REPORTS JUST RELEASED SHOW THE VIRUS MOVING AT A MUCH FASTER RATE THAN LAST YEAR. 6 MORE CALIFORNIA COUNTIES HAVE NOW DETECTED WEST NILE VIRUS, BRINGING THE TOTAL UP FROM 29, REPORTED LAST WEEK, TO 35 WITH A TOTAL OF 20 HUMAN CASES BEING REPORTED.

SONOMA COUNTY INMATE FLEES WORK CREW (LAW) JB 7/31/14

A SONOMA COUNTY JAIL INMATE ESCAPED FROM A MINIMUM SECURITY WORK CREW ON MONDAY AND IS STILL AT LARGE.

41 YEAR OLD ZEPHYR MALIK CARTER RAN FROM THE NORTH COUNTY DETENTION FACILITY ON MONDAY WHILE HE WAS WORKING IN AN AGRICULTURE PROGRAM OUTSIDE THE SECURE PERIMETER OF THE JAIL. HE IS DESCRIBED AS AFRICAN-AMERICAN, 5 10 TALL, WEIGHING 200 POUNDS AND HE WAS WEARING PRISON ISSUE DENIM PANTS AND A DENIM JACKET WITH MADF ON THE BACK. ANYONE WITH INFORMATION ABOUT CARTER IS ASKED TO CALL THE SHERIFFS TIP LINE AT 565-2185.

FT BRAGG MAN UNHURT AFTER 80 FOOT DROP OF HWY 1 (LAW) JB 7/31/14

A FORT BRAGG MAN THAT DROVE OFF A CLIFF ON HIGHWAY 101 WALKED AWAY FROM THE ACCIDENT WITH ONLY MINOR INJURIES.

62 YEAR OLD JEFF AYLEN WAS DRIVING HIS 1999 LEXUS SOUTHBOUND ON HIGHWAY 101 NEAR BURKE AVENUE JUST BEFORE 7:00 PM YESTERDAY WHEN THE ACCIDENT OCCURRED. AYLEN MISJUDGED A TURN AND HIS CAR WENT OFF THE ROADWAY AND DOWN AN 80-FOOT EMBANKMENT, LANDING ON ITS ROOF. AMAZINGLY, THE MAN WAS ABLE TO EXIT HIS VEHICLE AND CLIMB BACK UP TO THE ROAD. MONTE RIO FIRE PERSONNEL REPORTED THAT AYLEN DID NOT REQUIRE MEDICAL HELP AND ONLY SUFFERED MINOR INJURIES.

3RD LAWSUIT FILED IN RICHARDSON GROVE ROAD PROJECT (TR) JB 7/31/14

A THIRD LAWSUIT HAS BEEN FILED AGAINST CALTRANS AND THEIR HIGHWAY WIDENING PROJECT THROUGH RICHARDSON GROVE STATE PARK.

THE SUIT CLAIMS THAT CALTRANS FAILED TO PROPERLY ANALYZE AND ADDRESS THE ENVIRONMENTAL IMPACTS OF ITS PLAN AS IT WAS INSTRUCTED TO IN A 2012 FEDERAL COURT DECISION. THE COMPLAINT WAS FILED AT THE U.S. DISTRICT COURT IS SAN FRANCISCO ON MONDAY BY THE SAME SEVEN PLAINTIFFS WHO HAD PREVIOUSLY FILED BOTH STATE AND FEDERAL SUITS AGAINST CALTRANS REGARDING THE RICHARDSON GROVE PROJECT. THE SCOPE OF THE PROJECT IS TO WIDEN ABOUT 1 MILE OF HIGHWAY 101 IN THE STATE PARK.

CHP PUBLIC SAFETY COMMUNICATIONS ACCREDITATION (LAW) JB 7/31/14

THE CALIFORNIA HIGHWAY PATROL IS SEEKING ACCREDITATION FOR ITS COMMUNICATIONS OPERATIONS.

DRIVERS SHOULD PLAN ON USING AND ALTERNATE ROUTE DURING THESE HOURS OF CLOSURE.

FLURRY OF FIRES STRETCHES RESOURCES JULY 28 (LAW) JB 7/31/14

A SERIES OF FOUR DIFFERENT FIRES WITHIN AN HOUR ON MONDAY HAD THE FIRE RESOURCES IN THE COUNTY STRETCHED THIN.

FIRES WERE REPORTED NEAR SHIMMINS RIDGE ROAD AND IRMULCO ROAD NEAR WILLITS, MCNABB RANCH ROAD NORTH OF HOPLAND, AND NEAR BELL SPRINGS ROAD NORTH OF LAYTONVILLE. FIRE CREWS FROM MULTIPLE AGENCIES, INCLUDING THE LAYTON VILLE AND PALO VERDE FIRE DEPARTMENTS RESPONDED TO THE FLURRY OF BLAZES. THE BELL SPRINGS ROAD FIRE WAS LARGEST OF THE INCIDENTS, BURNING APPROXIMATELY 21 ACRES BEFORE IT WAS FULLY CONTAINED.

ATTEMPTED MURDER IN GUALALA (LAW) JB 7/30/14

A SUSPECT IN AN ATTEMPTED MURDER AND STRONG ARM ROBBERY IN GUALALA IS STILL AT LARGE.

MENDOCINO COUNTY SHERIFFS DEPUTIES WERE DISPATCHED TO A RESIDENCE ON HIGHWAY 1 IN GUALALA TO A REPORT OF A STRONG ARM ROBBERY. THE 54 YEAR OLD VICTIM AT THE SCENE HAD SUFFERED A STAB WOUND IN THE LEG, HEAD CONTUSIONS, AND HE HAD BEEN PHYSICALLY RESTRAINED FROM ESCAPING BY TWO SUSPECTS. THE SUSPECTS WERE IDENTIFIED AS 23-YEAR-OLD RANDY PIKE JR AND 53 YEAR OLD PEGGY HERNANDEZ, BOTH OF POINT ARENA. PIKE WAS APPREHENDED NEAR THE HOPLAND RESERVATION LAST WEEK BUT HERNANDEZ IS STILL AT LARGE. ANYONE WITH INFORMATION ON HER WHEREABOUTS IS URGED TO CALL THE SHERIFFS OFFICE AT 463-4086.

ATTIC CATCHES FIRE ON ELM STREET IN UKIAH (LAW) JB 7/30/14

A FIRE IN THE ATTIC OF A HOME ON ELM STREET HAS DISPLACED A MARINE CORPS VETERAN AND HIS FAMILY.

THE FIRE WAS FIRST REPORTED JUST BEFORE 7:00 AM YESTERDAY MORNING AT THE ELM STREET HOME THAT WAS OCCUPIED BY A WOMAN AND HER CHILD. WITNESSES STATED THAT SMOKE WAS VISIBLE COMING FROM AN ELECTRIC FAN IN THE ATTIC. THE WOMANS HUSBAND IS A MARINE CORPS VETERAN AND THE HOME WAS ABOUT TO BE AWARDED TO HIS FAMILY BY OPERATION HOMEFRONT THROUGH A PROGRAM THAT OFFERS MORTGAGE FREE HOMES TO MILITARY FAMILIES. THE DAMAGE TO THE HOME IS BEING EVALUATED TO SEE WHEN THE FAMILY MIGHT BE ABLE TO RETURN.

A WATER MAIN BREAK LEADS TO THE ISSUANCE OF A BOIL WATER NOTICE FOR PARTS OF CLEARLAKE OAKS.

THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH, LAKE COUNTY DEPARTMENT OF HEALTH, AND THE CLEARLAKE OAKS COUNTY WATER DISTRICT ISSUED THE NOTICE TO RESIDENTS YESTERDAY AS A SAFETY PRECAUTION. RESIDENTS ON OR NEAR THE ORCHARD SHORES SUBDIVISION, LAKE VILLAGE ESTATES, JENSON ROAD, AND SULPHUR BANK ROAD ARE ADVISED TO USE BOILED TAP WATER OR BOTTLED WATER FOR DRINKING AND COOKING UNTIL THE PROBLEM IS RESOLVED. OFFICIALS HAVE STATED THAT THEY EXPECT TO HAVE THE BREAK REPAIRED WITHIN 48 HOURS.

A ROLLOVER ACCIDENT LAST WEEK NEAR HOPLAND LEADS TO THE ARREST OF THE DRIVER FOR SUSPICION OF DUI.

21 YEAR OLD ANTHONY HERRERA OF CLOVERDALE WAS DRIVING HIS 2000 FORD ESCORT ON OLD RIVER ROAD AT A HIGH RATE OF SPEED WHEN HE LOST CONTROL OF THE CAR. THE CAR STRUCK A TREE JUST NORTH OF HIGHWAY 101 AND CONTINUED DOWN AN EMBANKMENT, COMPLETELY ROLLING OVER AND FINALLY STOPPING IN A VINEYARD. HERRERA SUFFERED MODERATE INJURIES IN THE CRASH AND WAS TRANSPORTED TO UKIAH VALLEY MEDICAL CENTER FOR TREATMENT AFTER HE WAS ARRESTED ON SUSPICION OF DUI.

MORE MOSQUITOES HAVE TESTED POSITIVE FOR WEST NILE VIRUS IN LAKE COUNTY.

FIVE MORE SAMPLES OF CULEX TARSALIS MOSQUITOES COLLECTED IN LAKE COUNTY HAVE TESTED POSITIVE FOR WEST NILE VIRUS THIS WEEK, BRINGING THE TOTAL VIRUS ACTIVITY TO 13 MOSQUITOES AND FOUR DEAD BIRDS THIS YEAR. LAST YEAR ON THIS DATE, THERE WERE ONLY 3 MOSQUITOES AND ONE DEAD BIRD THAT TESTED POSITIVE FOR THE VIRUS. STATEWIDE, 29 COUNTIES HAVE DETECTED WEST NILE VIRUS THIS YEAR, WITH 11 HUMAN CASES BEING REPORTED. MANY AREAS IN THE STATE ARE SEEING A SIMILAR PATTERN OF ACTIVITY TO LAKE COUNTYS, SHOWING THAT THE VIRUS HAS APPEARED EARLIER AND AT HIGHER LEVELS THAN USUAL.

CALTRANS AND THE CALIFORNIA HIGHWAY PATROL ARE WARNING DRIVERS OF MAXIMUM ENFORCEMENT AROUND CONSTRUCTION WORK ZONES.

THE U.S.. ENVIRONMENTAL PROTECTION AGENCY ANNOUNCED A CLEAN WATER ACT SETTLEMENT REQUIRING THE EAST BAY MUNICIPAL WATER DISTRICT AND SEVEN EAST BAY COMMUNITIES TO CONDUCT EXTENSIVE SYSTEM REPAIRS AIMED AT ELIMINATING MILLIONS OF GALLONS OF SEWAGE DISCHARGED INTO SAN FRANCISCO BAY. THE AGREEMENT STATES THAT THE 1,500 MILE LONG SEWER SYSTEM USED BY THE DISTRICT IS TO BE ASSESSED AND UPGRADED OVER A 21 YEAR PERIOD AT A COST OF CLOSE TO $1.5 BILLION DOLLARS. CIVIL PENALTIES OF $1.5 MILLION ARE TO BE PAID FOR PAST SEWAGE DISCHARGES BY THE DISTRICT.

OPERATION YUROK IN HUMBOLDT COUNTY ENDS WITH NEARLY 13,000 MARIJUANA PLANTS SEIZED.

THE HUMBOLDT COUNTY SHERIFFS OFFICE JOINED THE BUREAU OF INDIAN AFFAIRS, CALIFORNIA DEPARTMENT OF JUSTICE, AND SEVERAL OTHER AGENCIES TO CONDUCT THE ERADICATION EFFORT ON YUROK TRIBAL LAND. 20 SUPERIOR COURT AND NINE TRIBAL COURT SEARCH WARRANTS WERE SERVED DURING THE FOUR-DAY OPERATION. OFFICERS SEIZED A TOTAL OF 12,898 MARIJUANA PLANTS AND SEVEN FIREARMS IN THE RAIDS AND LOCATED EXTENSIVE ENVIRONMENTAL DAMAGE ON THE GROW SITES. SEVERAL SUSPECTS HAVE BEEN IDENTIFIED AND ARREST WARRANTS WILL BE REQUESTED.

CLEARLAKE APPROVES WAL-MART EIR AGREEMENT (EC/EMP) JB 7/29/14

AN AGREEMENT FOR AN ENVIRONMENTAL IMPACT REPORT FOR A PROPOSED EXPANSION OF THE CLEARLAKE WAL-MART HAS BEEN APPROVED BY CLEARLAKE CITY COUNCIL.

THE EIR IS DESIGNED TO IDENTIFY POTENTIAL AND LIKELY ENVIRONMENTAL EFFECTS OF THE PROPOSED 40,000 SQUARE FOOT ADDITION TO THE STORE. THE REPORT WILL INCLUDE A POLICE SERVICES IMPACT REPORT TO EXAMINE ANY ISSUES THE EXPANSION PROJECT WOULD HAVE ON THE SERVICES OF THE CLEARLAKE POLICE DEPARTMENT. THE EIR IS EXPECTED TO COST JUST UNDER $263,000 AND WILL BE PAID FOR ENTIRELY BY WAL-MART.

MARYMOUNT POOL TO BE CONVERTED INTO PLANTER (GOV) JB 7/29/14

A PLAN TO TURN THE POOL AT MARYMOUNT CALIFORNIA UNIVERSITY IN LUCERNE INTO A PATIO AND PLANTER HAS BEEN APPROVED BY THE LAKE COUNTY BOARD OF SUPERVISORS.

ACCORDING TO THE LAKE COUNTY DEPUTY ADMINISTRATIVE OFFICER, THE PROPERTY WILL BE TURNED OVER TO THE UNIVERSITY ON AUGUST 1. A LAYER OF GRAVEL AND GEO-FABRIC TO PREVENT DIRT WASHING AWAY WILL BE PUT IN AFTER DRAINAGE HOLES ARE DRILLED IN THE POOL. THE NEW PLANTER WILL THEN BE FILLED WITH DIRT AT A COST OF APPROXIMATELY $3,000-$5,000. THE DECISION TO TURN THE POOL INTO A PATIO AND PLANTER CAME AFTER THE POOLSIDE DECK CAUGHT FIRE ON JUNE 5.

AN ALLEGED ATTEMPTED BURGLARY AT THE SAFEWAY IN CLEARLAKE LEADS TO THE ARREST OF THREE PEOPLE OVER THE WEEKEND.

43-YEAR-OLD SHAWNA MARIE WESTFALL, 40 YEAR OLD SEAN RAY ROWE, AND 39 YEAR OLD STEVEN CHARLES GAVIN, ALL CLEARLAKE RESIDENTS, ALLEGEDLY FILLED A GROCERY CART WITH A VARIETY OF ITEMS AND THEN LEFT THE STORE WITH OUT PAYING. INSTEAD OF TAKING FOOD STAPLES, THE TRIO STOLE ITEMS SUCH AS RED BULL, IBUPROFEN, LICORICE, AND COOKIES. ALL THREE WERE ARRESTED ON MULTIPLE CHARGES AND BOOKED INTO THE LAKE COUNTY CORRECTIONAL FACILITY.

RUSSIAN RIVER DISCUSSION AT CDFW PUBLIC MEETING (EVR) JB 7/29/14

THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE WILL HOLD A PUBLIC MEETING TO DISCUSS CLOSURE CHANGES TO THE RUSSIAN RIVER AND NORTH CENTRAL COAST STREAMS.

THE PROPOSAL BEING DISCUSSED AT THE MEETING IS TO ADD A LOW-FLOW RESTRICTION ON FISHING TO THE RUSSIAN RIVER BECAUSE OF THE IMPACT OF DROUGHT CONDITIONS TO LOCAL FISHERIES THAT HAVE OCCURRED IN RECENT YEARS. THE RUSSIAN RIVER AND NORTH CENTRAL COAST STREAMS HAVE REMAINED OPEN TO FISHING AFTER AN EMERGENCY CLOSURE IN FEBRUARY EXPIRED AT THE END OF APRIL. THE PUBLIC MEETING IS SCHEDULED FOR JULY 31 FROM 3-6 PM AT THE GUALALA COMMUNITY CENTER.

LAKEPORT COUPLE CHARGED WITH CHILD ABUSE (LAW) JB 7/29/14

AN INVESTIGATION INTO ALLEGATIONS OF CHILD ABUSE LEADS TO THE ARREST OF A LAKEPORT COUPLE.

OFFICERS FROM THE LAKEPORT POLICE DEPARTMENT INTERVIEWED 31 YEAR OLD CHARLES ANTHONY DOUGHERTY AND 32 YEAR OLD JENNIFER LYNN ELSA, BOTH OF LAKEPORT, AFTER FAMILY MEMBERS HAD ADVISED POLICE OF POSSIBLE ABUSE TO DOUGHERTYS 5 YEAR OLD DAUGHTER. THE REPORT STEMMED FROM AN INCIDENT ON JULY 4 WHEN THE COUPLE ALLEGEDLY DISCIPLINED THE GIRL FOR WATCHING THE FIREWORKS THAT NIGHT BY STRIKING HER AND CAUSING INJURY TO THE CHILD. BOTH DOUGHERTY AND ELSA WERE ARRESTED AND CHARGED WITH FELONY CORPORAL INJURY TO A CHILD.

MAN DROWNS IN THE RUSSIAN RIVER (LAW) JB 7/28/14

AN UNIDENTIFIED MAN DROWNED WHILE KAYAKING ON THE RUSSIAN RIVER OVER THE WEEKEND.

SONOMA COUNTY SHERIFFS DEPUTIES AND MEDICAL PERSONNEL FROM SEVERAL AGENCIES RESPONDED TO THE REPORT OF A MALE SWIMMER IN TROUBLE ON THE RUSSIAN RIVER WEST OF THE CASINI RANCH CAMPGROUNDS. WITNESSES REPORTED THAT THE MAN HAD BEEN KAYAKING NEAR DUNCAN MILLS WHEN HE REPORTEDLY CAPSIZED AND WAS HAVING TROUBLE STAYING AFLOAT. BY THE TIME HE WAS LOCATED AND RESCUED, HE HAD BEEN UNDER WATER FOR 7 TO 10 MINUTES. RESUSCITATION EFFORTS WERE MADE UNSUCCESSFULLY AND THE MAN WAS PRONOUNCED DEAD AT THE SCENE.

THE LAKE COUNTY BOARD OF SUPERVISORS APPROVED A REQUEST BY THE OFFICE OF EMERGENCY SERVICES TO APPLY FOR A HOMELAND SECURITY GRANT.

THE OFFICE OF EMERGENCY SERVICES REPORTED THAT THE PURPOSE OF THE GRANT IS TO FUND FIVE DIFFERENT PROJECTS IN THE COUNTY, INCLUDING UPGRADING RADIOS USED BY RESPONDERS AND OBTAINING A MOBILE COMMAND VEHICLE. IF APPROVED BY HOMELAND SECURITY, THE GRANT WOULD ALSO BE USED TO SUPPLY FIRE AND RESCUE PERSONNEL WITH NEW TOOLS FOR AIR MONITORING AND A THERMAL IMAGING CAMERA. FIRE ON EASTSIDE ROAD BURNS ONE STRUCTURE (LAW) JB 7/28/14

A FIRE ON EASTSIDE ROAD LAST WEEK DESTROYED ONE STRUCTURE AND DOWNED A LIVE POWER LINE.

FIREFIGHTERS FROM LITTLE LAKE FIRE AND CAL FIRE RESPONDED WITH ENGINES, TANKERS, AND AIR ATTACK TO COMBAT THE BLAZE. THEIR EFFORTS WERE HAMPERED BY A LIVE POWER LINE THAT HAD MELTED AND WAS CRACKING AND SPARKING ON THE GROUND. A PG&E FIRST RESPONDER WAS ABLE TO CUT POWER TO LINE AND FIREFIGHTERS GAINED FULL ACCESS TO THE FIRE AREA. A SMALL STORAGE SHED WAS DESTROYED IN THE BLAZE AND THE CAUSE OF THE FIRE HAS YET TO BE DETERMINED.

NEW UKIAH HIGH FACILITIES SHOULD BE READY IN FALL (ED) JB 7/2814

STUDENTS RETURNING TO UKIAH HIGH SCHOOL IN THE FALL WILL BE TREATED TO SEVERAL NEW FACILITIES ON THE CAMPUS.

THE BIGGEST CHANGE AT THE UKIAH CAMPUS IS THE INSTALLATION OF $1.75 MILLION ALL-WEATHER TRACK SURROUNDING THE FOOTBALL FIELD. THE STATE OF THE ART TRACK IS COMPRISED OF THE RUBBER OF APPROXIMATELY 6,500 RECYCLED TIRES THAT HAVE BEEN GROUND UP AND MELTED AFTER HAVING ANY METAL REMOVED. A REPORT BY THE MENDOCINO COUNTY GRAND JURY QUESTIONS THE SAFETY OF CROSSWALKS IN UKIAH AND RECOMMENDS THAT THEY BE IMPROVED.

THE GRAND JURY INTERVIEWED A VARIETY OF PEOPLE, INCLUDING COUNTY OFFICIALS, IN THEIR INVESTIGATION OF CROSSWALK SAFETY IN THE COUNTY. A RECOMMENDATION TO INSTALL DISTINGUISHING SIGNAGE AT EACH CROSSWALK COSTING $200 EACH WAS INCLUDED IN THE REPORT. HOMELESS CAMP IN HENSLEY CREEK CLEANED UP (EVR) JB 7/28/14

A SPRAWLING HOMELESS ENCAMPMENT IN HENSLEY CREEK WAS CLEANED UP BY THE MENDOCINO SOLID WASTE MANAGEMENT AUTHORITY.

THE ENCAMPMENT, DESCRIBED AS PRACTICALLY A SMALL VILLAGE WAS LOCATED IN THE CREEK BED WHERE WINTER RAINS WOULD HAVE WASHED IT DOWNSTREAM. NEARLY 2.5 TONS OF TRASH AND DEBRIS, INCLUDING 58 DISCARDED SYRINGES, WAS REMOVED FROM THE SITE WITH THE AID OF A BACKHOE OWNED BY A NEARBY PROPERTY OWNER. THIS WAS THE THIRD MAJOR CREEK CLEANUP BY THE SOLID WASTE MANAGEMENT AUTHORITY THIS SUMMER, HOWEVER THE FIRST TWO SITES IN ORR CREEK AND GIBSON CREEK ARE ALREADY INHABITED AND FILLED WITH TRASH AGAIN.

FIREFIGHTERS RESPONDED TO A BLAZE THAT BROKE OUT BEHIND THE MENDOCINO SOLID WASTE MANAGEMENT AUTHORITY ON FRIDAY.

FLAMES BEHIND THE FACILITYS BACK FENCE, NEAR THE OFF-RAMP OF HIGHWAY 101 AND 253, WERE FIRST REPORTED AROUND 2:50 PM ON FRIDAY. MOST OF THE GUARD RAIL POSTS IGNITED AS THE FIRE SPREAD BETWEEN THE OFF-RAMP AND THE FENCE. FIREFIGHTERS FROM UVFA AND CAL FIRE WERE ABLE TO KEEP THE FLAMES BEHIND THE FENCE AND AWAY FROM A LARGE PILE OF TIRES LOCATED NEARBY. THE CAUSE OF THE FIRE, THAT CHARRED JUST UNDER TWO ACRES, IS UNDER INVESTIGATION BY UVFA OFFICIALS.

A MENDOCINO COUNTY COMMUNITY HAS BEEN IDENTIFIED AS HAVING A HIGH RISK LEVEL FOR A DRINKING WATER SHORTAGE DUE TO THE DROUGHT.

THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH DRINKING WATER DIVISION HAS REPORTED THAT THE WOODSIDE RV PARK IN FORT BRAGG IS AT SERIOUS RISK OF EXPERIENCING A DRINKING WATER SHORTAGE. THE RV PARK, WHICH HAS 280 RESIDENTS, HAS HAD TO RATION ITS WATER USAGE DUE TO THE AMOUNT OF AVAILABLE WATER RUNNING EXTREMELY LOW. IF THE WATER SUPPLY RUNS TOO LOW, SHORT-TERM WATER SUPPLIES COULD BE PROVIDED TO THE COMMUNITY WITH FUNDS FROM THE CALIFORNIA EMERGENCY DROUGHT RELIEF ACT. THE WATER TABLE IN THE PARKS WELL HAS ALREADY DROPPED 2 TO 3 FEET THIS YEAR.

A CLEARLAKE OAKS MAN IS IN CUSTODY CHARGED WITH UNLAWFUL SEXUAL ACTIVITY WITH 16 YEAR OLD GIRL.

A CALIFORNIA STATE PARKS LAW ENFORCEMENT OFFICER ARRESTED 25 YEAR OLD GAVIN DAVID CUMMINS AT ANDERSON MARSH STATE HISTORIC PARK. CUMMINS REPORTEDLY CONTACTED THE 16 YEAR OLD GIRL EARLIER AT WAL-MART AND THEN MET AT THE PARK LATER TO HAVE SEX. BY LAW, THE 16 YEAR OLD GIRL IS CONSIDERED A MINOR AND LACKS THE LEGAL CAPACITY TO CONSENT TO ANY SEXUAL ACTIVITY. CUMMINS WAS BOOKED ON MULTIPLE FELONY CHARGES AND IS DUE IN COURT ON SEPTEMBER 16.

A PASSERBY NOTICED THE FLAMES AND WOKE A MAN SLEEPING IN THE COTTAGE NEXT TO THE HOME. THE NORTHBOUND LANE OF HIGHWAY 101 WAS CLOSED FOR WELL OVER AN HOUR YESTERDAY AS FIREFIGHTERS EXTINGUISHED THE BLAZE.

A WOMAN WAS HIT BY A CAR IN UKIAH AFTER RUNNING INTO THE STREET TO PROTECT A TODDLER.

FIREFIGHTERS FROM THE UKIAH VALLEY FIRE AUTHORITY RESPONDED TO AN ADDRESS ON EMPIRE DRIVE FRIDAY NIGHT TO A REPORT OF A CHILD BEING HIT BY A CAR. IT WAS DETERMINED THAT THE TWO YEAR OLD HAD RUN INTO THE STREET AND A 47 YEAR FEMALE FAMILY MEMBER DASHED INTO THE STREET AFTER HIM. SHE WAS ABLE TO PUSH THE CHILD OUT OF THE WAY OF AN ONCOMING CAR BUT WAS STRUCK BY THE VEHICLE HERSELF. BOTH THE CHILD AND THE WOMAN WERE TAKEN TO UKIAH VALLEY MEDICAL CENTER FOR TREATMENT OF THEIR INJURIES.

A LAKE COUNTY SHERIFFS OFFICE DEPUTY PERFORMED A TRAFFIC STOP OF A FORD EXPLORER DRIVING ON HIGHWAY 20 NEAR CLEARLAKE OAKS LAST WEEK AFTER NOTICING THE CAR HAD A BROKEN TAIL LIGHT. THE DRIVER OF THE CAR, THOMAS EARL SHEPPARD OF CHICO, WAS ON FELONY PROBATION WITH A SEARCH CLAUSE. THE ODOR OF MARIJUANA IN THE CAR LED TO A SEARCH OF THE VEHICLE, NETTING 2.3 GRAMS OF METH, 5.1 GRAMS OF HEROIN, AND OVER 4 OUNCES OF MARIJUANA. SHEPPARD WAS ARRESTED AND BOOKED INTO THE LAKE COUNTY JAIL.

SEXUAL ASSAULT IN FORT BRAGG (LAW) JB 7/23/14

A FORT BRAGG MAN IS IN CUSTODY AFTER ALLEGEDLY SEXUALLY ASSAULTING A SLEEPING WOMAN

FORT BRAGG POLICE WERE DISPATCHED TO AN ADDRESS ON WEST STREET TO THE REPORT OF A WOMAN WHO HAD BEEN SEXUALLY ASSAULTED BY A MALE ROOMMATE. THE WOMAN STATED THAT SHE HAD SLIPPED INTO A DEEP SLEEP AFTER TAKING PRESCRIBED MEDICATION AND DRINKING ALCOHOL. SHE AWOKE TO ONE OF HER MALE ROOMMATES SEXUALLY ASSAULTING HER AS SHE SLEPT ON THE COUCH. THE MAN, 48 YEAR OLD JUSTINO CAN, WAS LOCATED IN THE APARTMENT AND ARRESTED AND BOOKED INTO THE MENDOCINO COUNTY JAIL.

SUPERVISORS DIRECT STAFF TO WORK ON NEW LAKE TAX (GOV) JB 7/23/14

A NEW SALES TAX MEASURE TO HELP CLEAR LAKE WATER QUALITY PROJECTS HAS BEEN REQUESTED BY THE LAKE COUNTY BOARD OF SUPERVISORS.

AT YESTERDAYS MEETING, THE BOARD OF SUPERVISORS DIRECTED COUNTY STAFF TO PREPARE THE NEW TAX MEASURE FOR INCLUSION ON THE UPCOMING NOVEMBER BALLOT. COUNTY COUNSEL ANITA GRANT WAS CONCERNED THAT THE TIMEFRAME WAS EXTREMELY NARROW TO COMPLETE PREPARATION OF THE MEASURE BY ELECTION TIME. FUNDS GENERATED BY THE NEW MEASURE WOULD BE USED TOWARDS A MORE COMPREHENSIVE AQUATIC INVASIVE SPECIES PREVENTION PROGRAM, INCLUDING A WIDER RANGE OF BOAT INSPECTION STATIONS.

JIM FETZER RETIRING, CEAGO VINEGARDEN CLOSING (PI) JB 7/22/14

THE POPULAR LAKE COUNTRY WINERY, CEAGO VINEGARDEN, HAS DECIDED TO CLOSE AS CEAGO OWNER JIM FETZER ANNOUNCES HIS RETIREMENT.

UKIAH MAN ARRESTED AFTER RUNNING OVER TODDLER (LAW) JB 7/22/14

A 1-YEAR OLD GIRL WAS SERIOUSLY INJURED WHEN SHE WAS HIT BY A SUSPECTED DRUNK DRIVER.

24 YEAR OLD LUIS VALDEZBARDO WAS BACKING OUT OF A PARKING STALL AT AN APARTMENT COMPLEX ON SOUTH STATE STREET IN UKIAH WHEN, WITNESSES SAY, HE STRUCK THE TODDLER WITH HIS 1997 FORD THUNDERBIRD THEN DROVE AWAY. POLICE PULLED THE CAR OVER ABOUT 10 MINUTES LATER AND VALDEZBARDO STATED HE DIDNT KNOW HE HAD HIT THE CHILD. THE GIRL SUFFERED MAJOR INJURIES AND WAS FLOWN TO UC DAVIS MEDICAL CENTER. VALDEZBARDO WAS ARRESTED ON SUSPICION OF DRUNK DRIVING CAUSING INJURY.

GOV SIGNS BILL FOR UNDERAGE BEER, WINE TASTING (GOV) JB 7/22/14

THE GOVERNOR SIGNED A NEW BILL ALLOWING UNDERAGE TASTING FOR BEER AND WINEMAKERS.

NEW LEGISLATION SIGNED BY GOVERNOR JERRY BROWN ON MONDAY WILL ALLOW UNDERAGE COLLEGE STUDENTS TO TASTE ALCOHOL AS PART OF THEIR COURSEWORK IN WINEMAKING AND BREWING PROGRAMS. THE LEGISLATION ALLOWS STUDENTS UNDER 21 TO SIP AND THEN SPIT ALCOHOL IF THEY ARE MAJORING IN ENOLOGY OR BREWING SCIENCE PROGRAMS. WASHINGTON AND OREGON ARE AMONG THE 12 OTHER STATES WITH SIMILAR LAWS ALLOWING UNDERAGE STUDENTS TO TEST THEIR CREATIONS.

TWO NEW RESERVE OFFICERS JOIN LAKEPORT POLICE (LAW) JB 7/22/14

TWO NEW RESERVE OFFICERS HAVE JOINED THE RANKS OF THE LAKEPORT POLICE DEPARTMENT.

DUSTIN RODERICK OF WINDSOR AND TYLER TROUETTE OF UKIAH WERE BOTH SWORN IN AS LEVEL ONE RESERVE OFFICERS, GIVING THEM FULL POLICE POWERS WHILE ON DUTY. BOTH RODERICK AND TROUETTE GRADUATED FROM THE SANTA ROSA JUNIOR COLLEGE POLICE ACADEMY. SINCE THE BEGINNING OF THE YEAR, THE LAKEPORT POLICE DEPARTMENT HAD BEEN CONDUCTING TESTING FOR NEW OFFICERS, NOW SUCCESSFULLY FILLING ITS AUTHORIZED QUOTA OF 10 FULL TIME OFFICERS.

R.V. MAN ARRESTED FOR DOMESTIC VIOLENCE (LAW) JB 7/22/14

A VERBAL ARGUMENT THAT ESCALATED INTO A PHYSICAL ALTERCATION LEADS TO THE ARREST OF A REDWOOD VALLEY MAN.

MENDOCINO COUNTY SHERIFFS DEPUTIES RESPONDED TO AN ADDRESS ON ROAD L IN REDWOOD VALLEY LAST WEEK REGARDING A DOMESTIC DISTURBANCE. DEPUTIES LEARNED THAT 28 YEAR OLD AARON ORESCO HAD BEEN VERBALLY FIGHTING WITH A FEMALE VICTIM WHEN THE FIGHT ESCALATED. ORESCO BRACED HIMSELF IN A DOOR OPENING TO PREVENT THE VICTIM FROM LEAVING AND SHE INJURED HER HAND AS SHE FORCED HER WAY PAST HIM. ORESCO WAS ARRESTED ON MULTIPLE CHARGES INCLUDING FALSE IMPRISONMENT

MCOE TO SHARE IN $15 MILLION GRANT (ED) JB 7/21/14

THE MENDOCINO COUNTY OFFICE OF EDUCATION WILL RECEIVE A SHARE OF A $15 MILLION GRANT LINKING EDUCATION AND CAREERS.

THE SONOMA COUNTY OFFICE OF EDUCATION HAS BEEN AWARDED A CALIFORNIA CAREER PATHWAYS TRUST GRANT OF UP TO $15 MILLION TO SERVE AS THE LEAD AGENCY FOR A SIX-COUNTY ALLIANCE DESIGNED TO HELP STUDENTS MOVE TOWARD COLLEGE AND EMPLOYMENT IN HIGH DEMAND FIELDS. THE COUNTIES COMPRISING THE ALLIANCE INCLUDE LAKE, NAPA, MARIN, MENDOCINO, SOLANO, AND SONOMA. THE MCOE WILL RECEIVE $1.9 MILLION OVER THREE YEARS.

BOB BARBIERI, OF REDWOOD OIL COMPANY, DIES AT 76 (PI) JB 7/21/14

BOB BARBIERI, A KEY MEMBER OF THE GASOLINE SALES AND DISTRIBUTION FAMILY THAT BUILT REDWOOD OIL COMPANY INTO ONE OF SONOMA COUNTYS LARGEST BUSINESSES, PASSED AWAY LAST WEEK THE AGE OF 76.

THE PRESS DEMOCRAT REPORTED THAT BARBIERI S DEATH AT A CARE HOME FOLLOWED A LONG STRUGGLE WITH PARKINSONS DISEASE. HE WAS DESCRIBED AS A MAN OF HIGH INTEGRITY AND VERY GENEROUS TO PEOPLE. HE HAD BEEN IN THE PETROLEUM BUSINESS FOR 52 YEARS WHEN HE SOLD HIS SHARE OF REDWOOD OIL COMPANY AND RETIRED IN 2009. A MEMORIAL SERVICE WILL BE HELD ON TUESDAY AT 1:00 PM AT SANTA ROSA BIBLE CHURCH AND THE BARBIERI FAMILY SUGGESTS THAT MEMORIAL CONTRIBUTIONS BE MADE TO THE PARKINSONS DISEASE FOUNDATION.

MAN ARRESTED ON SEXUAL ASSAULT CHARGES (LAW) JB 7/21/14

A LAKE COUNTY MAN WAS ARRESTED IN CONNECTION WITH AN INVESTIGATION IN THE SEXUAL ASSAULT OF A TEENAGE GIRL.

AFTER A FIVE-MONTH INVESTIGATION, LAKEPORT POLICE OFFICERS ARRESTED 20-YEAR-OLD JOSEPH BARBER SKEE OF LAKEPORT. SKEE HAS BEEN CHARGED WITH TWO COUNTS OF RAPE STEMMING FROM A REPORT MADE BY A TEENAGE GIRL IN FEBRUARY STATING THAT SHE BELIEVES SKEE HAD SEXUALLY ASSAULTED AT A PARTY. ONE OF THE CHARGES AGAINST SKEE STATES THAT THE GIRL WAS UNCONSCIOUS AT THE TIME OF THE ASSAULT. SKEE IS CURRENTLY BEING HELD IN THE LAKE COUNTY JAIL WITH HIS BAIL SET AT $100,000.

HUFFMAN WANTS MORE TRESPASS GROW BUSTS (GOV/LAW) JB 7/21/14

THE PUBLIC AND ENVIRONMENTAL SAFETY CONCERNS SURROUNDING ILLEGAL TRESPASS MARIJUANA GROWERS ARE BEING ADDRESSED BY CONGRESSMAN JARED HUFFMAN.

IN A LETTER SENT LAST WEEK TO UNITED STATES ATTORNEY MELINDA HAAG, HUFFMAN URGED THE FOCUS OF LAW ENFORCEMENT ON TRESPASS GROWS INSTEAD OF STATE-COMPLIANT LOW LEVEL GROWERS.

HIS LETTER STATES THAT LARGE TRESPASS OPERATIONS ENDANGER THE PUBLIC WITH VIOLENCE AND THREATS OF WILDFIRE, POLLUTE STREAMS AND WETLANDS, POISON WILDLIFE, FUND CRIMINAL DRUG TRAFFICKING ORGANIZATIONS, AND UNDO SIGNIFICANT FEDERAL, STATE, AND PRIVATE INVESTMENT IN THE ENVIRONMENT. CURRENTLY, NEW STIFFER PENALTIES FOR TRESPASS GROWERS ARE BEING DISCUSSED IN THE HOUSE AND THE SENATE.

WATER RESTORED AT LETTS LAKE CAMPGROUND (EVR) JB 7/21/14

THE WATER HAS BEEN RESTORED FOR THE CAMPERS AND RECREATIONAL VISITORS OF THE LETTS LAKE CAMPGROUND IN THE MENDOCINO NATIONAL FOREST.

A GRINDSTONE DISTRICT RANGER STATED THAT AFTER FURTHER CONSULTATION WITH STATE WATER BOARD OFFICIALS, INCLUDING DISCUSSION AND REVIEW DURING A FIELD VISIT TO LETTS LAKE, THE RESTORATION OF DRINKING WATER TO THE CAMPGROUND WAS APPROVED. THE LETTS LAKE CAMPGROUND WAS ON A LIST SUBMITTED BY THE STATE WATER BOARD FOR WATER CURTAILMENT DUE TO THE CURRENT DROUGHT CONDITIONS. RANGERS ARE CONTINUING TO VERIFY LOCATIONS LISTED FOR WATER CURTAILMENT BY THE STATE.

HOME DAMAGED IN FIRE LATE FRIDAY NIGHT (LAW) JB 7/21/14

A MOBILE HOME ON THE NORTH SHORE OF CLEARLAKE WAS DAMAGED IN A FIRE OVER THE WEEKEND.

THE FIRE WAS FIRST REPORTED JUST BEFORE 11:30 PM ON FRIDAY NIGHT AT AN ADDRESS ON LIBERTY STREET IN NICE. THE FIRE THAT STARTED ON A DETACHED PATIO OF THE MOBILE HOME WAS QUICKLY BROUGHT UNDER CONTROL BY THE NORTHSHORE FIRE DEPARTMENT, AS FIREFIGHTERS WERE ABLE TO KEEP THE BLAZE FROM DAMAGING ANY SURROUNDING HOMES. THE HOME WHERE THE FIRE STARTED DID SUSTAIN SOME DAMAGE TO PART OF A WALL AND A WINDOW BUT AN ESTIMATE OF THE TOTAL DAMAGE WAS NOT AVAILABLE.

NO MURDER CHARGE FOR WOMAN WHO SHOT HUSBAND (LAW) JB 7/21/14

MURDER CHARGES WONT BE FILLED AGAINST A LAKEPORT WOMAN ACCUSED OF FATALLY SHOOTING HER HUSBAND LAST DECEMBER.

A CRIMINAL GRAND JURY HAS NOT RETURNED AN INDICTMENT AGAINST 64-YEAR-OLD PAULA ANN PIVERONAS AND, ACCORDING THE DISTRICT ATTORNEY, A MURDER CASE AGAINST HER WILL NOT MOVE FORWARD. PIVERONAS WAS ARRESTED IN DECEMBER LAST YEAR AFTER IT WAS REPORTED BY AUTHORITIES THAT SHE SHOT HER HUSBAND, A PART-TIME SHERIFFS DEPUTY, TWICE AT THEIR HOME ON REEVES LANE. PIVERONAS HAS MAINTAINED HER CLAIM THAT SHE WAS DEFENDING HERSELF AT THE TIME OF THE SHOOTING.

FIREFIGHTERS CONTROL BLAZE ALONG HIGHWAY 29 (LAW) JB 7/21/14

A FIRE THAT BROKE OUT ON HIGHWAY 29 OVER THE WEEKEND THREATENED MULTIPLE STRUCTURES IN ITS PATH.

THE BLAZE WAS LOCATED NEAR HOFACKER LANE BETWEEN LOWER LAKE AND MIDDLETOWN AND WAS FIRST REPORTED JUST AFTER 3:00 PM ON SATURDAY. RESPONSES FROM BOTH LAKE COUNTY FIRE AND CAL FIRE BROUGHT MULTIPLE ENGINES, TANKERS, AND HELICOPTERS TO THE SCENE TO BATTLE THE FIRE. FIREFIGHTERS ATTACKED THE FIRE DIRECTLY TO PROTECT SEVERAL STRUCTURES IN THE FIRES PATH, SAVING THEM FROM ANY DAMAGE. THE CAUSE OF THE FIRE THAT BURNED APPROXIMATELY 8 ACRES IS STILL UNDER INVESTIGATION.
