO ATTEMPT TO DRIVE THROUGH FLOODED ROADWAYS. THE FLOOD WARNING FOR THE NAVARRO RIVER IS IN EFFECT UNTIL NOON TODAY.

UUSD STANDS BY DECISION TO STAY OPEN (ED) JB 12/12/14

THE UKIAH UNIFIED SCHOOL DISTRICT IS STANDING BY ITS DECISION TO KEEP CAMPUSES OPEN DURING YESTERDAYS STORM.

THE UKIAH DAILY JOURNAL REPORTED THAT DESPITE THE WINTER STORM ROLLING INTO MENDOCINO COUNTY, THE DISTRICT SUPERINTENDENT SAID THE CONDITIONS WERE SAFE ENOUGH TO ALLOW FOR CLASSES TO REMAIN IN SESSION. MANY OTHER SCHOOLS IN SURROUNDING AREAS ANNOUNCED CLOSURES AS EARLY AS WEDNESDAY MORNING. THE SUPERINTENDENT STATED THAT BECAUSE THERE WAS STILL POWER AND NO IMMEDIATE FLOOD RISK, THE SCHOOLS WERE DEEMED SUITABLE TO STAY OPEN. HAD THE PERKINS AND TALMAGE BRIDGES NOT BEEN CLOSED BY THE OFFICE OF EMERGENCY SERVICES, THE SCHOOL WOULD HAVE REMAINED OPEN, PROVIDING A SAFE ENVIRONMENT FOR THE CHILDREN.

DRUNK JUVENILES ARRESTED IN UKIAH (LAW) JB 12/12/14

SEVERAL UKIAH JUVENILES WERE ARRESTED THIS WEEK FOR PUBLIC INTOXICATION.

UKIAH POLICE OFFICERS RESPONDED TO AN AREA ON NORTH ORCHARD AVENUE NEAR MIDNIGHT ON MONDAY TO THE REPORT OF A LOUD DISTURBANCE. OFFICERS FOUND FOUR JUVENILES AS YOUNG AS 14 YEARS OLD INVOLVED IN A MUTUAL STRUGGLE AND WERE ALL INTOXICATED. A SHORT TIME LATER, A 13 YEAR OLD MALE JUVENILE CALLED THE POLICE WANTING A RIDE HOME FROM AN AREA NEAR KOHLS. THE BOY WAS FOUND TO BE VERY INTOXICATED AND OFFICERS DETERMINED HE WAS INVOLVED WITH THE OTHER 4 SUBJECTS. THE BOY BECAME EXTREMELY BELLIGERENT, EVEN TRYING TO SPIT ON OFFICERS. ALL FIVE SUBJECTS WERE ARRESTED FOR PUBLIC INTOXICATION.

FORT BRAGG LIFTS STAGE 1 WATER EMERGENCY (EVR) JB 12/12/14

THE CITY OF FORT BRAGG HAS LIFTED THE DECLARATION OF A STAGE 1 WATER EMERGENCY.

IN MID-SEPTEMBER, THE CITY OF FORT BRAGG DECLARED A STAGE 1 WATER EMERGENCY AND INSTITUTED MANDATORY WATER CONSERVATION MEASURES. GIVEN THE SUBSTANTIAL AMOUNT OF RAINFALL OVER THE PAST MONTH, THESE CONSERVATION MEASURES ARE NO LONGER NECESSARY TO HELP THE CITY MAINTAIN A MARGIN OF SAFETY BETWEEN ITS RAW WATER SUPPLY AND THE DAILY WATER DEMAND. WHILE THE DROUGHT IN CALIFORNIA IS NOT OVER, THE STEADY STREAM OF STORMS THIS FALL HAS HELPED REPLENISH GROUNDWATER AND FLOWS INTO LOCAL RIVERS AND STREAMS.

FLOODING CLOSES COUNTY HIGHWAYS, DAMAGE LOW (EVR) JB 12/12/14

THE DAMAGE REPORT FROM THE RECENT STORMS IS OPTIMISTIC WITH ONLY A FEW INCIDENTS REPORTED.

THE PRESS DEMOCRAT REPORTED THAT LAKE AND MENDOCINO COUNTIES EXPERIENCED SOME FLOODING, ROCK SLIDES AND DOWNED TREES IN THE MIDST OF THURSDAYS HIGHLY ANTICIPATED STORM, BUT OVERALL THE DAMAGE WAS MUCH LESS THAN EXPECTED. THERE WERE SEVERAL MUD AND ROCK SLIDES ON HIGHWAY 20 IN LAKE COUNTY BUT ONLY ONE, JUST EAST OF HIGHWAY 53, WAS CONSIDERED SIGNIFICANT. POWER OUTAGES LEFT AN ESTIMATED 3,500 MENDOCINO COUNTY HOMES, MOSTLY ON THE COAST, IN THE DARK. ABOUT 1,000 HOMES IN LAKE COUNTY WERE WITHOUT POWER AT LEAST PART OF THE DAY.

JUVENILE CAR THEFT SUSPECT ARRESTED IN UKIAH (LAW) JB 12/12/14

A 16 YEAR OLD JUVENILE WANTED FOR CAR THEFT WAS APPREHENDED IN UKIAH THIS WEEK.

UKIAH POLICE OFFICERS RESPONDED TO VINEWOOD PARK SUNDAY AFTERNOON FOR GROUP OF THREE SUBJECTS, ONE WHO BRANDISHED A KNIFE. AS OFFICERS APPROACHED, THE THREE SUBJECTS TRIED TO FLEE. ONE OF THE SUBJECTS SLIPPED AND FELL, AND THE OTHER TWO STOPPED AND ALL THREE WERE ARRESTED FOR RESISTING ARREST. ONE OF THE SUBJECTS WAS IDENTIFIED AS A 16 YEAR OLD JUVENILE WANTED IN CONNECTION WITH A STOLEN VEHICLE AND PURSUIT IN OCTOBER AND HAD A WARRANT FOR HIS ARREST. THE JUVENILE WAS BOOKED INTO JUVENILE HALL ON MULTIPLE CHARGES INCLUDING STOLEN VEHICLE AND WEAPONS POSSESSION.

DETECTIVES SEIZE STASH OF MARIJUANA (LAW) JB 12/12/14

NARCOTICS DETECTIVES CONDUCTING A FOLLOW UP INVESTIGATION IN MIDDLETOWN SEIZED 354 POUNDS OF PROCESSED MARIJUANA.

LAKE COUNTY NARCOTICS DETECTIVES WERE WORKING ON A CONTINUED INVESTIGATION INTO A LARGE SCALE MARIJUANA OPERATION ON JERUSALEM GRADE IN MIDDLETOWN. EARLIER IN JULY, MORE THAN 17,000 MARIJUANA PLANTS WERE DISCOVERED AT THE LOCATION. DETECTIVES OBSERVED EVIDENCE THAT CULTIVATION AND PROCESSING WAS STILL BEING CONDUCTED ON THE PROPERTY AND, AFTER SECURING A SEARCH WARRANT, DETECTIVES DISCOVERED 354 POUNDS OF PROCESSED MARIJUANA AND A RIFLE. THIS INVESTIGATION IS ONGOING AND DETECTIVES ARE FOLLOWING UP ON ALL LEADS.

AGENCY PARTNERSHIP PILOT PROGRAM NOW IN PLACE (LAW) JB 12/12/14

A NEW MULTI-AGENCY PARTNERSHIP TO PROTECT AGAINST ENVIRONMENTAL DAMAGE FROM MARIJUANA GROWS IS NOW IN PLACE.

THE REDWOOD TIMES REPORTED THAT THE WATERSHED ENFORCEMENT TEAM, A PILOT PROJECT, HAS BEEN PUT TOGETHER AS JOINT PROGRAM OF THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE AND THE STATE WATER RESOURCES CONTROL BOARD TO PARTICIPATE IN REGULATING THE MARIJUANA INDUSTRY AND TO PROTECT THE PUBLIC TRUST. THE WATERSHED ENFORCEMENT TEAM HAS BEEN GRANTED ADMINISTRATIVE AUTHORITY TO ISSUE FINES FOR VIOLATION OF CDFW CODES DEALING WITH WATER DIVERSION AND POLLUTION WITHOUT HAVING TO INVOLVE THE DISTRICT ATTORNEY. THE PROGRAM GIVES THE CDFW THE ABILITY TO PROTECT WATER RIGHTS AND WATER QUALITY LAWS AS SET FORTH IN THE STATE WATER CODES.
