MURDER-SUICIDE SUSPECTED IN YOUNTVILLE SHOOTING (LAW) JB 3/17/15

A DOUBLE SHOOTING YOUNTVILLE ON MONDAY IS BEING INVESTIGATED BY AUTHORITIES AS A POSSIBLE MURDER-SUICIDE.

ACCORDING TO SEVERAL SOURCES, A DISPUTE BETWEEN A NAPA VINTNER AND A FORMER INVESTOR TURNED DEADLY JUST BEFORE NOON ON MONDAY. THE VINTNER, ROBERT DAHL, HAD AN EARLY MORNING MEETING WITH HIS FORMER INVESTOR, EMAD TAWFILIS, AT DAHLS WINERY ABOUT A DISPUTE OVER A $1.2 MILLION LOAN. AT SOME POINT AFTER THE MEETING, DAHL ALLEGEDLY SHOT THE INVESTOR AND THEN FLED IN A BLACK SUV. THE SUV DROVE DOWN DRY CREEK ROAD, WITH DEPUTIES IN PURSUIT, UNTIL IT TURNED ONTO WALL ROAD AND THEN ONTO PRIVATE PROPERTY. WHEN DEPUTIES AND SWAT REACHED THE SUV, THEY ALLEGEDLY FOUND THAT THE DRIVER, SUSPECTED TO BE DAHL, DEAD FROM AN APPARENT SELF-INFLICTED GUNSHOT WOUND. THE DETAILS OF WHAT EXACTLY LEAD UP TO THE MURDER-SUICIDE ARE STILL UNDER INVESTIGATION BY LAW ENFORCEMENT OFFICIALS.

KONOCTI CAMP INMATE CAPTURED IN SOUTHERN CAL (LAW) JB 3/17/15

THE INMATE WHO WALKED AWAY FROM THE KONOCTI CONSERVATION CAMP ON FRIDAY HAS BEEN CAPTURED IN SOUTHERN CALIFORNIA.

37-YEAR-OLD JAMES BELLINO WAS LISTED AS MISSING FROM THE CAMP FOLLOWING AN INMATE COUNT FRIDAY EVENING. THE ESCAPE PROMPTED A MULTI-AGENCY SEARCH ACROSS LAKE COUNTY. THE CALIFORNIA DEPARTMENT OF CORRECTION RECEIVED NOTIFICATION SUNDAY NIGHT THAT MEMBERS OF THE SPECIAL SERVICE UNIT AND FUGITIVE APPREHENSION TEAM CAPTURED BELLINO IN LOS ANGELES. BELLINO WILL NOW BE TRANSPORTED BACK TO THE CALIFORNIA CORRECTIONAL CENTER IN SUSANVILLE AND WILL NOT BE ELIGIBLE TO BE REHOUSED IN A CONSERVATION CAMP.

FORT BRAGG HIRES LA CANDIDATE AS NEW POLICE CHIEF (LAW) JB 3/17/15

THE CITY OF FORT BRAGG HAS HIRED A NEW POLICE CHIEF WITH PREVIOUS EXPERIENCE WITHIN THE LOS ANGELES POLICE DEPARTMENT.

AFTER CONDUCTING A NATIONWIDE RECRUITMENT PROCESS, THE CITY OF FORT BRAGG HAS HIRED FABIAN LIZARRAGA AS THEIR NEW CHIEF OF POLICE. LIZERRAGA HAS 37 YEARS OF LAW ENFORCEMENT EXPERIENCE WITH THE LAPD WITH HIS ASSIGNMENTS INCLUDING UNDERCOVER AND GANG SUPPRESSION, INTERNAL AFFAIRS, AND COMMANDING THE DEPARTMENTS JUVENILE DIVISION. LIZERRAGAS APPOINTMENT TO THE POSITION OFFICIALLY REPLACES FORMER CHIEF SCOTT MAYBERRY, WHO RESIGNED LAST SUMMER AFTER SERVING THREE AND A HALF YEARS WITH THE FORT BRAGG POLE DEPARTMENT.

ATTEMPTED BURGLARY AT UKIAH SOFTBALL FIELDS (LAW) JB 3/17/15

UKIAH POLICE OFFICERS ARRESTED TWO PEOPLE FOR ALLEGEDLY ATTEMPTING BURGLARIZE THE MAINTENANCE ROOM AT THE SOFTBALL FIELDS.

UKIAH POLICE WERE DISPATCHED TO THE CITY OF UKIAH SOFTBALL FIELDS FOR A REPORT OF A BURGLARY ALARM ACTIVATION IN THE FACILITIES MAINTENANCE ROOM. ON ARRIVAL OFFICERS FOUND THE DOORS TO THE MAINTENANCE BUILDING FORCED OPEN. OFFICERS BEGAN SEARCHING THE AREA AND FOUND 42-YEAR-OLD JEROME WOLTER AND 44- YEAR-OLD JENIFER BORGES IN A PARKED VEHICLE IN THE AREA. WOLTER AND BORGES CLAIMED TO HAVE BEEN SLEEPING IN THE VEHICLE. WHILE OFFICERS SPOKE WITH WOLTER AND BORGES BOTH WERE DISPLAYING SYMPTOMS OF BEING UNDER THE INFLUENCE OF A CONTROLLED SUBSTANCE. BORGES WAS DETERMINED TO BE ON PROBATION AND ADDITIONALLY CHARGED WITH VIOLATION OF HER PROBATION. DURING A SEARCH OF THE VEHICLE ADDITIONAL EVIDENCE LINKING THE TWO TO THE BURGLARY OF THE BUILDING WAS FOUND AND BOTH SUSPECTS WERE BOOKED INTO THE MENDOCINO COUNTY JAIL

MCGUIRE MOVES TO SAVE UPPER LAKE BANK (GOV/ECN) JB 3/17/15

SENATOR MIKE MCGUIRE IS MAKING EFFORTS TO SAVE UPPER LAKE FROM LOSING ITS ONLY BANK.

ACCORDING TO THE RECORD-BEE, SENATOR MIKE MCGUIRE APPEALED TO THE CALIFORNIA DEPARTMENT OF BUSINESS OVERSIGHT FOR HELP IN AN EFFORT TO PREVENT WESTAMERICA BANK FROM CLOSING THEIR UPPER LAKE BRANCH. WESTAMERICA BANKS PROPOSED UPPER LAKE BRANCH CLOSURE WAS INITIALLY APPROVED BY THE DEPARTMENT OF BUSINESS OVERSIGHT. HOWEVER, AFTER RESIDENTS AND BUSINESS OWNERS RALLIED TO RAISE AWARENESS OF THE IMPACT THE CLOSURE WOULD HAVE ON THE LARGER COMMUNITY, THE DEPARTMENT RE-OPENED ITS CASE. FIREFIGHTERS IN FORT BRAGG RECEIVED SOME REAL WORLD TRAINING AS THEY BATTLED A FIRE AT A HOME OVER THE WEEKEND.

TWENTY-SEVEN FORT BRAGG VOLUNTEER FIREFIGHTERS PRACTICED FIRE SUPPRESSION TECHNIQUES DURING A TRAINING EXERCISE AT AN OLD OCEAN BLUFF HOME DONATED TO THE DEPARTMENT FOR TRAINING. THE TWO-STORY HOME AT THE END OF OCEAN DRIVE WAS SCHEDULED FOR DEMOLITION BUT THE HOMEOWNERS DECIDED TO DONATE THE HOME TO THE FIRE DEPARTMENT FOR THEIR TRAINING EXERCISES. FIREFIGHTERS WERE ABLE TO LEARN GOOD LESSONS ON WORKING IN CRAMPED QUARTERS AS THEY REPEATEDLY SUPPRESSED FIRES ON THE SMALL STAIRWAY AND LOW CEILINGS OF THE HOME. THE ORT BRAGG FIRE CHIEF SAID THE BOTH NEW FIREFIGHTERS AND VETERANS BENEFITED FROM THE REAL-WORLD EXPERIENCE OF THE EXERCISE.

OLD REDWOOD HIGHWAY WAS SHUT DOWN FOR MORE THAN FIVE HOURS WHILE SONOMA COUNTY SHERIFFS PERSONNEL SWEPT THE GROUNDS AND BUILDINGS WITH ASSISTANCE OF A BOMB-DETECTION DOG BROUGHT IN BY THE SAN FRANCISCO POLICE DEPARTMENT. NO BOMB WAS FOUND DURING THE SEARCH AND PROPERTY CRIMES DETECTIVES WERE INVESTIGATING WHO MADE THE PHONE CALLS TO THE CARDINAL NEWMAN PRINCIPAL WARNING THAT A BOMB WAS ON CAMPUS, BUT AS OF FRIDAY EVENING NO ARRESTS HAD BEEN MADE.

AN INMATE FROM THE CALIFORNIA CORRECTIONAL CENTER WALKED AWAY FROM THE KONOCTI CONSERVATION CAMP OVER THE WEEKEND.

37-YEAR-OLD MINIMUM-SECURITY INMATE, JAMES BELLINO, WAS ASSIGNED TO AN INMATE FIREFIGHTING CREW WHEN HE WAS REPORTED MISSING AT THE INMATE COUNT FRIDAY EVENING. BELLINO WAS SERVING A MULTI-YEAR SENTENCE AND WAS SCHEDULED TO BE RELEASED IN JULY OF NEXT YEAR. HE IS DESCRIBED AS 62 TALL, 207 POUNDS WITH GREEN EYES AND A SHAVED HEAD AND AUTHORITIES SAID HE WAS LAST SEEN WEARING GRAY SWEATPANTS, A WHITE TANK TOP AND WHITE TENNIS SHOES. ANYONE SEEING BELLINO SHOULD CALL 911 OR LAW ENFORCEMENT AUTHORITIES IMMEDIATELY.

ACCORDING TO THE UKIAH DAILY JOURNAL, THE UKIAH UNIFIED SCHOOL DISTRICT BOARD OF TRUSTEES THURSDAY VOTED TO REFUND MORE OF THE DEVELOPERS FEES IT COLLECTED BEFORE A JUDGE DECLARED THEM INVALID. A DISTRICT REPRESENTATIVE SAID THERE IS CURRENTLY $945,000 IN THE UUSDS DEVELOPER FEE ACCOUNT, AND THE DISTRICT PLANS TO OFFER REFUNDS TO 41 DEVELOPERS WHO PAID FEES BETWEEN MAY 9, 2012, AND OCT. 26, 2013. IF ALL DEVELOPERS REQUEST REFUNDS, THE TOTAL REFUNDED WOULD AMOUNT TO JUST UNDER $175,000. CLEARLAKE POLICE WERE NOTIFIED THAT A SUBJECT WEARING DARK-COLORED CLOTHING HAD JUST SMASHED THE WINDOW OF AN OPTOMETRISTS OFFICE ON OLD HIGHWAY 53. UPON THEIR ARRIVAL, OFFICERS WITNESSED 21 YEAR OLD PATRICK JAMES POTTER RUNNING AWAY FROM THE SCENE. AFTER CHASING POTTER ON FOOT, OFFICERS DEPLOYED K9 OFFICER DEX TO APPREHEND POTTER. DEX BECAME BRIEFLY TANGLED IN A BARBED WIRE FENCE DURING THE PURSUIT BUT SUCCESSFULLY APPREHENDED POTTER A SHORT TIME LATER AND THE 21 YEAR OLD WAS ARRESTED AND BOOKED INTO THE LAKE COUNTY JAIL ON A NO-BAIL STATUS.

RECENT WORK ON THE TUNNEL AND TRACK ON THE SKUNK TRAIN RAIL LINE HAVE PROMPTED UNFOUNDED RUMORS OF A TUNNEL COLLAPSE.

AFTER HEARING SEVERAL RUMORS OF A POSSIBLE TUNNEL COLLAPSE ON THE LINE, THE SKUNK TRAIN GENERAL MANAGER STATED THAT REHABILITATION PROJECTS NEAR TUNNEL NUMBER 1 ON THE LINE HAVE BEEN PLANNED FOR A LONG TIME. WORK ON THE HILLSIDE ABOVE THE TUNNEL HAS SENT DEBRIS DOWN ONTO THE TRACKS ON THE FORT BRAGG SIDE, BUT THE TUNNEL ITSELF IS COMPLETELY SOUND. A CLEARLAKE OAKS MAN IS BEING SOUGHT BY POLICE ON SUSPICION OF SHOOTING ANOTHER MAN FOLLOWING A ROAD RAGE INCIDENT.

CLEARLAKE POLICE WERE DISPATCHED TO A HOME ON OLD HIGHWAY 53 WEDNESDAY EVENING AND FOUND THE 20 YEAR OLD VICTIM ON HIS PORCH SUFFERING FROM A GUNSHOT WOUND TO THE STOMACH. THE VICTIM SAID A PAIR OF MEN CONFRONTED HIM AT HIS HOME AND HE IDENTIFIED THE SUSPECTED SHOOTER AS 27-YEAR-OLD TYLER KOHO. KOHO HAD REPORTEDLY BEEN INVOLVED IN A ROAD RAGE INCIDENT WITH THE VICTIM EARLIER IN THE DAY,. THE VICTIM WAS FLOWN TO SANTA ROSA MEMORIAL HOSPITAL AND IS RECOVERING FROM MULTIPLE SURGERIES. TWO OF THE REPORTED CASES INVOLVE EMPLOYEES AT LA TOQUE RESTAURANT AND BANK CAFÉ AND BAR IN THE WESTIN VERASA NAPA HOTEL. HEALTH OFFICIALS STATED THAT PEOPLE WHO ATE OR DRANK AT LA TOQUE BETWEEN FEBRUARY 9 AND FEBRUARY 26 COULD POSSIBLY HAVE BEEN EXPOSED TO THE VIRUS AND SHOULD MONITOR THEIR CONDITION FOR APPROXIMATELY 50 DAYS. A NEW REPORT SHOWS AN INCREASE IN THE POSSIBILITY OF A MAJOR EARTHQUAKE HITTING CALIFORNIA IN THE NEXT 30 YEARS.

THE U.S. GEOLOGICAL SURVEY ANNOUNCED TUESDAY THAT IS HAS ALTERED ITS FORECAST TO SHOW AN INCREASE FROM PREVIOUS STUDIES OF THE CHANCE OF AN EARTHQUAKE WITH A MAGNITUDE OF 8.0 OR HIGHER HITTING CALIFORNIA IN THE NEXT SEVERAL DECADES. THE USGS STATED THAT THE NEW LIKELIHOODS ARE DUE TO THE INCLUSION OF POSSIBLE MULTI-FAULT RUPTURES, WHERE EARTHQUAKES ARE NO LONGER CONFINED TO SEPARATE INDIVIDUAL FAULTS, BUT CAN OCCASIONALLY RUPTURE MULTIPLE FAULTS SIMULTANEOUSLY. CONSULTANTS RESEARCHING THE PROPOSED MERGER OF UKIAH VALLEYS FIRE SERVICES HAVE CONCLUDED THAT THE MOVE IS NOT A VIABLE OPTION.

THE UKIAH DAILY JOURNAL REPORTED THAT, ACCORDING TO A PRESENTATION GIVEN TUESDAY BY CITYGATE ASSOCIATES, A COMPLETE MERGER OF THE UKIAH FIRE DEPARTMENT AND THE UKIAH VALLEY FIRE DISTRICT WOULD BE QUITE DIFFICULT. A REPRESENTATIVE OF THE FIRM SAID ANY CHANGE OF THE DISTRICTS BOUNDARIES MUST BE APPROVED BY MENDOCINO COUNTYS LOCAL AGENCY FORMATION COMMISSION, AND THAT HIS RESEARCH INDICATED AN ANNEXATION OF THE CITY INTO THE DISTRICT WOULD ONLY BE POSSIBLE IF SEVERAL THINGS COULD BE DONE, INCLUDING THE CITY PERMANENTLY TRANSFERRING ENOUGH PROPERTY TAX REVENUES TO THE DISTRICT TO SUPPORT THE $2.3 MILLION IN CITY FIRE DEPARTMENT EXPENSES. THE LAKEPORT POLICE DEPARTMENT IS ASKING FOR THE PUBLICS HELP IN IDENTIFYING THE INDIVIDUALS RESPONSIBLE FOR RASH OF ACTS OF VANDALISM.

THE LAKEPORT POLICE CHIEF STATED THAT THE INCIDENTS, WHICH BEGAN LATE LAST MONTH, HAVE RESULTED IN THOUSANDS OF DOLLARS IN DAMAGE TO BUSINESSES AND CITY FACILITIES. THE MOST RECENT CASE OF VANDALISM OCCURRED EITHER LATE TUESDAY NIGHT OR EARLY WEDNESDAY MORNING WHEN A GLASS DOOR AT THE LAKEPORT LIBRARY WAS COMPLETELY SMASHED OUT. EARLY ESTIMATES INDICATE THAT AT LEAST $4,000 IN DAMAGE HAS BEEN DONE TO BOTH PUBLIC AND PRIVATE PROPERTY AS A RESULT OF THE VANDALISM. THE CALIFORNIA BOARD OF EDUCATION SUSPENDED THE STATE’S SCHOOL ACCOUNTABILITY SYSTEM ON WEDNESDAY FOR ONE YEAR TO GIVE TEACHERS AND STUDENTS TIME TO ADJUST TO NEW STANDARDIZED TESTS ALIGNED WITH COMMON CORE STANDARDS. THE BOARD VOTED AT A MEETING IN SACRAMENTO NOT TO PRODUCE AN ACADEMIC PERFORMANCE INDEX FOR THE 2014-15 SCHOOL YEAR. WESTAMERICA HAD NOTIFIED THE DEPARTMENT IN A LETTER ON DECEMBER 31 THAT IT INTENDED TO CLOSE THE BRANCH LOCATED ON MAIN STREET IN UPPER LAKE. HOWEVER, SINCE THEN, UPPER LAKE RESIDENTS AND LOCAL OFFICIALS HAVE BROUGHT TO LIGHT THE PLANNED CLOSURES POTENTIAL IMPACTS. SINCE 1989, THE RECOMMENDATION OF TWO DOSES OF THE MMR VACCINE ARE MORE THAN 99 PERCENT EFFECTIVE IN PREVENTING MEASLES. FOR INDIVIDUALS THAT ARE UNABLE TO OBTAIN THE MMR VACCINE THROUGH THEIR MEDICAL PROVIDER OR PHARMACY, PUBLIC HEALTH HAS A SMALL SUPPLY OF MMR VACCINE FOR INDIVIDUALS WHO QUALIFY, WITH THE COST OF THE VACCINE WAIVED DUE TO THE EPIDEMIC. DAMAGED CAUSED TO A RENTAL UNIT FROM AN ILLEGAL POT GROW HAS LEAD TO A GRATON MAN BEING ORDERED TO PAY OVER $100,000 TO HIS LANDLORD.

AFTER PLEADING NO CONTEST TO FELONY DRUG CHARGES LAST APRIL, 56 YEAR OLD ALLEN STERNIK HAS NOW BEEN ORDERED TO PAY $102,000 IN RESTITUTION TO HIS FORMER LANDLORD AS PART OF A PLEA AGREEMENT. STERNIK WAS FOUND TO BE GROWING MARIJUANA IN A RENTAL UNIT WITHOUT THE LANDLORDS PERMISSION DURING THE TEN YEARS HE RENTED THE HOUSE. DAMAGE TO THE HOME FROM THE POT GROW INCLUDED BLACK MOLD ON THE WALLS, DESTROYED CARPETING, AND HOLES CUT IN THE WALLS TO VENTILATE HEAT CAUSED BY LARGE GROW LIGHTS. PROSECUTORS ALSO STATED THAT, IN AN EFFORT TO AVOID THE GROW BEING DISCOVERED, STERNIK FAILED TO NOTIFY THE LANDLORD OF ROOF DAMAGE THAT LEAD TO WATER LEAKING INTO THE HOME.

SONOMA COUNTY APPROVES LYTTON POMO DEAL (ECN) JB 3/11/15

A SWEEPING LAND DEAL WITH THE LYTTON BAND OF POMO INDIANS WAS UNANIMOUSLY APPROVED BY THE SONOMA COUNTY BOARD OF SUPERVISORS.

AFTER EIGHT YEARS OF NEGOTIATIONS, THE LYTTON BAND OF POMO INDIANS HAS REACHED AN AGREEMENT WITH SONOMA COUNTY THAT OPENS THE DOOR FOR A NEW HOUSING DEVELOPMENT AND POSSIBLE RESORT AND WINERY. AN ATTORNEY FOR THE TRIBE STATED THAT THE AGREEMENT WILL CREATE A HOMELAND FOR THE TRIBE FOR THE FIRST TIME IN HISTORY, ALLOWING TRIBAL MEMBERS TO PURSUE NON-GAMING ECONOMIC DEVELOPMENT. THE AGREEMENT IS TO BE IN PLACE FOR 22 YEARS, WITH THE TRIBE PAYING THE COUNTY A ONE-TIME FEE OF $6.1 MILLION FOR IMPACTS TO COUNTY ROADS, PARKS AND WOODLANDS. THE TRIBE WILL ALSO BE RESPONSIBLE FOR ITS SHARE OF PROPERTY AND HOTEL-BED TAXES, EVEN THOUGH THE LAND WILL BE IN FEDERAL TRUST.

TWO NEW STATE GRANTS HAVE BEEN RECEIVED BY HABITAT FOR HUMANITY LAKE COUNTY.

ACCORDING TO THE LAKE COUNTY NEWS, HABITAT FOR HUMANITY LAKE COUNTY HAS RECEIVED TWO STATE GRANTS TOTALING $840,000 TO CONTINUE TO EXPAND ITS SERVICES, BOTH FOR FIRST-TIME HOME BUYERS AND FOR THOSE WHO NEED CRITICAL HOME REPAIRS. THE GRANTS ARE THROUGH THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENTS CALHOME PROGRAM. THE FIRST GRANT OF $540,000 PROVIDES MORTGAGE ASSISTANCE FOR FIRST-TIME HOMEBUYERS WITHIN THE CITY OF CLEARLAKE. THE SECOND GRANT OF $300,000 OFFERS MORTGAGE AND REHABILITATION ASSISTANCE TO OWNERS OF MANUFACTURED HOMES THROUGHOUT LAKE COUNTY.

AN ATTACK ON FORD ROAD IN UKIAH LEADS TO THE ARREST OF A MAN ON CHARGES OF STRONG ARM ROBBERY.

ACCORDING TO POLICE REPORTS, AN ADULT MALE VICTIM WHO WAS SITTING ON THE SIDEWALK ON FORD ROAD WAS SUDDENLY ATTACKED BY 43-YEAR-OLD PATRICK TAYLOR. AFTER PUNCHING THE VICTIM IN THE HEAD SEVERAL TIMES, TAYLOR MADE OFF WITH THE VICTIMS BACKPACK AND OTHER PERSONAL PROPERTY. RESPONDING DEPUTIES COULD NOT LOCATE TAYLOR THAT EVENING BUT WERE CALLED AGAIN TO AN AREA ON BRUSH STREET THE FOLLOWING DAY TO BREAK UP ANOTHER FIGHT BETWEEN THE TAYLOR AND THE VICTIM. THE VICTIMS BACKPACK WAS RECOVERED AND TAYLOR WAS ARRESTED AND BOOKED INTO THE MENDOCINO COUNTY JAIL WITH BAIL SET AT $150,000.

SENATOR BOXER, A SENIOR MEMBER OF THE SENATE FOREIGN RELATIONS COMMITTEE, HAS INTRODUCED THE IRAN CONGRESSIONAL OVERSIGHT ACT OF 2015 TO OVERSEE ANY NUCLEAR DEAL WITH IRAN. A 6 YEAR OLD GIRL IS FIGHTING FOR HER LIFE AFTER BEING STRUCK BY A VEHICLE IN A CROSSWALK IN SANTA ROSA.

ACCORDING TO POLICE REPORTS, THE GIRL AND HER MOTHER WERE CROSSING PETALUMA HILL ROAD SUNDAY EVENING WHEN THE ACCIDENT OCCURRED. A FORD FOCUS DRIVEN BY A 67 YEAR OLD SANTA ROSA RESIDENT FAILED TO STOP FOR THE PAIR AND STRUCK THE LITTLE GIRL, KNOCKING HER SEVERAL FEET INTO THE NORTHBOUND LANE. THE GIRL WAS TAKEN TO SANTA ROSA MEMORIAL HOSPITAL THEN FLOWN TO CHILDRENS HOSPITAL IN OAKLAND. SONOMA COUNTY IS SET TO REACH A LAND SETTLEMENT DEAL WITH THE LYTTON BAND OF POMO INDIANS.

ACCORDING TO THE PRESS DEMOCRAT, SONOMA COUNTY SUPERVISORS ARE POISED TUESDAY TO SIGN AN AGREEMENT WITH THE LYTTON BAND OF POMO INDIANS THAT SUPPORTS THEIR PLANNED TRIBAL HOUSING AND COMMUNITY CENTER ON WINDSORS WESTERN BOUNDARY, AND THE EXPANSION OF THEIR PROPOSED TRIBAL LANDS TO INCLUDE A FUTURE RESORT AND WINERY. THE DEAL WOULD PROHIBIT A CASINO AND ALSO ENSURE THE TRIBE DEVELOPS MOST OF ITS PROPERTY ACCORDING TO THE COUNTY AND WINDSOR GENERAL PLANS OTHER THAN A WINERY OF UP TO 200,000 CASES AND A 200-ROOM RESORT. THANKS TO VIDEO SURVEILLANCE EVIDENCE, OFFICERS WERE ABLE TO IDENTIFY MARCHANT AND HIS VEHICLE AS BEING THE MAIN SUSPECT IN THE ROBBERIES. AFTER BEING APPREHENDED DURING A TRAFFIC STOP BY DETECTIVES, A SEARCH OF MARCHANTS HOME REVEALED FURTHER EVIDENCE, INCLUDING A PELLET GUN RESEMBLING A REAL FIREARM, LINKING HIM TO THE STRING OF ROBBERIES. FORT BRAGG POLICE OFFICERS RECEIVED A REPORT THIS WEEK OF A THEFT OF PROPERTY FROM AN UNLOCKED VEHICLE IN THE COAST CINEMAS PARKING LOT. THE VICTIM STATED THAT, AFTER RETURNING FROM THE MOVIES, SHE REALIZED THAT HER BRIEFCASE WAS MISSING, CONTAINING HER APPLE MACBOOK PRO, NIKON DIGITAL CAMERA, AND A BOOK OF PERSONAL CHECKS. A HOUSE FIRE IN ROHNERT PARK LEADS TO THE ARREST OF THE RESIDENT ON SUSPICION OF RUNNING A HASH OIL PRODUCTION OPERATION.

FIRE CREWS RESPONDED TO A RESIDENCE ON ALTA AVENUE WEDNESDAY AFTERNOON TO THE REPORTS OF SMOKE COMING FROM THE ROOF OF THE HOUSE. DURING THEIR FIRE SUPPRESSION EFFORTS, FIREFIGHTERS FOUND SEVERAL BUTANE CANISTERS IN THE HOME AS WELL AS OTHER UNSPECIFIED EVIDENCE RELATED TO HASH OIL PRODUCTION. THE HOUSE SUFFERED AN ESTIMATED $100,000 IN DAMAGE AND THE SUSPECT, 33 YEAR OLD JODY PERRY, WAS ARRESTED ON SUSPICION OF MANUFACTURING A CONTROLLED SUBSTANCE AND VIOLATION OF PROBATION.

A UKIAH TEEN WAS ARRESTED THIS WEEK AFTER BRANDISHING A KNIFE AND THREATENING TO KILL A VICTIM DURING A FIGHT.

UKIAH POLICE OFFICERS WERE DISPATCHED TO AN AREA OF SOUTH STATE STREET TO THE REPORT OF A FIGHT BETWEEN TWO MALES, ONE OF THEM ARMED WITH A KNIFE. THE ARMED SUSPECT WAS IDENTIFIED AS 19-YEAR-OLD THOMAS HANOVER, WHO REPORTEDLY HAD BEEN FOLLOWING TWO FEMALES, ATTEMPTING TO ARGUE WITH ONE OF THEM. THE MALE VICTIM ATTEMPTED TO STOP THE ARGUMENT AT WHICH TIME HANOVER DISPLAYED A KNIFE AND THREATENED TO KILL THE VICTIM. HANOVER WAS ARRESTED FOR MAKING TERRORIST THREATS AND ASSAULT WITH A DEADLY WEAPON AND BOOKED INTO THE MENDOCINO COUNTY JAIL.

CHARGES HAVE BEEN ANNOUNCED AGAINST THE MOTHER OF AN INFANT FOUND DEAD NEAR THE SACRAMENTO RIVER.

THE YOLO COUNTY DISTRICT ATTORNEY ANNOUNCED THAT 23 YEAR OLD SAMANTHA GREEN OF WOODLAND HAS BEEN CHARGED WITH INVOLUNTARY MANSLAUGHTER AND ABUSING OR ENDANGERING THE HEALTH OF A CHILD AS SHE FACED HER FIRST COURT APPEARANCE ON WEDNESDAY. SHE WAS ARRESTED SATURDAY IN CONNECTION WITH THE DEATH OF HER 2 WEEK OLD SON, JUSTICE REES. THE CHARGES ALSO INCLUDE AN ENHANCEMENT FOR INFLICTING GREAT BODILY INJURY ON A CHILD UNDER AGE 5 DURING THE COMMISSION OF A FELONY.

STREAMS CLOSING TO SALMON, STEELHEAD FISHING (EVR/LAW) JB 3/5/15

ANGLERS ARE BEING MADE AWARE OF NEW REGULATION CHANGES FOR SPORT FISHING IN RIVERS ON THE NORTH COAST.

THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE IS REMINDING ANGLERS THAT SPORT FISHING REGULATION CHANGES HAVE GONE INTO EFFECT FOR COASTAL STREAMS IN MENDOCINO, SONOMA AND MARIN COUNTIES. LOW FLOW CLOSURES ON AREA STREAMS WILL BE IN EFFECT UNTIL APRIL 30, BASED ON GAUGES ON THE NAVARRO, GUALALA AND RUSSIAN RIVERS. THE RIVERS AND THEIR TRIBUTARY STREAMS WILL BE CLOSED TO FISHING WHEN STREAM CONDITIONS FALL BELOW THEIR MINIMUM FLOW LEVELS. ANGLERS ARE ENCOURAGED TO CONTACT THE DFW FOR UP TO DATE RIVER CLOSURE INFORMATION BEFORE TAKING TO THE RIVERS.

MENDOCINO SUPPORTS LAST CHANCE BYPASS (TR) JB 3/5/15

MENDOCINO COUNTY HAS NOW JOINED THE EFFORT FOR AN ALTERNATE ROUTE ALONG HIGHWAY 101 AROUND LAST CHANCE GRADE NEAR CRESCENT CITY.

THE MENDOCINO COUNTY BOARD OF SUPERVISORS APPROVED A LETTER OF SUPPORT TO THE DEL NORTE COUNTY LAST CHANCE ADVISORY COMMITTEE CHAIR. HE AND TWO DEL NORTE COUNTY SUPERVISORS VISITED MENDOCINO TUESDAY MORNING THANKING THE BOARD FOR THEIR PROACTIVE POSITION. DEL NORTE COUNTY NOW HAS 35 LETTERS OF SUPPORT FROM VARIOUS CITIES, COUNTIES AND RANCHERIA TRIBES. DEL NORTE SUPERVISOR ROGER GITLIN SAYS THE COUNTY WILL PRESENT THOSE LETTERS AT A LATER DATE TO CAL TRANS AND THE DEL NORTE COUNTY LOCAL TRANSPORTATION COMMISSION.

LAKE COUNTY TO GET $900K IN FLOOD FUNDS (GOV) JB 3/5/15

GOVERNOR BROWN HAS PROCLAIMED A STATE OF EMERGENCY IN LAKE COUNTY FROM THE DECEMBER STORMS, GARNERING THE COUNTY NEARLY $1 MILLION FOR REPAIRS.

ACCORDING TO THE LAKE COUNTY NEWS, THE COUNTY OF LAKE AND THE CITIES OF CLEARLAKE AND LAKEPORT ARE SET TO RECEIVE MORE THAN $900,000 IN EMERGENCY FUNDING AS A RESULT OF A PROCLAMATION ISSUED BY THE GOVERNOR ON MONDAY. THE DECEMBER STORM BROUGHT HEAVY RAINS, STRONG WINDS AND FLOODING THAT RESULTED IN OVER $4 MILLION IN DAMAGES, INCLUDING DAMAGE TO SODA BAY ROAD IN KELSEYVILLE AND THE HILL ROAD EAST LANDSLIDE IN NORTH LAKEPORT. THE FUNDING WILL ALLOW LAKE COUNTY TO RECOVER SOME OF THE COSTS OF THE NUMEROUS CLEANUP AND REPAIR PROJECTS CONDUCTED AS A RESULT OF THE STORM.

LUCERNE PAIR ARRESTED ON DRUG CHARGES (LAW) JB 3/5/15

TWO RESIDENTS OF LUCERNE WERE ARRESTED ON DRUG CHARGES IN CALISTOGA OVER THE WEEKEND

A NAPA COUNTY SHERIFFS DEPUTY PATROLLING IN CALISTOGA STOPPED TO CONDUCT A WELFARE CHECK ON A VEHICLE ON LAKE COUNTY HIGHWAY AT ROBERT LOUIS STEVENSON PARK LATE SATURDAY NIGHT. THE DEPUTY FOUND THE OCCUPANTS, 43-YEAR-OLD GEORGE SHANNON WAGNER AND 26-YEAR-OLD BRIANNA ALLEN, BOTH SHOWING SIGNS OF BEING UNDER THE INFLUENCE OF A CONTROLLED SUBSTANCE. A SEARCH OF THE VEHICLE YIELDED FIVE OUNCES OF SUSPECTED METHAMPHETAMINE. BOTH WAGNER AND ALLEN WERE ARRESTED ON MULTIPLE CHARGES AND BOOKED INTO THE NAPA COUNTY JAIL.

OFFICIALS ON THE NORTH COAST ARE WARNING OF A POTENTIAL EARLY MOSQUITO HATCH THIS YEAR.

THE PRESS DEMOCRAT REPORTED THAT AGGRESSIVE AND POTENTIALLY DISEASE-CARRYING MOSQUITOES ARE HATCHING AHEAD OF SCHEDULE AND IN GREATER NUMBERS IN SEVERAL COUNTIES, PROMPTING OFFICIALS TO ISSUE EARLY PLEAS FOR THE PUBLIC TO TAKE PRECAUTIONS AGAINST GETTING BIT. OFFICIALS WITH THE LOCAL VECTOR CONTROL DISTRICTS SAY THEYVE DETECTED LARVAE OF THE MOSQUITO THAT CARRIES WEST NILE VIRUS ABOUT A MONTH AHEAD OF SCHEDULE, POSSIBLY SIGNALING THE EARLIER ARRIVAL OF THE DISEASE IN THE AREA. LAST YEAR, ADULT MOSQUITOES CARRYING THE VIRUS WERE FIRST DETECTED IN MAY. WEST NILE OUTBREAKS IN PEOPLE LIVING ON THE NORTH COAST REMAIN RELATIVELY RARE, WITH ONLY EIGHT REPORTED CASES IN MARIN, SONOMA, LAKE AND MENDOCINO COUNTIES IN THE PAST EIGHT YEARS.

LAWMAKERS TINKER WITH PROPOSITION 47 (GOV/LAW) JB 3/5/15

STATE LAWMAKERS HAVE BEGUN TINKERING WITH RECENTLY APPROVED PROPOSITION 47 IN AN EFFORT TO AID LAW ENFORCEMENT OFFICIALS.

FOUR MONTHS AFTER CALIFORNIA VOTERS LOWERED PENALTIES FOR CERTAIN CRIMES, STATE LAWMAKERS AND LAW ENFORCEMENT OFFICIALS ARE LINING UP WITH PROPOSALS TO REPEAL PORTIONS OF THE NEW LAW THAT THEY SAY HAVE CREATED UNINTENDED CONSEQUENCES, SUCH AS REDUCING THE NUMBER OF DNA SAMPLES TAKEN FROM SUSPECTS. PROPOSITION 47 HAS BEEN A RINGING SUCCESS IN EASING PUNISHMENTS FOR DRUG CRIMES AND THINNING CROWDED JAILS. BUT POLICE SAY IT ALSO HAS CONTRIBUTED TO A RISE IN PROPERTY CRIMES, TO A DECREASE IN THE NUMBER OF DRUG USERS GETTING THE TREATMENT THEY NEED AND TO LOWERING THE DETERRENT FOR STEALING GUNS OR POSSESSING DATE-RAPE DRUGS. SEVERAL ASSEMBLY BILLS DESIGNED TO REVERSE PARTS OF PROPOSITION 47 ARE BEING INTRODUCED THIS WEEK AHEAD OF FRIDAYS LEGISLATIVE DEADLINE FOR CONSIDERATION.
