If you had a chance to be a part of the zoom audience last week, you saw the Lake County Board of Supervisors at their weekly meeting. It took place in the Lakeport Chambers and the board heard what was basically updates and an overview of the 2050 general plan and local area. In addition, there was discussion of what to do with excess proceeds from the County Tax Collector. It’s a three year process beginning right now with community engagement and continuing through Fall of 2026. In order to gather as much data as possible, the county has partnered with Americorps and other organizations to facilitate community meetings, events, and canvassing the community. The public is encouraged to participate in these meetings or reach out via the website lakecounty2050.org.

It was a bit of a surprise, but it appears that Mendocino County District Attorney David Eyster has hired an outside prosecutor who will be the one to oversee a felony case that targets suspended county Auditor Chamise Cubbison and former county Payroll Manager Paula June Kennedy. The hire is Traci Lewis Carrillo. She is a former Sonoma County deputy district attorney who is now in private practice. She is taking over the case as special prosecutor. Two reasons this is a surprise – one is how much it will cost taxpayers and secondly, there is no knowledge of how long the contract is with Carrillo. Eyster’s hiring of an outside prosecutor now is raising questions about whether a preliminary hearing scheduled in less than three weeks for Cubbison and Kennedy can proceed. Carrillo says she is prepared to proceed with the hearing.

The California Attorney General’s Office will not be filing charges against former Windsor Mayor Dominic Foppoli, who has been accused of sexually assaulting multiple women. The Attorney General’s Office made the announcement on Thursday, about two years after it took over the investigation. A spokesperson for Attorney General Rob Bonta says the office doesn’t have enough evidence to support filing charges in cases not barred by the statute of limitations. Foppoli is accused of sexually assaulting women between 2002 and 2021.

Clarification and safety are at the heart of an effort to reform California school zones.  A new bill aims to clear up speed limits with time-based standards instead of the usual “when children are present” rule.  The new legislation will bring California in line with the majority of other states by using clearer time of day standards for school zone speed limits.  The bill would also lower speed limits in school zones to 20 miles an hour or less and improve safety planning near schools.

California is taking another step in fighting the drug overdose crisis.  The state has been giving away free naloxone kits, which reverse the effects of an opioid overdose.  Now, Dr. Mark Ghaly says the program is being expanded to include fentanyl test strips.  California’s Health and Human Services Secretary says it’s another tool to bring down rising numbers of deaths from fentanyl.  Eligible organizations will get the test strips and the effort will be tracked through the state’s Master Plan for Tackling the Fentanyl and Opioid Crisis.

Millions of Californians are bracing for a possible new electricity charge. But the state says the goal is to actually lower your bills. State regulators are considering a plan to add a 24-dollar flat fee to help companies cover basic costs. This would allow them to reduce prices by about five-to-seven cents per kilowatt hour. The change would affect PG&E, serving Lake and Mendocino Counties. If approved, it could begin late next year or early 2026.

California’s Dungeness crab season isn’t lasting very long. Fishing will close early along most of the state’s coast on April 8th. Officials say it’s to protect humpback whales returning to forage from getting caught in the gear.  They said it’s also why the season started two months late. The closure will run from the Sonoma-Mendocino County line to the border with Mexico. Recreational crab traps also won’t be allowed but other methods like hoop nets are okay.

More California ski resorts are keeping their slopes open longer. Thanks to Mother Nature dropping new snow this month. So far, four places have confirmed they will extend their season. Mendocino County D A David Eyster has taken his name OFF prosecuting the case against suspended county Auditor Chamise Cubbison and former county Payroll Manager Paula June Kennedy. Mendofever.com reports Eyster has named Traci Lewis Carrillo, who’s a former assistant DA in Sonoma County, to handle the trial against Cubbison and Kennedy. Carrillo is now in private practice and will be paid under a contract with the County. The defendants had asked that Eyster be taken off the case because they say he is biased due to past conflicts. Eyster brought felony charges last fall, accusing Cubbison and Kennedy of misusing county funds to pad Kennedy’s pay during the pandemic. The two women have denied the charges. There’s a preliminary hearing in the case set for next month, but Carillo says she’ll be ready. Eyster hasn’t commented about why he recused himself.
The Ukiah City Council has tabled a resolution calling for a cease-fire in Gaza. Members discussed the issue for hours at its meeting last week but voted NOT to consider the resolution by one vote. According to Mendofever.com opponents argued that the council had more important issues to discuss closer to home rather than wading into a hot-button international debate. Because the issue was tabled, not voted down, it can come up at a meeting in the future

Others will ramp up their use of things like fry robots, automated drink dispensers and self-serve kiosks. McDonalds, Taco Bell and others already rely heavily on their mobile app for pre-orders. The wage increase is being called a critical cost of living boost for the roughly 700,000 fast food workers in the state. Beware in the water. A system that warns of danger off California’s coast is now in danger itself. It could end this summer when state funding stops. The lab behind the program alerts swimmers and surfers when great white sharks are near beaches. But the director fears there won’t be enough money in the budget to save it. He says they need seven-million dollars to keep the high-tech system running for the next few years.

Talk about a fat cat. Police in South San Francisco were prepared to face a mountain lion after a caller reported one sitting on top of a fencer in her backyard. False alarm. Police posted on Facebook later reported it was nothing more frightening than a big gray and white tabby perched between the fenceposts. No word if the owner will put a little less cat chow in the bowl,

The state official who oversees California’s elections has given the green light for groups who want to recall Governor Gavin Newsom.  Secretary of State Dr. Shirley Weber says signature gathering for a Newsom recall can move forward. This is the latest effort to recall the governor.  Last month, Rescue California said it was filing a notice of intent. The group says it can justify removing Newsom because it says he has failed to deal with the state’s growing homelessness problem, high taxes, a large budget deficit, rising crime rates and immigration issues. In 2021, Newsom easily fought off a recall effort. Opponents will have to gather more than 1.3 million verified signatures. They have until September 3rd to put a measure on the ballot.

A new bill is being introduced to help with the crisis of missing and murdered indigenous people in California and across the country. California Representatives Jared Huffman and Adam Schiff introduced the Tribal Community Protection Act on Tuesday. They say the legislation will help address the crisis and bridge the gap between tribal and state and local law enforcement. Among other things, the Act would create a funding incentive for states and localities who agree to share information, like the status of restraining orders, with Tribal law enforcement, and vice versa. The sharing of information can help both tribal and state police enforce those orders and help keep victims safe.  Officials said it’s often the complex jurisdictional overlaps at the federal, state, local, and tribal levels that make things worse when working cases of missing or murdered indigenous people.
