MENDOCINO JAIL SUFFERING FROM OVERCROWDING (LAW) JB 4/6/15

AFTER A SHARP RISE IN ITS INMATE POPULATION, THE MENDOCINO COUNTY JAIL IS SUFFERING FROM PROBLEMS OF OVERCROWDING.

THE PROBLEM OF MENDOCINO COUNTY JAIL RUNNING OVER CAPACITY STEMS FROM THE STATE SHIFTING THE BURDEN OF HOUSING LOW-LEVEL CRIMINALS FROM PRISONS TO COUNTY JAILS A LITTLE MORE THAN THREE YEARS AGO. AS OF LAST THURSDAY, 323 INMATES WERE HOUSED AT THE JAIL, 22 MORE THAN THE JAILS OFFICIAL CAPACITY AND ALMOST 54 PERCENT MORE THAN ITS AVERAGE DAILY POPULATION BEFORE THE STATE-ORDERED REALIGNMENT WENT INTO EFFECT IN LATE 2011. TO EASE THE BURDEN OF OVER CROWDING, JAIL OFFICIALS HAVE UPPED THE NUMBER OF PEOPLE ON HOME DETENTION AND SINCE JANUARY HAVE BEEN SEEKING EARLY RELEASES FOR NONVIOLENT OFFENDERS. AN APPLICATION IS ALSO BEING MADE FOR $20 MILLION IN STATE FUNDS TO EXPAND THE JAIL.

TWO CAR CRASH INJURES FIVE NEAR UKIAH (LAW) JB 4/6/15

A TWO-CAR CRASH ON HIGHWAY 101 ON FRIDAY LEFT FIVE PEOPLE SUFFERING INJURIES.

ACCORDING TO CHP REPORTS, THE ACCIDENT OCCURRED AROUND 12:50 FRIDAY AFTERNOON ON HIGHWAY 101 NEAR THE INTERSECTION OF HIGHWAY 20. A DODGE MINIVAN TRAVELING SOUTHBOUND BEING DRIVEN BY A 41 YEAR OLD SACRAMENTO WOMAN REPORTEDLY BRAKED SUDDENLY IN FRONT OF A PONTIAC COUPE, CAUSING THE COUPE TO REAR-END THE MINIVAN. THE DRIVERS AND PASSENGERS IN BOTH CARS SUFFERED INJURIES AND WERE TRANSPORTED TO THE HOSPITAL FOR TREATMENT. THE CAUSE OF THE ACCIDENT IS STILL UNDER INVESTIGATION BY AUTHORITIES.

DEAD WOMAN ON COAST IDD AS CASPAR RESIDENT (LAW) JB 4/6/15

THE WOMAN FOUND DECEASED ON THE MENDOCINO COAST LAST WEEK HAS BEEN IDENTIFIED AS A 42 YEAR OLD CASPAR RESIDENT.

MENDOCINO COUNTY SHERIFFS DEPUTIES WERE DISPATCHED TO THE NORTHERN COASTAL BLUFFS OF THE CASPAR HEADLANDS STATE PARK AFTER A CALIFORNIA STATE PARK RANGER HAD REPORTED LOCATING A DECEASED FEMALE ADULT, NEAR THE WATERLINE, BELOW A 70 FOOT CLIFF. THE WOMAN HAD BEEN DISCOVERED BY TWO HIKERS EXPLORING THE AREA WHO IMMEDIATELY CALLED 911. THE DECEASED WOMAN WAS POSITIVELY IDENTIFIED AS 42 YEAR OLD CASPAR RESIDENT MICHELLE MIXON AND SHERIFFS DEPUTIES CONDUCTED A SEARCH OF THE BLUFFS AND LOCATED PERSONAL PROPERTY BELONGING TO MIXON WHICH HAD BEEN NEATLY PLACED NEXT TO A FRESHLY PLANED TREE AT THE TOP OF THE CLIFF. THE PERSONAL PROPERTY WAS APPROXIMATELY 275 FEET FROM WHERE MIXON HAD BEEN DISCOVERED. NOTHING UNCOVERED THUS FAR IN THE CORONERS INVESTIGATION HAS SUGGESTED THAT MIXONS DEATH WAS THE RESULT OF FOUL PLAY.

NEW MCSO EMERGENCY NOTIFICATION SYSTEM UP (LAW) JB 4/6/15

THE MENDOCINO COUNTY SHERIFFS OFFICE LAUNCHED A NEW MASS NOTIFICATION SYSTEM ON WEDNESDAY.

ACCORDING TO THE UKIAH DAILY JOURNAL, THE MCSO ROLLED OUT THE NEW SYSTEM WITH THE HOPE THAT IN THE EVENT OF AN EMERGENCY, AREA RESIDENTS CAN BE EVEN MORE PREPARED THAN BEFORE. THE NEW SYSTEM, EVERBRIDGE, WAS MADE POSSIBLE THROUGH A $24,000 HOMELAND SECURITY GRANT AND REPLACES THE OLD EMERGENCY NOTIFICATION SYSTEM WITH ONE THAT IS MORE EFFICIENT, AND FASTER FOR EMERGENCY STAFF TO UTILIZE. ADDITIONALLY, RESIDENTS CAN NOW CHOOSE TO USE UP TO 10 DEVICES IN ORDER TO RECEIVE INFORMATION AS QUICKLY AS POSSIBLE, WHICH REPLACES THE ONE DEVICE, ONE MESSAGE AT A TIME SYSTEM THAT WAS PREVIOUSLY OFFERED. ACCORDING TO THE MCSO, AN ESTIMATED 400 PEOPLE HAVE SIGNED UP FOR THE NOTIFICATION SYSTEM SO FAR.

LAWN-WATERING CUTBACKS COULD BE ENOUGH (EVR) JB 4/6/15

CURBING CALIFORNIANS PASSION FOR WATERING THEIR LAWNS WILL BE CENTRAL TO THE CAMPAIGN TO MEET GOV. JERRY BROWNS DEMAND FOR A 25 PERCENT REDUCTION IN WATER CONSUMPTION.

THE PRESS DEMOCRAT REPORTED THAT ACCORDING TO A STATE WATER RESOURCES CONTROL BOARD SPOKESMAN, OUTDOOR WATERING ACCOUNTS FOR UP TO 80 PERCENT OF URBAN WATER USE IN SOME AREAS. CUTBACKS ON LAWN IRRIGATION COULD, BY THEMSELVES, MEET THE GOVERNORS ORDER ISSUED LAST WEDNESDAY, THE STATES FIRST MANDATORY WATER-USE RESTRICTIONS. CALIFORNIANS POUR ABOUT 1 MILLION ACRE FEET OF WATER A YEAR ON LAWNS AND LANDSCAPING, ACCORDING TO THE DEPARTMENT OF WATER RESOURCES, AN AMOUNT THAT WOULD FILL LAKE SONOMA, THE NORTH BAYS LARGEST RESERVOIR, FOUR TIMES. THE GOVERNORS ORDER REQUIRES CITIES AND OTHER LOCAL WATER AGENCIES TO ACHIEVE A 25 PERCENT WATER CUTBACK THIS YEAR, COMPARED WITH USE IN 2013.

HOMELESSNESS PROJECT PLANNED IN MENDOCINO COUNTY (PI) JB 4/6/15

THE MENDOCINO COUNTY HEALTH AND HUMAN SERVICES AGENCY ADVISORY BOARD HAS REPORTEDLY SELECTED HOMELESSNESS AND A NEEDS ASSESSMENT AS ITS 2015 PROJECT.

ACCORDING TO THE UKIAH DAILY JOURNAL, THE GOAL OF THE NEEDS ASSESSMENT IS TO DISCOVER, COLLECT AND PRODUCE CURRENT FACTUAL DATA ON THE PROBLEM THAT CURRENTLY EXISTS ACROSS THE COUNTY. ACCORDINGLY, THE PLAN IS TO INVOLVE THE ENTIRE MENDOCINO COUNTY COMMUNITY, INCLUDING CITIZENS, COMMUNITY PARTNERS, HEALTHCARE PROVIDERS, FAITH-BASED PARTNERS, HOMELESS SERVICE PROVIDERS, BEHAVIORAL HEALTH PROVIDERS, SCHOOLS, BUSINESSES, LAW ENFORCEMENT, LOCAL GOVERNMENT OFFICIALS AND COUNTY OFFICIALS. THIS WILL HELP LOCAL AND COUNTY GOVERNMENTS DETERMINE WHAT THE EXACT ISSUES, CAUSES AND NEEDS ARE WITHIN OUR COUNTY SO THAT ACCURATE DATA IS AVAILABLE TO HELP WITH FUNDING, PROJECTS AND POSSIBLE SOLUTIONS TO THE INCREASING PROBLEMS THAT HOMELESSNESS BRINGS TO MANY ASPECTS OF LIFE IN MENDOCINO COUNTY.

CLEARLAKE OAKS WATER DISTRICT EYES RATE INCREASE (ECN) JB 4/6/15

THE CLEARLAKE OAKS COUNTY WATER DISTRICT WILL DISCUSS AN INCREASE IN WATER AND SEWER FEES AT A PUBLIC HEARING THIS MONTH.

THE DISTRICT IS SEEKING INPUT AND FEEDBACK FROM THE PUBLIC ON A POSSIBLE CHANGE TO THE PROCEDURE USED BY THE DISTRICT FOR WATER AND SEWER BILLING. THE DISTRICT IS LOOKING AT INCREASING BASE RATES BY 3 PERCENT EACH YEAR FOR THE NEXT FOUR YEARS AND CHARGING AN ADDITIONAL $2 PER MONTH TO BE USED FOR CAPITAL IMPROVEMENTS. IN AN EFFORT TO PROMOTE CONSERVATION, A TIERED SYSTEM WILL BE UTILIZED HOWEVER RATES ARE PLANNED TO INCREASE ANNUALLY UNTIL THE DISTRICTS RESERVES ARE FUNDED, A GOAL THAT IS EXPECTED TO BE REACHED IN 40 YEARS. THE PUBLIC HEARING ON THE RATE CHANGE IS SCHEDULED FOR APRIL 16.
