VEHICLE THEFT JH 06/29/12

THE CLEARLAKE POLICE DEPARTMENT IS INVESTIGATING A SERIES OF VEHICLE THEFTS OVER THE LAST TWO DAYS, AND IS ASKING FOR THE COMMUNITYS HELP IN LOCATING THE SUSPECT.

THREE VEHICLES HAVE BEEN STOLEN, ALL WITH SIMILAR CIRCUMSTANCES, THE KEYS LEFT IN THE VEHICLE AND THE OWNERS NEARBY. THE VEHICLES HAVE BEEN RECOVERED A SHORT DISTANCE FROM WHERE THEY WERE STOLEN AND PERSONAL ITEMS HAVE BEEN TAKEN. THE SUSPECT IS DESCRIBED AS A WHITE OR POSSIBLY LIGHT SKINNED HISPANIC MALE WITH BROWN HAIR, APPROXIMATELY 5 FEET EIGHT INCHES TALL TO 6 FEET TALL, AND APPROXIMATELY 140 TO 150 POUNDS. HE WAS LAST SEEN WEARING DENIM KNEE LENGTH SHORTS, A BLACK T-SHIRT, AND DARK BLUE OR BLACK HAT THAT IS SIMILAR TO A LOS ANGELES DODGERS LA HAT; AND WAS LAST SEEN IN THE AREA OF LADDEL AVENUE AND WEST 40TH AVENUE. DRUNK IN PUBLIC JH 06/29/12

A MAN WAS THROWING AROUND AND KNOCKING OVER SHOPPING CARTS INSIDE HARVEST MARKET IN FORT BRAGG.

55 YEAR OLD PATRICK HEPPE HAD ALREADY LEFT THE STORE AND WAS OBVIOUSLY INTOXICATED WHEN POLICE ARRIVED ON THE SCENE LATE TUESDAY EVENING. HEPPE WAS QUICKLY LOCATED ACROSS THE STORES PARKING LOT, AND HAD TO BE PHYSICALLY SUBDUED, ACCORDING TO POLICE. IT WAS THEN DISCOVERED THAT HEPPE HAD A LOCAL WARRANT FOR VIOLATION OF PROBATION AND A STATE OF CALIFORNIA PAROLE HOLD. HE WAS BOOKED INTO MENDOCINO COUNTY JAIL.

OUTSTANDING WARRANT JH 06/29/12

FORT BRAGG POLICE OBSERVED A PASSENGER IN A VEHICLE WITH AN OPEN CONTAINER IN THE PARKING AREA AT GLASS BEACH.

THE VEHICLE THEN LEFT AND POLICE PULLED IT OVER AS IT WAS WEAVING NORTHBOUND ON MAIN STREET. OFFICERS FOUND THAT THE PASSENGER DRINKING HAD FOUR OUTSTANDING WARRANTS. 39 YEAR OLD DENNIS LARRY MOFFETT WAS THEN SEARCHED. ACCORDING TO POLICE, THEY FOUND METHAMPHETAMINE, HYPODERMIC SYRINGES, AND OTHER PARAPHERNALIA. MOFFETT WAS BOOKED AND TRANSPORTED TO MENDOCINO COUNTY JAIL.

SHERIFF VS BOARD OF SUPERVISORS JH 06/29/12

`ATTORNEYS REPRESENTING THE LAKE COUNTY BOARD OF SUPERVISORS AND THE SHERIFF ARE DUE TO FACE OFF IN COURT.

SHERIFF FRANK RIVERO FILED A PETITION IN LATE MARCH, ASKING THE COURT TO ORDER THE BOARD TO PROVIDE PRIVATE LEGAL COUNCIL DURING A REPORTED DISTRICT ATTORNEYS OFFICE INVESTIGATION AND TO PAY THE ATTORNEY FEES FOR THE CASE. THE BOARD OF SUPERVISORS DENIED RIVEROS REQUEST. THE INCIDENT AT THE CENTER OF THE DAS INVESTIGATION WAS AN ON-DUTY SHOOTING INVOLVING RIVERO WHEN HE WAS A DEPUTY IN FEBRUARY 2008. RIVERO IS ACCUSED OF LYING ABOUT THE FACTS OF THE CASE. A COURT HEARING IS SET FOR JULY 20 AT THE LAKE COUNTY COURTHOUSE.

GRAPE GROWERS ARGUE OVER FROST PROTECTION LAWSUIT JH 06/29/12

SONOMA AND MENDOCINO COUNTY GRAPE GROWERS AND OTHER FARMERS PACKED A MENDOCINO COUNTY SUPERIOR COURT ROOM YESTERDAY.

THEY SHOWED UP MOSTLY IN SUPPORT OF A LAWSUIT CHALLENGING STATE FROST PROTECTION RULES FOR STRETCHES OF THE RUSSIAN RIVER WATERSHED. REGULATORS SAY THE RULES ARE NECESSARY TO PROTECT SALMON AND STEELHEAD. FARMERS AND THEIR ATTORNEYS SAY THE REGULATIONS ARE UNNEEDED; TAKE AWAY FARMERS WATER RIGHTS AND EXCEED STATE WATER RESOURCE CONTROL BOARDS AUTHORITY.

NEAR $1 BILLION ALLOCATED TO IMPROVE TRANSPORTATION JH 06/29/12

THE CALIFORNIA TRANSPORTATION COMMISSION ANNOUNCED YESTERDAY, IT HAS ALLOCATED NEARLY $1 BILLION TO 135 TRANSPORTATION PROJECTS STATEWIDE.

APPROXIMATELY $600 MILLION IN FUNDING WAS PROVIDED BY PROPOSITION 1B, A TRANSPORTATION BOND APPROVED BY VOTERS IN 2006. THE REMAINING ALLOCATIONS CAME FROM ASSORTED STATE AND FEDERAL TRANSPORTATION ACCOUNTS. IN MENDOCINO COUNTY, $3.3 MILLION WAS ALLOCATED TO CLEAN AND PAINT THE STEEL STRUCTURES OF THE SALMON CREEK AND ALBION RIVER BRIDGES ON ROUTE 1. ANOTHER $600,000 IS TO IMPROVE THE PACIFIC COAST BIKE ROUTE ALONG ROUTE 1 BY WIDENING SHOULDERS AT VARIOUS LOCATIONS FROM POINT ARENA TO MANCHESTER.

BURN BAN IN EFFECT JH 06/29/12

CAL FIRE MENDOCINO ANNOUNCED THAT AS OF MONDAY JULY 2ND, A BURN BAN WILL BE IN EFFECT.

ALL RESIDENTIAL AND OPEN OUTDOOR BURNING IN THE COUNTY IS SUSPENDED UNTIL FURTHER NOTICE. STATE CAMPFIRE PERMITS ARE REQUIRED IN THE WILDERNESS AREAS, AND CAMPFIRES ON ORGANIZED CAMPGROUNDS OR ON PRIVATE PROPERTY ARE ALLOWED AS LONG AS THE FIRE IS CONTAINED SO IT DOESNT SPREAD.

FIREWORKS RESTRICTIONS JH 06/29/12

THE USE OF FIREWORKS IN MENDOCINO COUNTY IS ILLEGAL, AND LAKE COUNTY HAS SPECIFIC GUIDELINES FOR LIMITED USE.

LAKE COUNTY ALLOWS THE USE OF CALIFORNIA APPROVED SAFE AND SANE FIREWORKS. THEY MAY BE USED ON ANY PUBLIC STREET WITHIN THE INCORPORATED AREA OF LAKEPORT, WHICH DOES NOT VIOLATE ANY CITY ORDINANCE. THE DAYS AND HOURS FOR LEGAL USE OF THE SAFE AND SANE FIREWORKS ARE JULY 1ST, 2ND AND 3RD FROM 9 TO 10 PM, AND JULY 4TH FROM 9 TO 11 PM ONLY. ANY USE OUTSIDE OF THESE DAYS, TIMES, AND LOCATIONS IS ILLEGAL IN LAKE COUNTY.

A MOTORIST DROVE THROUGH THE FRONT OF RAYS FOOD PLACE IN CLEARLAKE.

THE WILLITS MAN WHO DIED IN AN ATV CRASH OVER THE WEEKEND HAS BEEN IDENTIFIED.

42 YEAR OLD WILLIAM SAMUAL NOWLIN OF WILLITS WAS FOUND ON PRIVATE PROPERTY JUST NORTH OF WILLITS ON SUNDAY. ACCORDING TO CHP, NOWLIN DIED SOME TIME SATURDAY. THE CIRCUMSTANCES OF THE ACCIDENT ARE NOT CLEAR, HOWEVER CHP DOES NOT SUSPECT FOUL PLAY. ANYONE WITH INFORMATION ABOUT THE ACCIDENT IS BEING ASKED TO CONTACT THE CHP AT 923-2155.

WILKINSON PLEADS NOT GUILTY JH 06/28/12

THE WILLITS MAN ACCUSED OF TORTURING AND KILLING HIS GRANDFATHER PLEADED NOT GUILTY YESTERDAY, IN MENDOCINO COUNTY SUPERIOR COURT.

22 YEAR OLD KENNETH WILKINSON COULD FACE LIFE IN PRISON WITHOUT PAROLE IF HE IS CONVICTED OF KILLING HIS 84 YEAR OLD GRANDFATHER, RICHARD MEL WILKINSON, BY DRAGGING HIM BEHIND A PICKUP TRUCK FOR NEARLY SIX MILES ON THE NIGHT OF MARCH 17. THE TRIAL WAS SCHEDULED FOR NOVEMBER 5.

32 YEAR OLD ANGELA PINCHES, DAUGHTER OF MENDOCINO COUNTY SUPERVISOR JOHN PINCHES, WAS SENTENCED FRIDAY TO TAKE PARENTING CLASSES FOR A YEAR AND BE ON PROBATION FOR FOUR YEARS. THIS, THE FIRST OF TWO CASES AGAINST PINCHES, IS DUE TO AN APRIL INCIDENT WHEN HER 2 YEAR OLD WAS FOUND UNCLOTHED AND UNATTENDED ABOUT 200 YARDS FROM THE FAMILIES REDWOOD VALLEY HOME. THE SECOND CASE, INVOLVING A MARIJUANA CULTIVATION CHARGE WAS SCHEDULED FOR TRIAL NEXT WEEK. HOWEVER, PINCHES PLEADED NO CONTEST TO A FELONY CHARGE OF MAINTAINING A PLACE TO STORE MARIJUANA. PINCHES IS EXPECTED TO BE SENTENCED IN AUGUST ON THE POT CHARGE.

30 YEAR OLD RODNEY GAY WAS PULLED OVER TUESDAY MORNING FOR RUNNING A STOP SIGN AT 18TH AND PHILLIPS AVENUE IN CLEARLAKE. GAYS LICENSE WAS SUSPENDED, SO CLEARLAKE POLICE SEARCHED HIS VEHICLE AND FOUND A LOADED WEAPON IN THE TRUNK. GAY WAS ARRESTED ON CHARGES OF BEING A FELON IN POSSESSION OF A FIREARM, DRIVING UNDER THE INFLUENCE, AND SEVERAL OTHER CHARGES.

A CLEARLAKE POLICE DEPARTMENT ASSAULT CASE HAS TURNED INTO A HOMICIDE INVESTIGATION.

44 YEAR OLD EDWARD ALDEN, WHO SUSTAINED SEVERE INJURIES IN A PHYSICAL FIGHT ON JUNE 17, DIED LATE MONDAY NIGHT AT SANTA ROSA MEMORIAL HOSPITAL. ALDEN WAS FOUND UNCONSCIOUS THE MORNING OF THE 17TH. HE WAS ON WEST 40TH STREET IN CLEARLAKE AFTER SOMEONE CALLED 911 TO REPORT AN INJURED PERSON. ANYONE WITH INFORMATION ABOUT THIS CASE IS URGED TO CONTACT DETECTIVE TIM ALVERADO AT 994-8251.

MORE THAN 30,000 PILLS WERE COLLECTED FOR SAFE DISPOSAL FOLLOWING TWO EVENTS AT LAKE COUNTY FIRE STATIONS.

THE PURPOSE OF THE PILL DRIVE IS TO EDUCATE ABOUT THE DANGERS OF PRESCRIPTION PILLS AND SAFELY DISPOSE OF UNUSED PRESCRIPTIONS. G & JS NEW AND USED BUSINESS IN REDWOOD VALLEY REPORTED A BURGLARY FRIDAY AFTERNOON AT AROUND 1:40.

AN UNDISCLOSED AMOUNT OF MONEY WAS REPORTED TO BE STOLEN BY 3 TO 4 POSSIBLE SUSPECTS, BEFORE THEY FLED THE SCENE IN A CAR. UPON ARRIVAL TO THE RESIDENCE ON HIGHWAY 20, THE VICTIM REPORTED THAT 47 YEAR OLD ANGELA CAROL SANCHEZ OF CLEARLAKE OAKS, STRUCK HER IN THE BACK OF THE HEAD. THE VICTIM ASKED THAT SANCHEZ BE ARRESTED FOR BATTERY AND SIGNED A PRIVATE PERSON ARREST FORM. DEPUTIES CONTACTED SANCHEZ IN FRONT OF HER HOME IN THE SAME AREA AS THE VICTIMS. ACCORDING TO DEPUTIES, SANCHEZ VIOLENTLY RESISTED ARREST AND ATTEMPTED TO REMOVE THE ARRESTING DEPUTIES FIREARM FROM ITS HOLSTER. EVEN AFTER BEING HANDCUFFED, SANCHEZ CONTINUED TO RESIST, BY LUNGING HEAD FIRST AND SPITTING AT DEPUTIES. THANKS TO THE PASSAGE OF MEASURE A LAST NOVEMBER, THE MENDOCINO COUNTY LIBRARY DISTRICT WILL EXPAND HOURS IN SEVERAL BRANCHES. THE FORT BRAGG AND UKIAH LIBRARIES WILL BEGIN NEW HOURS OF OPERATION ON SEPTEMBER 4TH. THE WILLITS AND ROUND VALLEY LIBRARIES WILL BE OPEN AN ADDITIONAL DAY, BEGINNING JULY 1ST.

IN AN EFFORT TO MAKE A POPULAR FISHING SPOT AT THE UPPER MILL CREEK DAM SAFER AND MORE ACCESSIBLE, THE UKIAH ROD AND GUN CLUB IS BUILDING A FISHING PLATFORM THAT INCLUDES A WHEEL-CHAIR FRIENDLY RAMP. THE GROUP ALSO REMOVED SOME OVERHANGING LIMBS TO HELP MAKE TANGLED, HAZARDOUS FISHING LINES A THING OF THE PAST. THEY AND MAY REMOVE MORE ONCE THE PLATFORM IS COMPLETE, WHICH WILL TAKE SEVERAL WEEKS.

VICTIMS IN CRASH IDENTIFIED JH 06/20/12

VICTIMS IN A CRASH NEAR HIDDEN VALLEY HAVE BEEN IDENTIFIED.

34 YEAR OLD ADAM NORTON OF MIDDLETOWN WAS DRIVING SOUTHBOUND ON HIGHWAY 29 SOUTH OF PUTAH LANE, WHEN FOR UNKNOWN REASONS HIS PICK-UP CROSSED INTO ONCOMING TRAFFIC. HE COLLIDED HEAD-ON WITH 60 YEAR OLD MARTY VICTOR MARKS OF CLEARLAKE. MARKS WAS PRONOUNCED DEAD AT THE SCENE. NORTON SUSTAINED MAJOR INJURIES AND WAS FLOWN TO SANTA ROSA MEMORIAL HOSPITAL.

ARMED ROBBERY IN WILLITS JH 06/20/12

MENDOCINO COUNTY SHERIFFS ARE LOOKING FOR TWO MEN SUSPECTED OF ARMED ROBBERY NORTH OF WILLITS.

66 YEAR OLD GARY PARSONS WAS SITTING OUTSIDE HIS HOME, ON NORTH HIGHWAY 101, SMOKING A MARIJUANA JOINT WHEN TWO MEN DROVE UP AND ASKED IF HE HAD MORE POT. WHEN HE SAID HE DIDNT, THEY TOOK WHAT HE HAD ON HIM, SIX OUNCES OF MARIJUANA. A STRUGGLE ENSUED, AND ONE SUSPECT FIRED A WARNING SHOT FROM A 9MM, BEFORE THEY FLED THE SCENE. PARSONS SAID THE SUSPECTS WERE DRIVING A SILVER MUSTANG. A NEIGHBOR REPORTED THEY DROVE A GOLD CAMARO. THE SUSPECTS ARE DESCRIBED AS TWO HEAVILY TATTOOED HISPANIC MALES IN THEIR 20S. ARMED ROBBERY IN FORT BRAGG JH 06/20/12

SHERIFFS DEPUTIES WERE DISPATCHED TO A REPORTED ARMED ROBBERY IN PROGRESS EARLY SUNDAY MORNING IN FORT BRAGG.

WHEN DEPUTIES ARRIVED AT AT A RESIDENCE ON HIGHWAY 20,, THEY FOUND A MALE VICTIM HAD AWOKEN TO A BROKEN WINDOW. 28 YEAR OLD JESSICA ROBLEE, THE VICTIMS FORMER GIRLFRIEND, AND MOTHER OF HIS CHILD, HAD TRIED TO BREAK IN AND PEPPER SPRAY HIM. WHEN OFFICERS SEARCHED ROBLEES VEHICLE, THEY FOUND 3 GRAMS OF SUSPECTED METHAMPHETAMINE. ROBLEE WAS ARRESTED FOR VANDALISM AND POSSESSION OF A CONTROLLED SUBSTANCE, AND BOOKED INTO MENDOCINO COUNTY JAIL.

DROWNING VICTIMS IDENTITY RELEASED JH 06/20/12

THE IDENTITY OF THE SMALL CHILD THAT DROWN IN WILLITS LAST THURSDAY HAS BEEN RELEASED.

ORIGINAL REPORTS INCORRECTLY STATED THE CHILDS AGE AS 18 MONTHS, HOWEVER, ABRAM SCOTT PERRILL WAS ACTUALLY 29 MONTHS, OR 2 AND A HALF YEARS OLD. PERRILL WAS WITH FAMILY AND FRIENDS LAST WEEK WHEN HE MANAGED TO SLIP AWAY FROM THE OTHER CHILDREN UNNOTICED. WHEN THE PARENTS REALIZED HE WAS MISSING, A SEARCH ENSUED, AND PERRILL WAS FOUND FLOATING LIFELESS IN A POND IN THE FRONT YARD OF THE HOME. PRELIMINARY AUTOPSY REPORTS INDICATE LITTLE ABRAM SCOTT PERRILL DIED OF ACCIDENTAL DROWNING.

ARSON IN LAKEPORT JH 06/20/12

A TUESDAY FIRE ON LAKEPORT FIRE PROTECTION DISTRICT PROPERTY IS BELIEVED TO BE A CASE OF ARSON.

THE FIRE WAS REPORTED AT ABOUT 5:15 TUESDAY ON LARRECOU LANE, JUST DOWN THE STREET FROM THE LAKEPORT SENIOR CENTER. THE FIRE BURNED ABOUT HALF AN ACRE OF THE 4 AND A HALF ACRE TRAINING AREA. ACCORDING TO AUTHORITIES, PALLETS ON THE PROPERTY WERE SET ON FIRE, WHICH THEN IGNITED THE GRASS. THERE WAS NO INJURIES AND NO SERIOUS DAMAGE TO THE PROPERTY.

22 YEAR OLD PAUL WILLIAM BRADEN, ONE OF TWO MEN WHO STOOD TRIAL CHARGED WITH 15 FELONIES, INCLUDING MURDER FOR THE SHOOTING DEATH OF 4 YEAR OLD SKYLER RAPP, IS STILL WAITING TO FIND OUT HIS FATE. THE JURY FOR BRADEN STARTED DELIBERATING TUESDAY MORNING, AND HAS NOT REACHED A VERDICT YET. DELIBERATIONS WILL CONTINUE TODAY.
