POLICE SEEK CLEARLAKE OAKS MAN IN SHOOTING (LAW) JB 3/13/15

A CLEARLAKE OAKS MAN IS BEING SOUGHT BY POLICE ON SUSPICION OF SHOOTING ANOTHER MAN FOLLOWING A ROAD RAGE INCIDENT.

CLEARLAKE POLICE WERE DISPATCHED TO A HOME ON OLD HIGHWAY 53 WEDNESDAY EVENING AND FOUND THE 20 YEAR OLD VICTIM ON HIS PORCH SUFFERING FROM A GUNSHOT WOUND TO THE STOMACH. THE VICTIM SAID A PAIR OF MEN CONFRONTED HIM AT HIS HOME AND HE IDENTIFIED THE SUSPECTED SHOOTER AS 27-YEAR-OLD TYLER KOHO. KOHO HAD REPORTEDLY BEEN INVOLVED IN A ROAD RAGE INCIDENT WITH THE VICTIM EARLIER IN THE DAY,. THE VICTIM WAS FLOWN TO SANTA ROSA MEMORIAL HOSPITAL AND IS RECOVERING FROM MULTIPLE SURGERIES. KOHO IS 62 TALL, 300 POUNDS AND IS CONSIDERED TO BE ARMED AND DANGEROUS AND ANYONE WITH INFORMATION IS ASKED TO CALL CLEARLAKE POLICE DETECTIVE RYAN PETERSON AT 994-8251, X.320.

UKIAH POLICE GETTING NEW DISPATCH RADIO SYSTEM (LAW) JB 3/13/15

THE UKIAH POLICE DEPARTMENT HAS BEEN APPROVED TO PURCHASE A STATE OF THE ART DISPATCH SYSTEM.

ACCORDING TO THE UKIAH DAILY JOURNAL, THE UKIAH CITY COUNCIL RECENTLY APPROVED THE PURCHASE OF NEW EQUIPMENT FOR THE UKIAH POLICE DEPARTMENT THAT WILL ALLOW ITS DISPATCHERS TO WORK SEAMLESSLY WITH DISPATCHERS FROM THE MENDOCINO COUNTY SHERIFFS OFFICE. THE $220,000 SYSTEM WILL CREATE A VIRTUAL DISPATCH CENTER USING CLOUD-BASED TECHNOLOGY WHERE DISPATCHERS FROM EITHER DEPARTMENT WILL BE ABLE TO RESPOND TO 911 CALLS. THE NEW SYSTEM WILL ALSO ALLOW CITY OFFICERS AND DISPATCHERS TO COMMUNICATE DIRECTLY WITH SHERIFFS DEPUTIES, FACILITATING SMOOTHER JOINT RESPONSES.

NEW STUDENT ASSESSMENT PROGRAM STARTED (ED) JB 3/13/15

STATE SCHOOL SUPERINTENDENT TOM TORLAKSON IS ROLLING OUT A NEW STUDENT ASSESSMENT PROGRAM ACROSS CALIFORNIA.

STATE SUPERINTENDENT OF PUBLIC INSTRUCTION TOM TORLAKSON LAUNCHED A NEW ERA OF STUDENT TESTING IN THE STATE THIS WEEK, PROVIDING ONLINE EXAMS IN ENGLISH LANGUAGE ARTS AND LITERACY AND MATHEMATICS. MORE THAN 3 MILLION STUDENTS WILL TAKE THE NEW TESTS THAT ARE BASED ON THE STATES MORE CHALLENGING ACADEMIC STANDARDS. INSTEAD OF USING MULTIPLE-CHOICE ANSWERS, THE NEW TESTS ALLOW STUDENTS TO DEMONSTRATE THEIR ABILITY TO WRITE ANALYTICALLY AND THINK CRITICALLY. TORLAKSON STATED THAT STUDENTS MUST DRAW LOGICAL CONCLUSIONS AND CITE EVIDENCE FROM WHAT THEY HAVE READ, AND THEY MUST SOLVE REAL-WORLD MATH PROBLEMS.

BIKE AND PEDESTRIAN PROJECTS REQUESTED BY COUNTY (TR) JB 3/13/15

REQUESTS FOR BICYCLE AND PEDESTRIAN PROJECTS IN THE COUNTY ARE BEING SOUGHT BY THE MENDOCINO COUNCIL OF GOVERNMENTS.

ACCORDING TO A PRESS RELEASE, THE MENDOCINO COUNCIL OF GOVERNMENTS WILL CONSIDER REQUESTS FROM SCHOOLS, PRIVATE NON-PROFIT GROUPS, TRIBAL GOVERNMENTS AND OTHERS TO PARTNER ON BICYCLE AND PEDESTRIAN PROJECTS IN THE COUNTY. FUNDING FOR THE PROJECTS WOULD COME FROM THE STATES ACTIVE TRANSPORTATION PROGRAM. TO BE CONSIDERED FOR FUNDING, THE PROJECTS MUST MEET THE GOALS TO INCREASE BICYCLE AND PEDESTRIAN TRAVEL, INCREASE SAFETY AND MOBILITY OPPORTUNITIES AND ENHANCE PUBLIC HEALTH. PARTNERSHIP REQUESTS MUST BE RECEIVED BY MARCH 25 TO BE CONSIDERED BY THE MCOG.

MEMBERS OF LOCAL LAW ENFORCEMENT JOINED A NATIONAL DISCUSSION ON POLICE CULTURE AT A MEETING IN SAN FRANCISCO.

THE PRESS DEMOCRAT REPORTED THAT LAW ENFORCEMENT LEADERS FROM ACROSS NORTHERN CALIFORNIA, BROUGHT TOGETHER BY THE U.S. JUSTICE DEPARTMENT, MET IN SAN FRANCISCO ON WEDNESDAY TO TALK ABOUT BUILDING COMMUNITY TRUST AT A TIME WHEN RACIAL BIAS IN POLICING HAS COME TO THE FOREFRONT OF NATIONAL DISCUSSIONS. LEADERS FROM THE SANTA ROSA AND PETALUMA POLICE DEPARTMENTS, THE NAPA AND LAKE COUNTY SHERIFFS OFFICES AND OTHER NORTH COAST AGENCIES WERE AMONG ABOUT 160 PEOPLE WHO LISTENED TO THE JUSTICE DEPARTMENTS CIVIL RIGHTS DIVISION DESCRIBE ITS SCATHING REPORT THAT FOUND THE FERGUSON POLICE DEPARTMENT IN MISSOURI ROUTINELY VIOLATED THE CONSTITUTIONAL RIGHTS OF AFRICAN AMERICANS. NAPA COUNTY RESTAURANT LINKED TO HEPATITIS CASES (PI) JB 3/13/15

A NAPA COUNTY RESTAURANT HAS BEEN LINKED TO A PAIR OF RECENT HEPATITIS A CASES.

NAPA COUNTYS PUBLIC HEALTH DEPARTMENT IS INVESTIGATING THE FIRST CONFIRMED CASES OF ACUTE HEPATITIS A IN MORE THAN 5 YEARS AFTER CONFIRMING 5 CASES IN THE PAST TWO WEEKS. TWO OF THE REPORTED CASES INVOLVE EMPLOYEES AT LA TOQUE RESTAURANT AND BANK CAFÉ AND BAR IN THE WESTIN VERASA NAPA HOTEL. HEALTH OFFICIALS STATED THAT PEOPLE WHO ATE OR DRANK AT LA TOQUE BETWEEN FEBRUARY 9 AND FEBRUARY 26 COULD POSSIBLY HAVE BEEN EXPOSED TO THE VIRUS AND SHOULD MONITOR THEIR CONDITION FOR APPROXIMATELY 50 DAYS. THE OTHER THREE CASES OF HEPATITIS IN THE COUNTY ARE NOT CONNECTED TO THE RESTAURANT AND THE ORIGINAL SOURCE OF THE INFECTIONS HAS NOT BEEN CONFIRMED.

CHANCE OF MAJOR EARTHQUAKE IN STATE INCREASED (EVR) JB 3/13/15

A NEW REPORT SHOWS AN INCREASE IN THE POSSIBILITY OF A MAJOR EARTHQUAKE HITTING CALIFORNIA IN THE NEXT 30 YEARS.

THE U.S. GEOLOGICAL SURVEY ANNOUNCED TUESDAY THAT IS HAS ALTERED ITS FORECAST TO SHOW AN INCREASE FROM PREVIOUS STUDIES OF THE CHANCE OF AN EARTHQUAKE WITH A MAGNITUDE OF 8.0 OR HIGHER HITTING CALIFORNIA IN THE NEXT SEVERAL DECADES. THE USGS STATED THAT THE NEW LIKELIHOODS ARE DUE TO THE INCLUSION OF POSSIBLE MULTI-FAULT RUPTURES, WHERE EARTHQUAKES ARE NO LONGER CONFINED TO SEPARATE INDIVIDUAL FAULTS, BUT CAN OCCASIONALLY RUPTURE MULTIPLE FAULTS SIMULTANEOUSLY. THE CHANCE OF AN 8.0 OR HIGHER QUAKE HITTING THE STATE IN THE NEXT 30 YEARS HAS BEEN RAISED FOR 4.7 PERCENT TO 7 PERCENT.
